First check whether the starting goalkeeper is absent before kickoff or unable to continue during play, then confirm the eligible substitutes and the competition’s substitution rules. If an eligible reserve goalkeeper can enter, use that specialist option; if not, follow the applicable rules for changing a player into goal or, in the serious-injury emergency covered by IFAB guidance, putting a remaining on-field player in goal. Then simplify the defensive plan to suit the replacement’s preparation.
Check eligibility and substitution rules first
The right response depends on when the goalkeeper becomes unavailable and what the competition permits. Check the team list, whether the reserve goalkeeper is eligible, and how many substitutions and substitution opportunities remain. IFAB Law 3 says the governing body sets the number of substitutes for official competition, up to a maximum of five; competition rules determine the applicable limit and may impose restrictions on substitution opportunities. Distinguish a goalkeeper who is ruled out before kickoff from one who cannot continue during play. In either case, do not assume a substitution allowance or procedure from another league or tournament applies.
Use the reserve goalkeeper if the rules allow
If a registered, eligible substitute goalkeeper is available and a substitution is permitted, bringing on that specialist is the straightforward option. Under Law 3, the referee must be informed, the player being replaced must leave before the substitute enters, and the substitute enters at a stoppage after receiving the referee’s signal. The team should follow the competition’s process as well as the Law.

If a goalkeeper substitution is not available, a player already on the field may change places with the goalkeeper. IFAB permits this only if the referee is informed before the change and it takes place during a stoppage in play. The player taking goal must wear a shirt that clearly distinguishes them from players and match officials; check the competition’s equipment requirements.
If no substitute goalkeeper can enter
For the specific emergency addressed in IFAB’s Law 3 Q&A, if a goalkeeper is seriously injured and cannot continue after the team has used its maximum permitted substitutions and/or substitution opportunities, a remaining on-field player takes over as goalkeeper and changes into a shirt that clearly distinguishes them from other players and match officials. This guidance addresses that serious-injury scenario; do not treat it as a blanket description of every reason a team might lack a goalkeeper. Check the competition rules for the situation at hand. For match preparation, coaches can name an emergency candidate in advance and make sure a distinguishable goalkeeper shirt is available. That is a practical planning step, not an additional IFAB requirement. If choosing among on-field players, weigh goalkeeper experience, handling and decision-making confidence, communication, and the disruption caused by moving each candidate from their usual position. These are coaching considerations, not an evidence-based ranking.

Reset the defensive plan around the replacement
A replacement goalkeeper may have different experience, communication habits, or distribution strengths from the starter. The immediate aim is to give the player clear responsibilities rather than to impose a tactical overhaul by default.

- Ask a defender or captain to confirm the back line’s positions and communication cues.
- Agree on straightforward distribution choices the replacement is comfortable making.
- Choose the defensive line and buildup risk in light of the replacement’s preparation, the opponent, the match state, and the players available.
There is no universal evidence-backed instruction to drop the defensive line, change formation, or abandon a particular style when a goalkeeper is unavailable. Treat those as options for the coach to assess for the specific team and match, not rules that apply in every case.

IFAB describes a goalkeeper injury protocol as an ongoing trial, not a worldwide automatic rule. Its stated principle is that when a goalkeeper receives on-field assessment or treatment, or an injury causes play to stop, an outfield player must leave the field for one minute after play restarts. The Football Association announced on 27 July 2026 that the trial would be implemented in England’s men’s and women’s professional game for the 2026–27 season. In that announced implementation, the manager or head coach nominates an outfield player to leave when play stops for a goalkeeper injury.
