AI chip demand affects TSMC in two linked ways: it fills more orders for leading-edge logic wafers, and it requires TSMC and its partners to expand advanced packaging, memory integration, substrates, equipment and testing. A graphics processor or custom AI accelerator is not finished when its silicon wafer leaves a fab. It must be assembled with high-bandwidth memory (HBM), connected through a high-density package and tested. That makes a surge in AI orders a capacity question across several stages, not just a question of how many wafers TSMC can manufacture.
TSMC’s own disclosures show strong demand and a large investment response, but they do not measure all unmet AI demand or prove that every supplier is constrained. The latest completed quarter in the available company results is Q2 2026, when TSMC reported US$40.20 billion in revenue and guided to US$44.6–45.8 billion for Q3. The Q3 results call was scheduled for October 15, 2026, so those Q3 figures were still forecasts as of October 13.
Why does AI demand matter to TSMC?
Modern AI systems use processors with far more computing and memory bandwidth than most conventional consumer chips. Cloud providers, server manufacturers and other customers therefore order advanced accelerators built on leading-edge process technologies. TSMC manufactures much of that logic as a contract foundry, so stronger accelerator demand can translate into more wafer starts, more advanced-node capacity planning and larger commitments to fabrication equipment.

TSMC’s 2025 annual report said AI-related demand stayed robust throughout 2025. It attributed the trend to growing consumer, enterprise and sovereign-AI use, which drives demand for additional computation and leading-edge silicon. The report said TSMC expected AI-related demand to continue in 2026 while acknowledging macroeconomic uncertainty. That is management’s outlook, not an independent forecast of the entire market.

The effect is visible in TSMC’s investment decisions. On its July 16, 2026 earnings call, chief executive C.C. Wei explained why the company raised its 2026 capital-expenditure guidance: “Well, simply put, the most important reason is because that demand continues to increase.” He was explaining TSMC’s own spending plan, not quantifying a global supply shortfall.
How an AI accelerator order becomes TSMC revenue
1. Leading-edge wafer fabrication
An accelerator begins as a design that is manufactured on silicon wafers. Advanced process nodes can provide more transistors, lower energy per computation or both, which is why AI customers seek leading-edge capacity. TSMC defines “advanced technologies” as 7 nanometers and more advanced. Those technologies produced 74% of the company’s total wafer revenue in 2025, up from 69% in 2024.
TSMC shipped 15.0 million 12-inch-equivalent wafers in 2025, compared with 12.9 million in 2024. Its 2025 consolidated revenue was US$122.42 billion, up 35.9% year over year in US-dollar terms. The same report gave growth of 31.6% in New Taiwan dollar terms (NT$3,809.05 billion); the percentages differ because they use different currencies and should not be combined.

Large AI processors are often assembled from multiple compute dies rather than one enormous monolithic die. Chiplet-based designs can improve yield and let a product combine dies made with different processes. They also increase the amount of assembly work after wafer fabrication: several dies must be aligned, connected and electrically verified inside one package.

3. Advanced packaging turns dies into a usable accelerator
TSMC’s CoWoS (Chip on Wafer on Substrate) technology places multiple system-on-chip dies alongside HBM stacks on an advanced package. The package provides the short, wide connections needed for high memory bandwidth in high-performance-computing products. Consequently, CoWoS capacity is part of the accelerator supply chain, not a cosmetic final step after “the chip” is made.
4. Backend operations and testing complete the product
After assembly, packages need inspection and electrical testing. TSMC’s 2026 earnings-call transcript groups packaging, testing, mask-making and other backend items rather than publishing a packaging-only capital number. Wei said backend spending is roughly 10–20% of total capital expenditure, a broad range, and that the company can shift investment between frontend and backend when a bottleneck appears. He also noted that tester shortages can affect where capital is deployed.
What CoWoS and HBM contribute
HBM consists of vertically stacked memory dies connected through very fine interconnects. In a CoWoS package, the accelerator’s compute dies and HBM stacks share a high-density silicon or organic interposer and substrate. This arrangement shortens the distance between compute and memory and provides much more bandwidth than a conventional board-level connection.
TSMC’s 3DFabric description lists several CoWoS approaches:

| Approach | What TSMC describes | Supply-chain significance |
|---|---|---|
| CoWoS-S | A CoWoS implementation using a silicon interposer | Combines compute dies and HBM in a high-density package |
| CoWoS-R | A package approach using a redistribution-layer interposer | Offers a different interconnect path for advanced products |
| CoWoS-L | A larger-package approach that supports diverse embedded chips | Targets products that need more package area and heterogeneous integration |
These labels describe packaging architectures, not interchangeable measures of capacity. TSMC said CoWoS-L was in its second year of volume production in 2025 and expected larger-reticle products to begin volume production in 2026. It also said 3-nanometer SoIC silicon stacking entered volume production in 2025.
At its April 22, 2026 North America Technology Symposium, TSMC said it was producing a 5.5-reticle CoWoS package and planned a 14-reticle version for production in 2028. The planned 14-reticle package is designed to integrate approximately 10 large compute dies and 20 HBM stacks. That is a future roadmap target, not current production capacity.
Where the semiconductor supply chain can tighten
A demand increase can expose a limit at any stage. The stages below are connected, but a number reported for one stage cannot be substituted for a number from another.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →| Stage | Contribution to an AI accelerator | What TSMC’s disclosures establish |
|---|---|---|
| Leading-edge wafer fabrication | Creates the compute dies on advanced process nodes | AI demand is a reason TSMC expects continued advanced-silicon demand and higher investment |
| HBM production | Supplies stacked memory dies used beside the compute dies | CoWoS descriptions show HBM integration is required; the cited disclosures do not quantify total HBM supply or shortages |
| Advanced packaging | Combines multiple dies and HBM stacks into one accelerator package | TSMC is expanding CoWoS technologies and treats backend spending as a variable investment area |
| Substrates and interconnect materials | Provide the package’s mechanical support and electrical paths | They are necessary to complete the package; no supplier-by-supplier capacity figure is established here |
| Testing | Checks package function and reliability before shipment | Wei said tester availability can influence capital deployment |
| Manufacturing equipment | Enables wafer processing, packaging and test capacity | TSMC cited equipment inflation as one reason for higher 2026 capital guidance |
This chain explains why adding wafer capacity alone may not immediately increase accelerator shipments. If packaging, HBM, substrates or test equipment cannot rise at a compatible pace, completed wafers can wait for downstream processing. Conversely, unused packaging capacity cannot produce accelerators without the required dies and memory. The evidence supports a multi-stage dependency, not a claim that every stage is currently in shortage.

What TSMC’s latest numbers actually say
| Measure | Reported value | How to interpret it |
|---|---|---|
| Q2 2026 revenue | US$40.20 billion | Completed-quarter result reported by TSMC |
| Q3 2026 revenue | US$44.6–45.8 billion | Management guidance available before the scheduled October 15 results call |
| 2026 capital-expenditure guidance | US$60–64 billion | Forecast range raised from US$52–56 billion in January and from an April expectation of “closer to US$56 billion” |
| 2025 wafer shipments | 15.0 million 12-inch-equivalent wafers | Shipments during the year, not a statement of installed capacity |
| 2025 annual capacity | More than 17 million 12-inch-equivalent wafers | TSMC’s stated manufacturing capacity, a different measure from shipments |
The higher capital range reflects both demand and cost. In the July 2026 call, TSMC cited continued customer demand as the main reason for the increase and also cited equipment inflation. The company does not publish a standalone CoWoS capital-expenditure figure in that transcript. Its 10–20% backend range includes packaging, testing, mask-making and other items, so it should not be presented as a precise packaging budget.
Why capacity and shipments are different
TSMC’s capacity page says annual capacity exceeded 17 million 12-inch-equivalent wafers in 2025. The annual report’s 15.0 million shipment figure records wafers shipped during that year. Capacity is an installed or available production measure; shipments reflect what was actually delivered. The gap can reflect product mix, timing, utilization, inventory and qualification requirements. Neither figure tells you how many AI wafers were produced, because TSMC does not provide that breakdown in the cited material.
Similarly, revenue, wafer shipments, package output and capital spending measure different points in the system. A higher revenue quarter does not directly reveal monthly CoWoS output, and a larger capital budget does not equal immediate production. New fabs and packaging lines require equipment installation, process qualification and customer qualification before they reach planned volume.

TSMC’s capacity page lists operations in Taiwan, Arizona, Nanjing, Japan, Washington and China. A footprint list does not mean every site has the same process technology, package capability or available volume. Leading-edge logic, mature-node production and advanced packaging can be located in different facilities and can have different qualification schedules. The geographic spread can improve resilience and place capacity nearer customers, but it does not create identical, interchangeable factories.
What the AI supply-chain bottleneck really means
“Bottleneck” means the stage whose available throughput limits the rate of the finished product. In an AI accelerator chain, that stage can move. A shortage of leading-edge wafer starts may be the first limit; after TSMC adds frontend capacity, advanced packaging or testing may become the next limit. Wei’s comments about shifting investment between frontend and backend reflect this moving-constraint model.
There is no single public number in the cited disclosures for an industry-wide AI shortfall. They do not establish customer-by-customer allocations, exact CoWoS monthly wafer capacity, total unmet demand, or precise constraints for HBM suppliers, substrate makers, equipment vendors, energy providers or logistics operators. Those limits may matter commercially, but claiming their size would go beyond the disclosed evidence.
How to read TSMC guidance without confusing it with results
- Label the period. Q2 2026 revenue is historical; Q3 2026 revenue of US$44.6–45.8 billion was guidance before the October 15 call.
- Label the measure. Wafer shipments, annual capacity, revenue and capital expenditure describe different outcomes and cannot be compared as if they were units of the same thing.
- Keep the currency. TSMC’s 2025 growth was 31.6% in New Taiwan dollars and 35.9% in US dollars. Exchange-rate effects help explain the difference.
- Separate plans from output. The 14-reticle CoWoS design for approximately 10 compute dies and 20 HBM stacks is planned for 2028 production, not a report of what TSMC is shipping today.
- Attribute forecasts. Statements about AI demand continuing in 2026, doubling AI-accelerator revenue in 2025 or doubling CoWoS capacity were company expectations made at the time they were issued.
What this means for companies that design or buy AI chips
AI-chip customers need to secure more than a wafer allocation. Their planning must align advanced-node wafers with HBM availability, package design rules, substrates, assembly slots and test capacity. A change in one component can alter the feasible production schedule for the entire accelerator.
Design decisions also affect capacity. A larger reticle footprint, more compute chiplets or additional HBM stacks can increase package complexity and consume more interposer, substrate and test resources. Standardizing package interfaces, qualifying more than one source where technically possible and forecasting demand early can reduce surprises, although the cited TSMC disclosures do not quantify the savings from any particular strategy.
For investors and policy makers, the important signal is the direction and composition of spending: TSMC is increasing its capital range while discussing both frontend and backend constraints. That indicates the company is preparing for sustained demand, but it does not prove that all competitors, memory suppliers or regions face the same utilization or profitability conditions.
The practical answer
AI demand changes TSMC from a wafer supplier into a coordinator of a more complex manufacturing flow. More accelerators require leading-edge logic, but each accelerator also needs HBM integration, advanced CoWoS packaging, substrates, equipment and testing. TSMC’s reported 2025 scale, its US$60–64 billion 2026 capital guidance and its CoWoS roadmap show how the company is responding. They show TSMC’s business exposure and investment choices; they do not, by themselves, measure the capacity or unmet demand of the entire semiconductor supply chain.
