There is no single declaration form or rule for all civil servants. Whether you must report dual nationality depends on your country, employer, role and the process you are completing. Treat appointment eligibility, outside-interest declarations and security screening as separate questions: a second citizenship does not automatically disqualify you, and an outside-interest form is not necessarily where citizenship must be reported.
First identify what the form or process is asking
“Declare dual nationality” can mean different things. Before answering, establish whether you are applying for a job, reporting a change while employed, moving into a reserved or security-sensitive post, or completing a vetting questionnaire. Then check the current instructions for your agency and role.
- Appointment eligibility: determines whether you can hold a particular post. Some roles may have nationality restrictions.
- Outside interests: concerns interests that could be relevant to official duties or create an actual, potential or perceived conflict. Citizenship is not automatically an outside interest.
- Security or personnel screening: may ask directly about citizenship, including citizenship held in the past, how it was acquired and dates held.
Answer the question actually asked, including any question about former citizenship or foreign passports. If the form does not address your circumstances, ask the designated HR, personnel-security or vetting office before leaving information out or taking steps such as renouncing citizenship.

What the examples mean in practice
United Kingdom: eligibility and interests are separate
The Cabinet Office says, “Candidates with dual nationality are in principle eligible for employment in the Civil Service provided that they meet the requirements in relation to one of their nationalities.” It also warns that additional nationality requirements can apply to reserved posts. This is an eligibility rule, not a blanket declaration requirement for every current employee.

Separately, the Cabinet Office’s outside-interests guidance says relevant interests should be declared before appointment and as soon as possible on an ongoing basis, with declarations revisited when a person moves roles. The individual is responsible for declaring interests that could be relevant; a decision-maker, usually the line manager, assesses relevance and whether a conflict exists. The guidance notes that an undeclared relevant outside interest could lead to disciplinary action under the department’s policy. It also says actual conflicts must be resolved, which may include removing the person from the activity. None of this makes citizenship itself an outside interest in every case: follow your department’s instructions about whether it is relevant to your duties.
A Civil Service recruitment guide last updated in 2023 said “about 75%” of posts were open to Commonwealth citizens and nationals of EEA member states, with the remainder reserved for UK nationals. That is the guide’s dated description of posts, not a current measured headcount or a statistic about dual nationals.

United States: read the exact questionnaire and its scope
OPM’s SF 85P is for public-trust positions, not a universal form for every federal employee. Its Section 10 asks: “Do you now or have you EVER held dual/multiple citizenships?” It then asks for the country, dates the citizenship was held and how the non-U.S. citizenship was acquired. Use the current questionnaire specified for your position rather than relying on an older copy.
OPM also says federal employment generally requires U.S. citizenship or nationality, subject to exceptions. That hiring eligibility rule does not by itself determine what a particular employee must report after hiring.

Philippines: the rule has defined limits and exceptions
The CSC’s 2025 Omnibus Rules on Appointments state that a person with dual citizenship shall not be appointed unless foreign citizenship is renounced under Republic Act No. 9225. The rules also address continued use of a foreign passport after renunciation, which may make a person ineligible for appointment or continued government service.
The renunciation requirement is limited to dual-allegiance cases where foreign citizenship was obtained by naturalization or by the person’s own volition. The CSC clarification describes its application to natural-born Filipinos who were naturalized abroad and later reacquired Philippine citizenship. It says people whose foreign citizenship arose by birth in a jus soli country are not required by this policy to renounce it. Because those qualifications affect the outcome, consult the current CSC rules and your agency before treating renunciation as necessary.

Canada: the cited reporting instruction is for Defence personnel
DND’s March 2026 guidance lists obtaining dual citizenship with another country as a legal-status change to report for DND employees and CAF members. Its stated scope is Defence personnel; it should not be generalized to all Canadian public servants.

- Identify your exact situation. Note the country, agency, job category and whether you are applying, changing status while employed, moving into a particular role or completing screening.
- Get the current official form and instructions. Check the appointment rules and any security or personnel questionnaire that applies to your role. Do not assume a form used for another job category is relevant to you.
- Answer each question completely and literally. Where requested, include citizenship held in the past, the relevant country, dates, acquisition method and foreign-passport information. Do not substitute an outside-interest form for a citizenship question or vice versa.
- Use the designated reporting channel. Contact agency HR for appointment or employment eligibility questions and the named personnel-security or vetting office for screening and status-change questions. Make and update any outside-interest declaration on the schedule required by your department.
- Keep a record. Save the submission and any written instructions or decision. If guidance is unclear, ask the responsible office before omitting information, renouncing citizenship or continuing to use a foreign passport where that could matter under an applicable rule.
What not to assume
- A second citizenship automatically makes you ineligible for government work.
- Every civil servant must disclose citizenship on an outside-interest declaration.
- A rule for a particular department, security questionnaire or country applies to all public employees.
- Disclosure automatically requires renunciation. That consequence depends on the applicable law and the facts of the individual case.
These examples illustrate different approaches; they are not a complete survey of countries or public employers and are not individual legal advice. Your agency may impose additional requirements for a particular post, so use its current official process.
