Google Search finds pages by discovering URLs and asking Googlebot to crawl them, analyzes crawled pages to decide what information to index, then selects and orders indexed pages for each search. These are separate stages: a URL can be undiscovered, blocked from crawling, crawled but not indexed, or indexed without being shown for a particular query. None of the stages guarantees the next.
The three stages: crawling, indexing and serving
Google Search does not consult a complete registry of every web page. It builds and maintains an index from pages it discovers and processes. When someone searches, its systems use that index to identify and rank results for the particular query.

This distinction is practical, not just technical. “Google hasn’t found my page,” “Google couldn’t fetch it,” “Google fetched it but did not index it,” and “it is indexed but does not appear for this search” describe different situations. A sitemap, content change or ranking adjustment cannot solve all of them in the same way.

How Google discovers and crawls a page
Discovery: Google learns that a URL exists
Google can discover URLs by following links on pages it already knows about and by learning URLs through submitted sitemaps, among other signals. A link gives Google a route to another URL; a sitemap provides a list of URLs to consider. Neither is a command to crawl a page immediately.

A sitemap is useful as a discovery aid, particularly for making URLs known to Google, but it does not force a crawl, guarantee indexing or raise a page’s ranking by itself. Google’s crawling and indexing FAQ makes that distinction explicit.
Crawling: Googlebot requests the page
Googlebot is Google’s web crawler. Automated systems determine which sites to crawl, how often to visit them and how many pages to request. Those decisions are affected by whether Googlebot can access the site and by its ability to fetch pages reliably. A robots.txt rule can prevent crawling; a server or network problem can make a page unavailable; and server errors can lead Googlebot to slow its requests.
Google may render a page and run its JavaScript using a recent version of Chrome to process content that depends on client-side code. That does not mean every page or every script, image or other resource will necessarily be fetched or rendered successfully. If important information appears only after a script runs, being able to load the initial HTML is not by itself proof that Google processed all of the page’s intended content.

What crawling can and cannot tell you
A successful request means Googlebot could fetch the page at that time; it does not establish that Google considers the page suitable for indexing or relevant to a search. Conversely, a page that has not been crawled may simply not have been discovered yet, or access conditions may be preventing a fetch. Google does not guarantee that it will crawl a page, even when a site follows its published guidance.
How Google analyzes pages for its index
After crawling, Google attempts to understand the page. Its analysis can include the text, title element, metadata, image alt attributes, images and video. The page’s design and the way its content is presented can affect how easily that information can be processed. Google may decide not to index a crawled page; Google identifies low-quality content, directives that disallow indexing and difficult-to-process page design among possible indexing issues.
Similar pages and canonical selection
Websites often have multiple URLs with similar or duplicate content. Google can cluster similar pages and select one canonical URL to represent the group in its index. A canonical URL is the version Google chooses to represent substantially similar pages; it is not simply a label a site owner can set with certainty.

Google considers signals that can include HTTPS, redirects, sitemap inclusion and a rel="canonical" annotation. The annotation expresses a preference, but it is a hint rather than an instruction Google must follow. Google’s canonicalization documentation, last updated August 20, 2026, describes how these signals contribute to its selection.
This is why a page can be crawled but not appear as a separate indexed result: Google may have selected another URL as the representative page for a similar-content cluster. When diagnosing this situation, distinguish the URL you expected Google to show from the canonical page Google selected.
Indexing is a decision, not an automatic consequence of crawling
Google may store information about a page and its cluster in its index, but it does not promise to index every crawled URL. A crawl therefore confirms neither inclusion nor visibility. Google Search Central’s process guide describes crawling and indexing as distinct phases, and its guidance states that indexing is not guaranteed.

How Google ranks results for a search
When a user enters a query, Google searches its index and uses automated systems to choose and order pages it judges relevant and useful. Ranking is query-specific: the page’s subject and content matter in relation to what was searched, and results can also vary with context such as the user’s location, language and device. Search features and result sets can differ as well.
Google does not publish a complete ranking formula that lets a site owner calculate a position or predict it with certainty. Its ranking-systems guide describes a collection of systems with different tasks, not a checklist in which each item supplies a known, fixed amount of ranking credit.

These examples explain kinds of work ranking systems perform; they are not an exhaustive inventory or a recipe for a specific position. A page’s visibility depends on the query and the full set of systems involved, and Google describes those systems as a larger, evolving set.

Current status of familiar system names
Some names commonly repeated in older SEO explanations do not describe independent, unchanged switches in today’s ranking process. Google says the helpful content system became part of its core ranking systems in March 2024. Panda and Penguin are also described as systems that evolved into, or were integrated with, core systems. Google says MUM is not used for general ranking in Search, although it is used for specific applications. Treating these names as separate knobs to optimize for can misrepresent how Google currently describes Search.

Start with the specific URL and the outcome you can observe. Search Console is available to site owners at no cost and can report on crawling and visibility. It is a useful diagnostic starting point; it is not a requirement for ordinary users to understand how Search works.
If Google does not seem to know about the URL
- Check whether the URL is linked from a page Google can already reach.
- Consider whether it is included in a sitemap. A sitemap can help Google learn the URL, but does not force the next steps.
- Allow for the fact that discovery does not necessarily lead to an immediate crawl.
If Googlebot cannot fetch the page
- Check whether robots.txt rules block crawling of the page or resources it needs.
- Check that the server and network can serve the page reliably and are not returning errors.
- For content that depends on JavaScript, consider whether Google can process the rendered result rather than only the initial page response.
Access and reliability issues belong to the crawling stage. A page can be known to Google yet remain unavailable to the crawler, so adding it to a sitemap does not remove a block or fix a server failure.

- Check whether a directive disallows indexing.
- Review whether the page’s content and design make it difficult for Google to process, and whether the content is sufficiently useful to merit inclusion.
- Check whether Google selected a different canonical URL for similar pages.
These checks address different possible causes. A canonical selection points to representation of similar URLs; an indexing directive or a processing problem is a different issue. A successful crawl alone does not establish which explanation applies.
If the page is indexed but does not appear for the query
Indexing means Google has stored information about the page; it is not a promise to show it for every query. Consider whether the page directly answers the search, whether its language and subject align with the query, and whether the search context changes which results are useful. Google’s ranking systems work on the query and its context, so being indexed does not guarantee a particular position or appearance.
What site owners should not infer
- A sitemap submission is not proof that a URL was crawled or indexed.
- A successful crawl is not proof that the page was indexed.
- Indexing is not proof that a page will rank for a particular query.
- A canonical annotation is a preference signal, not a binding directive.
- There is no payment route to buy more frequent crawling or higher organic rankings: Google says it “doesn’t accept payment to crawl a site more frequently, or rank it higher.”
Keeping these boundaries clear helps avoid treating visibility as a single yes-or-no state. Each transition has its own conditions, and Google does not guarantee crawling, indexing or serving even when a site follows its guidance.
