Automated license plate readers (ALPRs), also called automatic number plate recognition (ANPR) systems in the UK, photograph passing vehicles, turn plate characters into searchable data, and may compare them with lists of interest. A single read records a vehicle at a particular camera and time; repeated reads can reveal travel patterns, but do not prove who was driving. What is captured, retained, and searchable depends on the operator and its rules.

How an ALPR or ANPR system reads a plate

The basic process has four stages: capture an image, locate and read the plate, compare the resulting characters with records or lists, and alert a user if there is a match. The U.S. Office of Justice Programs summarized the sequence in a 2012 report: “Within seconds ALPR systems automatically capture images of license plates, transform those images into data, compare that data to databases, and alert officers when there is a match.” Office of Justice Programs, ALPR guidance (2012)

Cameras can be fixed at roadsides, integrated with CCTV, installed temporarily, or mounted on vehicles. The UK Home Office’s National ANPR Service assessment lists static, moveable, multi-lane, CCTV-integrated, mobile, and covert sources. These are examples of deployment types, not a complete catalog of every system.

Why a read may be stored even without an alert

An alert and a stored record are not the same thing. Police.uk says its system records vehicles passing a camera, including vehicles not known to be of interest when they pass. That means a vehicle can leave a searchable sighting without triggering an immediate alert. This describes the UK police system; it should not be assumed to describe every police department, private business, or commercial product. Police.uk: Automatic Number Plate Recognition

What repeated sightings can reveal

A basic record associates a plate read with a camera or location and a time. If multiple records are searchable together, they can show when a vehicle passed monitored points and whether it repeatedly traveled particular routes. The Electronic Frontier Foundation (EFF) argues that aggregated location records may expose patterns connected to where a person works or lives, seeks medical care, worships, or maintains social relationships. These are privacy concerns about what aggregated vehicle-location data can reveal—not a guarantee that every database provides a complete itinerary or identifies a driver. EFF: Automated License Plate Readers

Keep the distinction between a vehicle and a person in view. A read indicates that a vehicle was seen at a camera; it does not establish that its registered owner was driving. Vehicles may be shared or borrowed, and a camera sighting says nothing about movements between monitored points. The available sources do not establish continuous coverage everywhere.

Retention and access rules differ by operator

Policies can differ even among public agencies. The examples below describe the named systems and should not be treated as universal ALPR rules.

System Retention or access policy described by the source Scope and qualification
UK police ANPR systems Police.uk says police-force ANPR data is stored for one year. Most authorized staff can access it for up to 90 days after collection; certain serious, major, or counter-terrorism investigations may allow access for up to one year with senior authorization. Police.uk also reports an average of around 60 million read records submitted daily to national ANPR systems. This is the UK system figure stated on the page accessed in 2026, not a global total. Police.uk
UK National ANPR Service The Home Office assessment describes 12-month retention, unless data is preserved under criminal procedure provisions; unpreserved data is automatically deleted. Access is role- and investigation-based, with priority and volume investigations generally limited to up to 90 days unless specified criteria apply. This is the national-system policy described in the assessment, not a rule for every UK operator. UK Home Office: National ANPR Service data-protection impact assessment
Palo Alto Police Department The department says captured data is automatically purged after 30 days unless a specific record is identified as relevant to a specific criminal investigation. It limits queries to trained personnel with a legitimate law-enforcement need and says queries are logged and audited. The department says its cameras capture rear plates, not occupants, and that its system does not use facial recognition. These are statements about Palo Alto’s published system and policy only. • Does it store every passing vehicle or only reads that match a list?
  • What is retained—the plate text, original image, time, location, or other metadata—and for how long?
  • Who may search the records, for what purposes, and what approvals are required?
  • Are searches logged and audited, and can the agency explain who reviews those logs?
  • Can data be shared with other agencies or organizations, and under what agreements?
  • How are camera locations justified and reviewed, and is camera framing limited to what the stated purpose requires?

The UK Home Office standards require law-enforcement ANPR data to be managed consistently with relevant legal duties, including data-protection law, and call for monitoring whether camera locations remain justified. The Information Commissioner’s Office (ICO) notes that private car parks and other businesses also use ANPR. It advises operators to set retention periods that fit the purpose, keep data only as long as necessary, and delete it when no longer needed. The Office of Justice Programs’ 2012 guidance also emphasizes data quality, system security, legal compliance, and privacy management. Its technical description remains a useful explanation of the basic workflow, but it is not a current specification for every vendor or deployment. Office of Justice Programs report

What the technology does not establish

  • A plate read does not, by itself, identify the person behind the wheel or explain why the vehicle was there.
  • A camera records a sighting at its location; it does not show every part of a journey.
  • An alert is not the only possible record: some systems retain non-alert reads, while policies vary by operator.
  • The cited sources do not establish one recognition-accuracy rate for ALPR systems or one legal rule governing searches everywhere. In particular, whether a warrant is required depends on the jurisdiction, circumstances, and applicable law.
