In Russia, an employee can choose to receive salary in digital rubles, but an employer cannot enroll them automatically: the employee must consent. The account is held on the Bank of Russia platform and accessed through a participating bank’s app or remote banking service. The Bank of Russia’s platform tariff for employers is zero through 31 December 2026; from 1 January 2027, it is RUB 1 per executed instruction, subject to a RUB 15 minimum per register. A bank may have separate service terms.
What a digital-ruble salary payment is
The digital ruble is a ruble issued by the Bank of Russia and held in an account on its platform. The central bank operates the platform; a participating bank provides the customer’s access through familiar channels such as its app or remote banking. For an employee, the digital-ruble account is an additional payment choice alongside an existing salary arrangement. For an employer, the platform supports transfers to individuals for salary and other payments under an employment contract. The national tariff decision sets the platform charge, but does not specify every employer’s bank-specific payroll process. Can an employer require salary in digital rubles?
No. The Bank of Russia says an account is not opened automatically and money is not transferred to someone in digital rubles without that person’s consent. Its FAQ also says there are no plans to require all public-sector employees or pensioners to receive salary or benefits this way. How an employee can receive salary in digital rubles
- Choose a participating bank. The digital-ruble account is opened through the digital-ruble area of a participating bank’s app or another supported remote banking channel. Check with the bank whether it offers access to the platform and what steps it requires.
- Open the digital-ruble account. The Bank of Russia describes the account as a digital-ruble account, sometimes also called a digital wallet. The account is on the central bank’s platform; the bank app is the access channel. Official sources do not identify a dedicated device or special wallet hardware as necessary. - Give consent for the salary payment. Tell your employer or payroll team that you choose to receive eligible payments to the digital-ruble account, and follow the employer’s and bank’s instructions for recording that choice. The Bank of Russia confirms the consent requirement, but its national tariff decision does not prescribe a universal payroll form or procedure.

What employees pay and how much they can add
The Bank of Russia says citizens’ digital-ruble payments and transfers are free. From 1 September 2026, an individual may add up to RUB 300,000 per calendar month to a digital-ruble account from bank accounts. What employers pay for salary transfers
The following figures are the Bank of Russia platform tariff for legal-entity transfers to individuals for salary and other payments under an employment contract. The payer is charged; a bank may separately set service arrangements with its business customer.

These are platform charges, not a promise that payroll administration or a bank’s services will be free. Employers should ask their participating bank about file formats, approvals, reconciliation, rejected or failed payments, and any separate fees. How the rollout dates affect employees and employers

What employees and payroll teams should verify
- Employees: Confirm the bank provides digital-ruble access, understand the bank’s account-opening instructions, and make a deliberate choice about whether to receive salary this way.
- Employers: Confirm that the payroll bank supports the intended transfers, how it handles payroll registers and payment confirmation, how exceptions are reconciled, and whether its own customer agreement includes charges beyond the Bank of Russia platform tariff.
- Both: Keep the platform tariff separate from bank service terms when comparing costs. A zero central-bank platform tariff through 2026 does not, by itself, establish that every related bank service is free.
Privacy and access to account information
The Bank of Russia’s June 2025 project-status paper says information about digital-ruble accounts, balances, and transactions is protected by banking secrecy. It also says disclosure to relevant authorities is governed by law, as it is for information about commercial-bank accounts.
