AI can help financial institutions detect fraud, identify cyber threats and respond faster, but it cannot guarantee security. The same capabilities can help malicious actors, and reliance on shared technology can allow one weakness to affect many firms. Financial security therefore depends on more than a model: it requires sound governance, technical controls, skilled people and the ability to contain incidents and recover.
What does financial security mean when AI is involved?
Here, financial security has two connected but distinct meanings. Institution-level security is a firm’s ability to protect its data, systems, customers and operations from fraud, cyberattacks and failures. Financial-system stability is the ability of the broader system—including banks, market infrastructures and payment services—to keep functioning when firms or shared technology are disrupted.
An AI system may improve one firm’s fraud detection without making the financial system safer overall. The system-wide result depends on how institutions use AI, whether they share dependencies or behave in correlated ways, and how effectively they coordinate when something goes wrong. The Financial Stability Board (FSB) describes both potential benefits—such as operational efficiency, compliance support, personalized products and analytics—and risks including cyber, model, data-quality and governance concerns in its 2024 analysis of AI’s financial-stability implications.

How can AI help protect financial services?
AI and other intelligent systems can help process signals across large volumes of transactions, alerts and operational data. That can support analysts who need to find suspicious activity or prioritize incidents. The value is practical: better analysis can help people decide where to investigate and how to allocate attention. It is not proof that an alert is correct, nor a substitute for effective controls and response procedures.

| Use | Potential security contribution | What still needs control |
|---|---|---|
| Fraud detection | Analyze activity to help identify patterns that warrant review. | False or missed alerts, data quality, escalation and human review. |
| Cyber defense | Help sort security signals and support faster detection or response. | Access controls, validation, incident procedures and containment limits. |
| Compliance and analytics | Support operational efficiency, regulatory compliance and analysis. | Data provenance and permitted use, explainability appropriate to the task, and accountable oversight. |
These are potential contributions, not measured performance claims. AI’s speed can benefit defenders, but only when monitoring, escalation and response can keep pace. The IMF’s June 2026 note on AI and financial-sector cybersecurity emphasizes that AI can compress the time available to discover vulnerabilities, exploit them, detect incidents and respond.
How can AI increase risk for firms and the wider system?
Dual use: attackers can use similar capabilities
AI is not inherently defensive. It can support malicious activity, including fraud, and generative AI may contribute to financial fraud and market disinformation, as the FSB noted in 2024. This does not mean every threat is a new kind of attack. The IMF’s central concern is that AI may accelerate the discovery and exploitation of weaknesses in technology that many institutions already use.

Shared providers can create common points of exposure
Financial institutions rely on overlapping digital foundations, including cloud services, operating systems, open-source software, and payment or messaging networks. If a vulnerability or disruption affects a common dependency, several firms may be exposed at once. The risk can increase when institutions have limited alternatives or lack contingency plans for a provider or technology they share.

Model errors, poor-quality data, weak oversight and concentration in third-party providers are different problems, but they can compound one another. The FSB’s 2024 report also identifies the possibility of market correlations: institutions using similar approaches may react in similar ways. The concern is not that every AI deployment will cause disruption; it is that common dependencies or correlated behavior can make simultaneous problems harder to absorb.

How could a cyber incident become a financial-stability problem?
A possible chain is: a weakness in a shared technology is exploited or the service is disrupted; multiple institutions are affected; payments or other critical operations are interrupted; and uncertainty spreads to customers and markets. Depending on the incident and the firms involved, disruption could undermine confidence, create liquidity strain or contribute to fire-sale dynamics. These are potential transmission channels, not inevitable results of an AI-related incident.
The IMF’s May 2026 analysis argues that cybersecurity should be treated as a financial-stability concern and highlights resilience, incident response, public-private collaboration and cyber stress testing. In the United States, the Office of the Comptroller of the Currency’s 2024 cybersecurity and financial-system resilience report flags AI-related fraud and cybersecurity threats in the banking sector. That report provides U.S. banking context; it does not by itself establish the scale of a global systemic risk.

What should responsible AI security governance cover?
Governance should cover the full lifecycle of AI use, from deciding whether a system is appropriate for a task through deployment, monitoring, change and retirement. It also needs organization-wide accountability: security and model decisions affect operational resilience, third-party risk and the firm’s wider risk posture.

The FSB’s June 10, 2026 publication, Sound Practices for Responsible Adoption of Artificial Intelligence (AI), is identified as a consultation report. It proposes a menu of 12 sound practices for organization-wide AI governance and management across the lifecycle; these are proposed practices, not binding requirements. The cited publication describes itself as a consultation report, and no later status is established here. The FSB states: “Financial institutions are leveraging AI to transform operations and services, but its rapid adoption may also amplify or introduce risks that need to be identified and managed appropriately.”

- Providers and dependencies: Map external cloud, software, model, data and other technology dependencies. Assess concentration, substitutability and contingency plans rather than considering each vendor in isolation.
- People and accountability: Assign responsibility for decisions, ensure staff can interpret and escalate relevant alerts, and keep human oversight meaningful for the risk involved.
- Incident readiness: Prepare to detect, contain and recover from failures or attacks involving AI systems and their dependencies; rehearse response arrangements rather than relying on policy documents alone.
Why does resilience matter as much as prevention?
No detection system can ensure that every vulnerability will be found before it is exploited. Resilience reduces the consequences when prevention fails. Firms need ways to contain incidents, limit lateral movement and the blast radius, maintain essential services and restore operations. The IMF’s June 2026 cybersecurity note emphasizes technical containment, response and recovery capacity alongside machine-speed defense.
At the system level, an individual institution’s recovery plan is not enough if a disruption crosses organizational or national borders. Firms, infrastructure providers and authorities need channels to share relevant information and coordinate response. The IMF’s July 2026 analysis for central banks and authorities highlights better visibility into AI use, dependencies and correlated exposures, alongside oversight of AI-driven trading, lending and supervisory technology and deeper international cooperation on operational resilience and cyber defense.
How should a financial institution assess an AI deployment?
A useful review connects the specific use case to its data, controls, dependencies and possible system effects. These questions are a practical synthesis of concerns raised by the IMF and FSB, not a formal scorecard published by either organization.
Quick Recap
- Define the use. Specify whether AI supports cyber defense, fraud detection, lending, trading, compliance or supervisory technology, and identify what decisions people or systems will make from its output.
- Review the data. Document data sensitivity, provenance, quality, access rights and permitted use; decide how errors or unauthorized access will be detected and handled.
- Set model controls. Validate for the intended use, define monitoring and escalation, and establish where human review is required.
- Map dependencies. Identify the cloud, software, model, data and other providers involved, assess concentration and substitutability, and plan for service loss or provider failure.
- Test resilience. Check how quickly the institution could detect an incident, contain it, maintain critical operations and recover. Exercise the response arrangements.
- Consider wider effects. Ask whether similar systems or dependencies could create correlated exposures, affect other sectors or cross borders, and identify who needs to coordinate if they do.
