China’s rise in electric cars was built over time: public policy helped create demand and early production, battery and component investment deepened manufacturing capacity, and a large, fiercely competitive home market gave companies room to scale. Those strengths later supported rapid export growth. No single policy or company explains the outcome, and the available figures do not isolate how much each factor contributed.
What “dominate” means in this story
China’s prominence rests on several connected strengths: a very large electric-car market, extensive battery manufacturing and materials processing, and growing exports. These are related, but they are not interchangeable measures. A car assembled in China may be made by a foreign automaker, while battery-cell capacity says nothing by itself about the design or sales success of finished cars.
The evidence describes how the advantages accumulated; it does not establish that China leads every measure of electric-car technology or that any one policy caused its position. The explanation is a sequence of mutually reinforcing market-building, industrial investment, production experience and competition.

Public support was broader than a buyer rebate
China’s early market-building combined measures aimed at consumers, automakers and public fleets. The Australian Department of Industry’s June 2024 history describes purchase subsidies and sales-tax exemptions alongside government procurement and state investment funds.

Some of the most consequential advantages varied by city. Where conventional car plates were constrained by quotas, preferential access to a plate could make an electric car more attractive. The report also describes exemptions from some pollution-related driving restrictions and preferential parking or bus-lane access. These were local non-cash benefits, not universal national entitlements.
A Center for Strategic and International Studies estimate, relayed in the Australian government report, puts spending on China’s EV sector at 393 billion yuan (about US$58 billion) from 2009 to 2017, with about 60% directed to consumer subsidies. This is an estimate reported by the department, not an official Chinese budget total.

Fleet use and battery choices built experience
Early electric buses and taxis had predictable routes and could recharge at depots. That made them a useful fit while range and charging access were less suited to every private-car journey. Procurement and fleet deployment created practical use for vehicles while producers developed manufacturing experience.

Why batteries and suppliers became a strategic strength
China’s position involves more than assembling finished vehicles. Battery production depends on cells and on upstream materials and components, and the relevant measures capture different links in that chain.
- Cell capacity: The IEA’s 2024 battery report said almost 85% of global battery-cell production capacity was in China.
- Materials processing: The same IEA report said China processed well over half of global lithium and cobalt raw materials.
- Other battery components: The U.S.-China Economic and Security Review Commission reported that Chinese companies represented over 75% of global battery-cell manufacturing capacity and 90% of anode and electrolyte production in 2022.
These figures are not directly interchangeable: they come from different reports and measures, and the 2022 figures refer to specific stages of production. Together, they show why battery supply is central to the explanation. A deep supplier base can support vehicle makers with access to manufacturing capacity and components, but it does not by itself guarantee that every company or model will succeed.

How a large home market helped companies scale
China’s domestic market gave automakers a substantial pool of potential customers and a setting in which firms competed to improve products, expand output and win sales. The IEA recorded 8.1 million new electric-car registrations in China in 2023, 35% more than in 2022. It said that more than one in three new car registrations in the country that year was electric.

Scale was accompanied by pressure, not guaranteed success. The IEA described the Chinese market as entering a phase of price competition and consolidation. Companies had to compete for customers; the existence of many entrants did not mean all of them would become durable manufacturers.

Direct purchase subsidies were not the only basis for continued growth. The national NEV purchase-subsidy program ended in December 2022 after reductions that began in 2017, while tax exemptions and non-financial support continued. The Australian government report says concerns about fiscal costs and subsidy fraud helped motivate the move away from direct subsidies. Its account of the 2018 Dual Credit program describes a mechanism under which automakers could earn credits through electric-vehicle sales or fuel-efficient vehicles, or buy credits to meet requirements.
How production scale translated into exports
Low production costs and a developed manufacturing base helped make exports possible. The IEA reported that China exported more than four million cars in 2023, including 1.2 million electric cars. It said electric-car exports rose 80% from 2022 and identified Europe and Asia-Pacific markets, including Thailand and Australia, among principal destinations.
Those export figures describe where vehicles were made, not necessarily the nationality of the brand. The IEA reported that foreign carmakers made about 25% of electric cars manufactured in China in 2022, and noted that low production costs supported exports by foreign and Chinese companies alike. “Made in China” should not be read as “made by a Chinese automaker.”
What could change the next phase
China’s lead is not fixed. The IEA’s 2026 outlook describes supply chains gradually diversifying as other regions invest and develop specialized workforces. China introduced export licensing in January 2026, while importing markets’ trade measures are also changing. The existence of these developments makes export access and production location important to watch, but the available information here does not establish their eventual effects on particular companies, prices or market shares.
For comparisons with the United States, Europe, South Korea or Japan, separate six questions rather than treating “EV leadership” as one statistic: domestic market size and adoption; policy design and duration; battery-cell and component capacity; mineral processing and supplier depth; competition, product range and manufacturing costs; and access to export markets or local production. Each measures a different source of advantage.
