Automated license plate readers (ALPRs) photograph displayed plates, convert visible characters into searchable text, and compare that reading with database entries or alerts. A scan can be tied to a time and place and sometimes a wider vehicle image. It does not, by itself, identify the driver or prove who was in the car. Because the software can misread plates and database entries can be stale, an alert should be checked against the image and an independent source before it prompts action.

How an automated license plate reader works

An ALPR is a camera-and-software system, deployed in a fixed location or on a mobile platform. The camera captures an image of a vehicle’s publicly displayed plate; optical character recognition (OCR) software interprets the visible letters and numbers; then the system can compare that reading with selected databases or hotlists. The system may also store the image, scan time, geographic location, and a contextual photograph of the vehicle. California Bureau of Automotive Repair (BAR) description.

  1. Capture: A camera takes a still image of a plate and may capture more of the vehicle for context. The September 2026 joint law-enforcement principles describe ALPR capture as still images, not continuous video: joint principles.
  2. Read: OCR software converts the characters visible in the image into text. This is a machine interpretation, not a guarantee that the characters were read correctly.
  3. Compare: The system checks the interpreted plate against configured databases or hotlists. A possible match is an association with an entry, not proof that the entry is correct or current.
  4. Verify: A person should compare the interpreted characters with the original image and confirm the underlying information through another source before taking action. NCRIC policy manual (2024).

What information an ALPR scan can reveal

Plate characters and a scan event

A scan can record the characters the software believes it sees, along with when and where the image was captured. The original plate image matters: the text is only the software’s reading of that image. BAR describes ALPR systems as recording scan location, date, and time, and potentially a contextual vehicle photograph: BAR’s system description.

Vehicle context and registration associations

A wider image may show the vehicle’s make, model, distinguishing features, or registration state, depending on image framing and quality. The plate reading may also be compared with registration data or other records. That can help associate a scan with a vehicle or database entry, but the strength and accuracy of the association depend on the image and the information being checked.

The driver’s identity is not established by the scan

A plate is associated with a vehicle, not necessarily with the person driving it at a particular moment. A contextual image might show a driver or passenger, but visibility is not the same as verified identity. BAR’s policy states, “The ALPR system does not identify a specific person.” California BAR policy.

How reliable are ALPR readings and alerts?

There is no universal accuracy rate established by the cited materials. A reading can be affected by the image and plate, and the match process also depends on the quality and freshness of the underlying record. NCRIC warns that characters may be misread and that hotlists can contain inaccurate information—for example, a stolen vehicle may have been recovered before its record is updated. It directs users to visually compare the reading with the image and confirm the basis for enforcement action outside the ALPR system. NCRIC policy manual (2024).

  • Check that the characters shown by the system match the plate in the original image.
  • Check that the image and other vehicle details fit the record being matched.
  • Confirm the relevant information through a source independent of the ALPR alert.

The September 2026 joint principles put the distinction plainly: “An alert alone does not identify the driver, establish guilt, or replace other investigative work.” Joint principles on law-enforcement use of ALPR.

Can ALPR cameras tell where a car has been?

Each stored scan can associate a plate image with a time and location. If an agency retains multiple scans, those records may show where the same plate was captured at different times. This is a record of camera observations, not a continuous route: a system that captures still images does not show every place the vehicle traveled between cameras. Whether records are retained, for how long, and who can search or share them depends on the agency’s policy and applicable law.

Why privacy and oversight matter

ALPR systems can collect scans of vehicles that are not on a hotlist. In a 2020 audit, the California State Auditor reported that 99.9 percent of the 320 million images Los Angeles stored were of vehicles that were not on a hotlist when the image was made. That figure describes the Los Angeles dataset examined in that audit; it is not a national rate or a current estimate for all ALPR systems. California State Auditor, 2020.

The same audit reviewed four local agencies and found privacy and retention weaknesses, including that none had a usage and privacy policy implementing all legally mandated requirements at the time reviewed. In a statewide survey of 391 police and sheriff departments, 96 percent of departments using ALPR said they had policies. Having a policy, by itself, does not establish that its safeguards were adequate or followed in practice. California State Auditor, 2020.

Policy choices that affect privacy and accountability include what images and scan data are kept, how long they remain searchable, which databases are queried, how matches are verified, who may access or share data, and whether searches are logged and audited. The International Association of Chiefs of Police (IACP) and the September 2026 joint principles call for written rules, controlled access, auditing, responsible sharing, and retention tied to authorized purposes. These are organizational guidance and principles, not laws that apply everywhere. IACP statement (August 2026); joint principles (September 2026).

Rules vary by jurisdiction and agency

For example, California’s BAR policy, effective April 28, 2026, limits ALPR use to specified program purposes, restricts access to trained and authorized staff, requires safeguards for stored data, limits sharing, and provides for audits and spot checks against imagery. Those requirements describe that agency’s policy, not a universal standard. California BAR ALPR policy.

California’s Attorney General said in October 2023 that state law governs ALPR data collection, storage, sharing, and use, and discussed safeguards under SB 34 and limits relevant to immigration-enforcement information sharing under SB 54. The applicable rules elsewhere may differ; a legal answer requires checking the current law and policy for the relevant jurisdiction. California Attorney General announcement (October 30, 2023).

What to check when evaluating an ALPR deployment

For a system or policy proposal, the most useful questions concern both the technology and its governance:

  • Placement and image scope: Is the camera fixed or mobile, and what does its image capture?
  • Retention: What scan data and images are kept, and for how long?
  • Data sources: Which databases or hotlists are checked, and how are records updated?
  • Verification: What checks must happen before an alert leads to action?
  • Access and audit: Who can search the data, are queries logged, and are use and compliance audited?
  • Sharing and hosting: Who can receive the data, including private providers, and what safeguards and limits apply?

These are meaningful points of comparison, but the cited sources do not establish a like-for-like performance ranking among ALPR vendors.
