Yes—but winning an Asian Games gold medal does not erase every military-service obligation for a South Korean athlete. Under the relevant rule, an Asian Games first-prize winner may be recommended for art and sports personnel service, a route that replaces ordinary active duty with designated service and 544 hours of public-interest work. Silver or bronze alone is not the stated qualifying result.
Which Asian Games result qualifies?
The rule names an athlete who has won “the first prize in the Asian Games.” In medal terms, that means gold; a silver or bronze medal alone does not meet the criterion stated in Article 68-11(1), item 5, of the Republic of Korea’s Enforcement Decree of the Military Service Act.
The result must be assessed for the athlete, not inferred simply from a national team’s overall placing. At the October 2026 Games, the Associated Press reported that South Korea’s Tom Kim won men’s individual golf gold, while South Korea took team silver and teammate S.H. Kim did not receive the benefit on the basis of that team result. That is an example, not a complete rule for every team sport: the reviewed decree passage does not spell out all team-event eligibility mechanics. AP’s October 3, 2026 report describes that case.
What “military exemption” means in practice
News reports often call this a military-service exemption because the qualifying route differs from ordinary active duty. Legally, however, the decree provides for art and sports personnel service, not an unconditional release from all duties. The athlete serves in a field determined by the commissioner of the Military Manpower Administration (MMA) and completes required public-interest work.

Public-interest service: 544 hours
Article 68-12 sets the public-interest service total at 544 hours during the mandatory service period. Activities named in the decree include sports or cultural work promoting the rights and interests of socially vulnerable groups, sports instruction for children and adolescents, and other approved voluntary activities. The figure is the stated total; the reviewed text does not establish a universal schedule or hour-accounting procedure. See the decree’s Article 68-12.
Ordinary active-duty terms are a different route
For context, the MMA’s English service-process guidance lists these general active-duty periods, reviewed October 4, 2026:
| Branch | General active-duty period |
|---|---|
| Army | 18 months |
| Marine Corps | 18 months |
| Navy | 20 months |
| Air Force | 21 months |
These are ordinary active-duty terms, not the duration or workload of art and sports personnel service. The MMA publishes them in its service-process guidance.
How the recommendation process works
Winning gold is the result criterion in the cited provision, but the route also has an administrative process. Under Article 68-11, an athlete seeking art and sports personnel service submits an application, prize confirmation and other required documents to the Minister of Culture, Sports and Tourism. The ministry then notifies the MMA commissioner of nominees; the commissioner determines the service field.

- Confirm the result and documentation: the athlete needs confirmation of the qualifying first prize and the other documents required for the application.
- Apply through the responsible ministry: submit the application to the Minister of Culture, Sports and Tourism under the decree’s procedure.
- Await the administrative recommendation and assignment: the ministry notifies the MMA commissioner of nominees, and the commissioner determines the field of service.
The cited English translation is provided by the Korea Legislation Research Institute; the Korean-language rules and an athlete’s administrative circumstances govern an individual case. Contact the MMA or the responsible ministry to confirm current requirements, including any individual education or other administrative obligation. The reviewed provisions do not establish a universal military education or training duration.

The potential service route can shape national-team decisions, but it does not itself determine whether a club must release a player for a tournament. For the 2023 Hangzhou Asian Games, Yonhap reported that Paris Saint-Germain was not obliged to release Lee Kang-in because the event fell outside the FIFA international calendar; Lee joined South Korea’s team after the tournament began. Lee and Jeong Woo-yeong were among the players who received the benefit after South Korea won men’s football gold. That report describes that specific event and club situation, not a general release rule. Yonhap’s October 8, 2023 report provides the details.

What to take from the rule
- Gold, or first prize, is the stated Asian Games threshold. Silver and bronze alone are not identified as qualifying results in the cited provision.
- The outcome is a service classification, not a total waiver. The art-and-sports-personnel route includes a designated field of service and 544 hours of public-interest work.
- Individual eligibility and administration matter. Team-event mechanics and every athlete’s specific obligations should be confirmed with the responsible authorities rather than assumed from a single reported example.
