Crude oil prices influence petrol and diesel prices in India, but they do not determine pump prices on their own. The rupee-dollar exchange rate, international prices for refined fuel, transport and refining costs, central excise, state VAT, dealer commission and oil marketing company (OMC) decisions all affect what consumers pay. A crude-price change therefore does not translate automatically into an equal or immediate change at the pump.
How crude oil reaches the pump price
India imports more than 85% of its crude oil requirements, according to the Ministry of Petroleum and Natural Gas in a release dated 15 December 2022. That makes the cost of crude an important input, but the price chain includes several stages:
- International markets: Crude oil and international prices for refined petrol and diesel inform OMC pricing decisions.
- Rupee and logistics: The exchange rate affects the rupee cost of oil priced in foreign currency. Shipping, insurance and inland freight also contribute.
- Refining and marketing: Refinery margins, OMC costs and other market conditions affect the cost of bringing fuel to market.
- Taxes and retail: Central excise, state VAT and dealer commission contribute to the price paid at a local outlet.
This is an explanatory chain, not a published formula. Official sources identify the relevant factors but do not specify a universal rupee-per-litre pass-through or promise when a change in global prices will appear at the pump. The Ministry’s 15 December 2022 release lists crude purchase price, exchange rate, shipping charges, inland freight, refinery margin, dealer commission, central taxes, state VAT and other cost elements as factors in retail prices: Ministry of Petroleum and Natural Gas release.
Why crude and petrol or diesel prices can move differently
Crude is not the same benchmark as finished fuel
Crude oil is a refinery input. Petrol and diesel are finished products, and their international prices are also among the inputs OMCs consider. Their prices can move differently from crude because they are distinct market measures.

The exchange rate changes the rupee cost
International oil prices are commonly expressed in foreign currency. A change in the rupee-dollar exchange rate can therefore alter the rupee cost of imports even if the quoted crude price does not change.
Taxes, costs and OMC decisions affect the timing and size of changes
Freight, insurance, inventory, refinery and marketing costs, taxes and local conditions can affect how much of an international price movement reaches consumers and when. The Petroleum Planning & Analysis Cell (PPAC) says petrol prices became market determined on 26 June 2010 and diesel prices on 19 October 2014. It says public-sector OMCs decide prices in line with international market prices and other market conditions and may increase or decrease them. See the PPAC price build-up FAQ.

What a dated example shows
A Ministry release dated 15 December 2022 reported that the average Indian crude basket rose 102%, from US$43.34 in November 2020 to US$87.55 in November 2022. Over that comparison, Delhi petrol retail prices rose 18.95% and diesel prices rose 26.5%. These are changes for the specified period, not a current comparison or a fixed rule for how much pump prices respond to crude: Ministry of Petroleum and Natural Gas release.
How government tax decisions can change retail prices
Taxes can alter the price consumers pay independently of crude-market movements. A Rajya Sabha answer in July 2025 said central excise was reduced in two tranches—in November 2021 and May 2022—by ₹13 per litre for petrol and ₹16 per litre for diesel, with the reductions passed on to consumers. It also reported that some states reduced VAT.

The same answer said both fuels were reduced by ₹2 per litre in March 2024. In April 2025, central excise was increased by ₹2 per litre for each fuel, but the increase was not passed on to consumers. These are dated examples of policy decisions and their reported retail effects, not a statement of current tax rates. The answer also notes that OMC intra-state freight rationalisation reduced prices in remote locations and narrowed price differences within states. Rajya Sabha answer, July 2025.
Why the price differs by location
Petrol and diesel prices are local, not a single nationwide pump rate. State VAT and local freight contribute to differences, and the outlet and date matter. PPAC listed Indian Oil Corporation (IOCL) outlet retail selling prices in Delhi on 6 October 2026 as ₹102.12 per litre for petrol and ₹95.20 per litre for diesel. How to interpret a crude-price headline
- Check whether the figure refers to crude or to international petrol or diesel prices.
- Separate the quoted dollar price from the rupee cost, which also depends on the exchange rate.
- Distinguish central excise from state VAT and other local costs.
- Compare the same city or outlet, and check the dates for both the market movement and pump price.
- Do not assume a particular crude-price fall or rise must produce an equal, immediate retail change; official sources do not provide a fixed pass-through formula.
