A Bitcoin ATM, also called a crypto ATM or crypto kiosk, is a machine that exchanges cash for cryptocurrency and sends the purchased coins to a wallet address you specify. The advantage official sources support is convenience: a kiosk gives you a way to buy or send cryptocurrency using cash. The same design makes these machines a common tool for fraud. Crypto transfers cannot be reversed, and scammers often tell victims to feed cash into a kiosk.

What a Bitcoin ATM does

The U.S. Financial Crimes Enforcement Network (FinCEN) calls these machines convertible virtual currency kiosks. It describes them as ATM-like devices or terminals that allow an exchange between fiat currency, such as dollars, and virtual currency. In a consumer transaction, cash you insert can be converted into cryptocurrency and sent to a wallet address you or someone else has given the machine.

The names overlap. “Bitcoin ATM,” “crypto ATM,” and “kiosk” are used broadly in official materials, and some machines handle coins other than Bitcoin. Do not assume a given machine sells only Bitcoin. Check the list of available assets on the screen before you insert any money.

How a transaction reaches a wallet

Before any kiosk steps, understand the core limit of the system. The Commodity Futures Trading Commission (CFTC) states that a transfer to a cryptocurrency address cannot be reversed. Once the transaction is sent, there is no undo button, and a wrong address or an address controlled by a scammer can mean permanent loss. A QR code supplied by an unsolicited caller may route your funds directly to that caller.

Bitkey Bitcoin Hardware Wallet, No Screen - Self-Custody, No Seed Phrase
  • BITCOIN EXCLUSIVE, PHONE VERIFICATION: Bitkey is designed from the ground up exclusively for bitcoin — a dedicated hardware wallet for secure bitcoin storage. Approve transactions with a tap using your phone and NFC. No device screen is required.
  • SELF-CUSTODY, NO EXCHANGE OR CUSTODIAN REQUIRED: You hold two of the three keys in the Bitkey system – one on your phone and one on your Bitkey device. The third is stored on Bitkey’s server and cannot move your bitcoin on its own.
  • NO SEED PHRASE: Set up and use Bitkey without creating or storing a seed phrase.
  • 2-of-3 MULTISIG: Three keys are stored separately across your phone, Bitkey device, and Bitkey’s server. Any two keys are required to move your bitcoin.
  • BUILT-IN RECOVERY: Encrypted backup and recovery tools can help you regain access if you lose your phone or Bitkey device. You can also designate a Recovery Contact.

In a typical consumer transaction, the sequence is as follows. Exact screens, limits, and confirmations differ by operator and location, so compare these steps against what the machine actually shows you.

  1. Select the asset. Choose the cryptocurrency on the screen. If the machine offers more than one coin, confirm which one you are buying before continuing.
  2. Enter or scan the destination address. The address is the wallet that will receive the coins. It may be typed in or read from a QR code. Compare it with the address shown in your own wallet app, and never accept an address someone else dictates.
  3. Insert cash. The machine converts the cash amount you enter into a crypto amount at the rate it displays. Read the exchange rate and every fee on the confirmation screen before you approve it.
  4. Confirm the transaction. Approving the screen is the point of no return. The coins are sent to the address you confirmed.
  5. Keep the receipt. Record the operator’s name, its support contact, the destination address, and any transaction reference the machine prints.

Advantages, and what the sources do not establish

The concrete advantage supported by the Federal Trade Commission (FTC) is convenience: a kiosk offers a way to buy or send cryptocurrency using cash. That is the only advantage this article attributes to the machines on the basis of official guidance.

The supported advantage: cash access

For someone who wants to move cash into cryptocurrency and does not want to use a bank transfer or card, a kiosk is a direct route. The benefit is access to the purchase itself. It does not depend on the machine being the cheapest, fastest, or safest option available.

Claims the sources do not support

Official guidance does not establish that Bitcoin ATMs are cheaper, faster, safer, more private, or more widely available than other ways to buy cryptocurrency. Those comparisons depend on the operator, the location, the transaction size, and the alternatives you have. Treat any blanket claim in that direction with caution.

What to verify before you insert cash

Fees, exchange rates, supported coins, limits, identity checks, and locations are set by each operator and can vary by jurisdiction. The sources cited here do not establish universal values for any of them. Use the following table as a pre-transaction checklist against the operator’s own terms and the screens on the machine.

Factor What to verify What official sources establish
Total cost The displayed exchange rate and every fee, shown before you confirm Not stated; varies by operator
Supported cryptocurrencies The assets the specific machine lists, and whether Bitcoin is the only option Some machines support coins other than Bitcoin (FTC; FinCEN)
Wallet-address workflow Whether the address is typed or scanned, and how the machine displays it for checking The coins are sent to a wallet address, often entered through a QR code (FTC; CFTC)
Transaction limits Daily or per-transaction caps and any cumulative limits Not stated; varies by operator and jurisdiction
Identity requirements Whether you must present identification, and at what amounts Not stated; varies by operator and jurisdiction
Availability and hours Whether the machine is open when you need it, and whether it is in your area Not stated
Receipts, support, and errors Whether a receipt is printed, how to reach support, and the refund or error process Not stated; the operator’s terms govern

How the scam uses these machines

The FTC describes a common sequence in which a Bitcoin ATM becomes a payment portal for fraud. The pattern is typically as follows.

  1. An unexpected call, text message, or computer pop-up creates urgency.
  2. The caller impersonates a government agency, a business, or a technical-support provider.
  3. The victim is told to withdraw cash and go to a specific kiosk.
  4. The scammer supplies a QR code or address.
  5. The cash is converted and sent to the scammer’s wallet, where it cannot be reversed.

The FTC’s direct consumer warning is: “Don’t believe anyone who says you need to use a Bitcoin ATM, buy gift cards, or move money to protect it or fix a problem. Real businesses and government agencies will never do that – and anyone who asks is a scammer.” (Federal Trade Commission, consumer guidance.)

  • Do not act on the caller’s instructions. If the request involves a kiosk, a wallet address, or a gift card, treat it as a warning sign, not a procedure.

Reported losses: what the figures measure

The following figures come from two separate reporting series. They should not be added together, and each one carries the method note shown.

Period Reported figure Source What it measures
2023 More than $110 million in Bitcoin ATM fraud losses FTC, data spotlight published September 3, 2024 An FTC estimate based on keyword analysis of Consumer Sentinel complaint narratives
First half of 2024 More than $65 million in Bitcoin ATM fraud losses (the FTC spotlight table rounds this to $66 million) FTC, 2024 Reported Bitcoin ATM fraud losses
First half of 2024 $10,000 median individual reported loss FTC, 2024 Individual reports of fraud using a Bitcoin ATM
2025 More than $388 million in crypto ATM scam losses, a 58% increase over the prior year FBI Internet Crime Complaint Center (IC3), as reported by the CFTC Crypto ATM scam losses; the CFTC notes actual losses may be higher because of underreporting

The FTC states that its figures are estimates and that fraud is underreported. The figures describe reported losses, not the total amount lost to these scams.

United States regulatory context

On August 4, 2025, FinCEN issued a notice urging financial institutions to be vigilant about suspicious activity involving convertible virtual currency kiosks. The agency states that illicit-activity risk is exacerbated when kiosk operators fail to meet their Bank Secrecy Act obligations. FinCEN’s director, Andrea Gacki, said in the same release: “Criminals are relentless in their efforts to steal money from victims, and they’ve learned to exploit innovative technologies like CVC kiosks.”

This is U.S. federal context, dated August 4, 2025. It is not a complete summary of state or international rules. Licensing, reporting, and enforcement vary by jurisdiction, so check the current guidance from authorities in your own state or country before you rely on any claim about a machine’s legality.

If you already sent money

  • Contact the operator immediately. Use the support number on your receipt, and state the destination address and the time of the transaction.
  • Contact your bank or card issuer. Report the cash withdrawal or card payment that funded the purchase.
  • Report the transaction to authorities. Include the receipt, the address, and any messages or phone numbers the scammer used.
  • Do not send more money. Recovery attempts that ask for a fee are a common follow-on scam.

Because a crypto transfer cannot be reversed, none of these steps guarantees that funds can be recovered. Acting quickly still gives you the best chance to limit further loss.
