Workplace safety and health is being reshaped by climate hazards and digital technologies, alongside persistent ergonomic and psychosocial risks. These changes create new exposures but can also enable safer work. The available evidence does not quantify one combined global effect of geopolitical, economic, supply-chain and regulatory volatility; it does show why employers and workers need to keep risk assessment and prevention responsive to changing conditions.
What is changing—and what the evidence can establish
Two major shifts stand out: climate change is affecting workers across regions, and digitalization is changing how work is organized and performed. Neither makes older hazards disappear. Prolonged sitting and repetitive movements remain common concerns in European workplace reporting, while digital tools can bring both safety benefits and new risks.
The findings below come from sources with different populations, methods and geographic coverage. Global ILO estimates, for example, should not be combined with European survey percentages as though they measure the same thing.

Climate change is an occupational safety and health issue
The ILO’s 2024 report says climate change is already affecting worker safety and health in all regions, while protections have struggled to keep pace. The hazards it identifies include excessive heat, ultraviolet radiation, extreme weather, workplace air pollution, vector-borne diseases and agrochemicals. Exposure will vary by job, location and working conditions, so a general climate label cannot replace an assessment of the actual tasks and environment.

The ILO’s OSH portal gives the scale of several related estimates. These figures describe distinct measures and years; they are not a single count of climate-related injuries:
- The ILO reported that 2.93 million workers die each year as a result of work-related factors (2023).
- The ILO reported that 395 million workers worldwide sustain a non-fatal work injury each year (2023).
- The ILO estimated that 2.41 billion workers are exposed to excessive heat each year (2024).
- The ILO estimated that improved safety and health measures to prevent workplace injuries from excessive heat could save $361 billion globally (2024).
Heat requires more than a reading from a device
A workplace heat-stress monitor or wet-bulb globe temperature (WBGT) meter can provide one input to heat-risk planning. The cited ILO material does not endorse a particular model or establish device performance. Measurement equipment does not replace suitable controls, local guidance or a competent assessment of the work and conditions.

Digital tools can reduce hazards and create new ones
The ILO’s 2025 report covers advanced robotics and automation, smart safety tools, extended and virtual reality, algorithmic management, telework and digital labor platforms. Used appropriately, digital tools can reduce workers’ exposure to hazardous tasks and help prevent injuries. Their effects depend on how systems are designed, introduced and overseen.

Automation can take on hazardous work, while smart tools and digital systems can support prevention. These are potential benefits, not a guarantee that a particular technology or deployment will make a workplace safer.

Where new risks can arise
- Reduced human oversight can leave workers vulnerable when automated decisions or processes go wrong.
- Equipment or system failures can create safety hazards; cyber threats can also compromise systems that affect safe work.
- Wearables and exoskeletons may be unsuitable or poorly fitted, creating ergonomic concerns.
- Continuous connectivity and algorithm-driven workloads can contribute to stress and burnout.
The ILO also points to safety and health concerns across digital supply chains, from extraction processes and the work that powers AI to electronic-waste handling. These are supply-chain exposures; they do not mean every digital workplace has the same risk profile.
Psychosocial and ergonomic risks belong in the same prevention plan
Safety planning should consider mental and physical health together. The EU-OSHA OSH Pulse 2025 explicitly examines psychosocial factors alongside digital technologies, climate-related risks, work-related health outcomes and preventive measures. Its findings concern surveyed workers in the EU Member States, Iceland, Norway and Switzerland; they are not global prevalence estimates.

In initial reporting on ESENER 2024, EU-OSHA said 64% of workplaces reported prolonged sitting and 63% reported repetitive hand or arm movements. These are European workplace survey figures, not worldwide estimates of the share of individual workers exposed. They are a reminder that changing technologies and new hazards do not remove the need to address established ergonomic risks.

The ILO calls for proactive, evidence-informed and participatory approaches to digital transformation, involving governments, employers, workers and occupational safety and health professionals. Training and awareness are important for using technologies safely. A practical approach is to connect those principles to the specific work being done:

- Assess the work, not just the technology. Identify hazards and exposures in the task, workplace and working arrangement, including relevant climate conditions, ergonomic demands and psychosocial pressures.
- Involve workers and OSH professionals. Include people who perform or oversee the work when identifying risks and deciding how a technology or process should be used.
- Plan for failures as well as normal operation. Consider what happens if equipment or systems fail, human oversight is reduced, or a cyber threat affects a safety-relevant system.
- Use training alongside safeguards. Make sure workers understand safe use, limits and escalation procedures; training is part of prevention, not a substitute for addressing hazards in the work design.
- Review controls as conditions change. Reassess when work processes, technology, workloads or environmental conditions change, and adapt prevention measures accordingly.
No single device, training course or digital system is a complete safety solution. Measurement, individual protective equipment and training may contribute, but prevention also depends on how work and technology are organized, worker participation, and responsive risk assessment.
Why “global uncertainty” needs careful wording
Climate and technology are meaningful parts of the uncertainty affecting workplace safety and health, but the cited sources do not provide a single global estimate of the combined effect of geopolitical, economic, supply-chain and regulatory volatility. The defensible conclusion is narrower: important workplace hazards are changing, and prevention needs to respond to the risks present in each setting rather than assuming one global pattern.
