In England, a water company can impose a temporary use ban (TUB), commonly called a hosepipe ban. A TUB can prohibit using a hosepipe to water a garden, but the rules are local: check the current notice from the water company serving your address for its start date, covered activities, exceptions and permitted alternatives.
What a hosepipe ban means for garden watering
“Hosepipe ban” is the familiar phrase; the official term is temporary use ban (TUB). Water companies can impose TUBs under section 76 of the Water Industry Act 1991, as amended by the Flood and Water Management Act 2010. The Environment Agency says companies must give public notice and allow representations before a restriction takes effect. Its explainer says companies must notify customers in advance and publish details on their website and in two newspapers circulating in the area. Environment Agency: water use restrictions during drought.
A TUB can restrict using a hosepipe to water a garden. The Environment Agency’s definition of garden includes lawns, parks, grass verges, recreational grass, allotment gardens and other green space. It excludes agricultural land, land used commercially for growing, temporary garden or flower displays, and plants in outdoor pots or under cover. These definitions do not settle every possible hosepipe use: follow the wording of your local company’s notice and any exceptions it specifies. Other activities a TUB may restrict
The Environment Agency’s list of activities that may be restricted goes beyond lawns and flower beds. A company’s notice determines which restrictions apply locally. Environment Agency: water use restrictions during drought.

How to check whether restrictions apply to your address
- Identify the water company serving your address. If you are unsure, use your water bill or the company’s address or postcode checker.
- Open that company’s current drought or TUB notice. Check the start date, the area covered, the activities restricted, and any exceptions or permitted alternatives.
- Use the notice—not a national drought headline or an old report—to decide whether a particular watering method is allowed.
Restrictions vary by company and area, and some notices specify geographic carve-outs. The Environment Agency report covering 25 September to 1 October 2026 listed TUBs in Affinity Water’s Central and East regions; Anglian Water’s area except Hartlepool; Bristol Water; Cambridge Water; Essex and Suffolk Water; Southern Water’s Hampshire and Isle of Wight area; South East Water; South West Water’s area except Bournemouth; Thames Water; and Wessex Water. This is a dated snapshot, not a live address checker. Environment Agency: drought prospects for England, 25 September to 1 October 2026.
The drought status of a company’s resource zones does not by itself tell you which TUB terms apply to your address. The Environment Agency says only water companies decide whether to introduce TUBs; consult the company’s current notice for the operative local rules. Ways to water plants while conserving mains water
The Environment Agency recommends collecting rainwater in a rain butt and says kitchen water, such as washing-up water, can be used for plants. Check the local TUB notice before relying on any method: a conservation suggestion does not override a restriction, and a water butt does not itself grant an exemption. What the reported effectiveness figures do—and do not—show
The Environment Agency reports research suggesting TUBs can reduce the volume of water put into distribution by 3–5%. It separately reports Yorkshire Water’s 10% reduction in domestic water use when a TUB was introduced in 2025, and Anglian Water’s 9% fall in demand in 2026. These figures describe different measures and evidence; they should not be combined into a single estimate of water saved. The Agency also summarizes 2026 public-attitude findings: 80% agreed bans are necessary to protect supplies, 78% considered them fair, and 76% considered them effective. Those are views, not measurements of water saved. Environment Agency: water use restrictions—what you need to know.

Water companies plan TUBs as one of several ways to manage customer demand during drought. They are not the same as the customer-facing TUB notice that governs activities such as garden watering. Environment Agency: drought permits and drought orders.
