Jordan’s strongest documented near-term response is to keep pressing diplomatically: coordinate with Arab, Islamic, European and other partners; invoke international law and relevant United Nations decisions; support Palestinians; and oppose unilateral changes to Jerusalem’s holy sites. More forceful steps—such as reducing security ties or changing energy arrangements—are possible pressure points discussed by analysts, not announced Jordanian decisions.

What is Jordan trying to achieve?

Jordan’s stated end goal is a sovereign Palestinian state on the 4 June 1967 lines, with East Jerusalem as its capital. Its Ministry of Foreign Affairs describes diplomacy and international law as routes toward that outcome. Jordan also has a distinct interest in Jerusalem’s holy sites and its Hashemite custodial role; that concern operates alongside, rather than replacing, the broader questions of Palestinian statehood and final status.

In a 8 February 2026 Petra report, Foreign Ministry spokesperson Fouad Al-Majali said: “Israel has no sovereignty over the occupied Palestinian territory.” The statement reflects Jordan’s opposition to measures it regards as entrenching Israeli control in the West Bank.

What has Jordan done diplomatically?

Jordan’s recent public response has included both national statements and joint diplomacy. On 8 February 2026, its Foreign Ministry condemned Israeli measures aimed at imposing sovereignty and entrenching settlements in the occupied West Bank. It cited UN Security Council Resolution 2334 and the International Court of Justice’s advisory opinion, and called for international pressure to halt escalation.

Jordan has also worked with partners on shared positions. The 8 January 2026 Jordan–EU summit statement opposed annexation and displacement and reaffirmed the importance of the status quo at Jerusalem’s holy sites. On 18 June 2026, Jordan joined a joint statement by eight foreign ministers. On 21 August 2026, it joined eight Arab and Islamic foreign ministers in rejecting the E1 plan.

These statements make Jordan’s position visible and keep the issue on partners’ agendas. They are evidence of diplomatic action, not evidence that settlement plans, displacement or other measures have been halted.

Which response tools are available, and what do they trade off?

The comparison below is qualitative: the cited public statements and analysis do not quantify the likely diplomatic effect, domestic response, security impact or economic cost of each option under current conditions.

Tool Potential diplomatic influence Domestic credibility Security and treaty interests Economic or energy cost Reversibility
Coalition diplomacy Builds a broader, coordinated public position; does not itself compel compliance. Allows Jordan to demonstrate opposition while maintaining diplomatic channels. Preserves room for engagement; no specific current security effect is established. No specific cost is stated in the cited material. High: statements and diplomatic engagement can be continued or adjusted.
International legal and institutional pressure Frames the issue around existing international decisions and responsibilities; statements alone do not enforce them. Supports Jordan’s stated reliance on diplomacy and international law. No specific current security effect is established. No specific cost is stated in the cited material. High: Jordan can continue raising the issue through diplomatic and institutional channels.
Support for Palestinians Pairs advocacy with practical assistance, though no current West Bank assistance total is provided. Demonstrates support beyond diplomatic statements. No specific current security effect is established. Requires resources; a current quantified cost is not stated. Adjustable, depending on the form and scale of support.
Action on Jerusalem’s holy sites Focuses attention on the status quo and Jordan’s custodial role. Addresses a distinct Jordanian concern as well as a wider regional issue. No specific current security effect is established. No specific cost is stated in the cited material. Diplomatic advocacy is adjustable; the status quo itself is not a Jordanian policy instrument.
Review of diplomatic or security ties Could signal stronger displeasure, but the cited material does not establish the effect it would have today. Could be seen as a more forceful response; no current assessment of domestic reaction is provided. Could carry meaningful strategic consequences, according to historical Congressional Research Service analysis. No current cost is quantified in the cited material. Lower than statements or advocacy: restoring reduced ties may take time.
Changes to energy arrangements Analysts have discussed suspension as a possible pressure point in the context examined historically. No current assessment of domestic reaction is provided. Could affect bilateral interests; current consequences are not established. Historical Congressional Research Service analysis discussed possible financial penalties and higher energy costs. Potentially lower: reversing a suspension or changing an arrangement may involve contractual and practical consequences.

Coalition diplomacy

Jordan can keep coordinating with regional partners and the EU, and engage U.S. and UN interlocutors, to oppose annexation, settlement expansion, settler violence and displacement. The January Jordan–EU statement and the June and August ministers’ statements show how this approach has been used. Its practical purpose is to broaden pressure and keep the two-state outcome on the agenda, not to claim that a declaration by itself changes events on the ground.

International legal and institutional pressure

Jordan can continue citing Security Council Resolution 2334 and the ICJ advisory opinion, as it did in February 2026, and urge other governments to meet their legal responsibilities. This gives diplomatic objections a defined legal frame. It should not be presented as an enforcement mechanism in itself: a Jordanian statement or appeal does not compel another actor to comply.

Support for Palestinians

Jordan’s official policy describes material and diplomatic support for Palestinians and advocacy for self-determination. Practical assistance can complement diplomacy, but the cited material does not provide a current, quantified breakdown of Jordanian assistance to the West Bank. Any description of a specific aid total or new programme would therefore require separate confirmation.

Protecting Jerusalem’s holy-site status quo

Jordan can continue opposing unilateral changes at Jerusalem’s holy sites and raising its Hashemite custodial role with partners. The Jordan–EU statement reaffirmed the status quo, while Jordan’s official policy page describes custodianship as part of its position. This is a focused diplomatic channel; it does not substitute for addressing Palestinian statehood, borders or other final-status issues.

Reviewing diplomatic and security ties

Reducing bilateral engagement or security cooperation would be a more escalatory choice than issuing statements. The Congressional Research Service has discussed such possibilities in historical analysis of potential responses to annexation. That report describes possible strategic consequences; it does not show that Jordan has adopted the options in response to the latest West Bank escalation.

Revisiting energy arrangements

The same historical Congressional Research Service analysis discussed suspending a gas deal as a possible response in the circumstances it examined, while noting possible financial penalties and higher energy costs. It does not establish the present status of any contract or show that Jordan has decided to suspend an arrangement. Current claims about a specific energy agreement would need newer confirmation.

What is the clearest near-term course?

Based on Jordan’s stated policy and its recent public actions, the clearest documented course is sustained coalition diplomacy and legal advocacy, paired with support for Palestinians and continued attention to Jerusalem’s holy sites. Those tools align with Jordan’s declared two-state objective without implying that it has chosen to break or suspend existing bilateral arrangements. More escalatory options remain matters of analysis, not confirmed policy decisions.
