Hyperledger Fabric could provide a shared, permissioned record of biomethane certificates as they are issued, split, transferred and retired. It cannot verify the underlying meter readings, sustainability evidence or legal authority by itself. Available registry descriptions document purpose-built systems, not a confirmed biomethane certification registry running on Fabric, so Fabric is best treated as a possible architecture—not an established deployment.

What a biomethane certificate records—and what it does not

A biomethane certificate records attributes associated with eligible production. Depending on the scheme, those attributes can include the producing plant, an energy quantity, feedstock and sustainability details, and transfer history. A registry gives authorized participants a way to issue and manage certificates under that scheme’s rules.

A certificate is not necessarily a record of the physical gas delivered to a particular customer. The Canadian Low-Emission Energy Registry (CLEER) explains that BiomethaneGOs represent environmental attributes rather than molecule-by-molecule delivery. Its consumer guidance states: “BiomethaneGOs do not track actual molecules of biomethane, and consumers who normally take gas from their natural gas utility should not claim to have physically consumed biomethane.” Whether and how a consumption claim is recognized also depends on applicable regulation and greenhouse-gas reporting guidance.

Keep four questions separate when evaluating a registry: what was recorded, what evidence supports it, who independently verified that evidence, and which authority recognizes the resulting certificate or claim. A ledger may help preserve a record of transactions and changes; it does not answer the other questions automatically.

Where Fabric could fit in a registry

Hyperledger Fabric is a permissioned distributed-ledger platform. In a proposed biomethane registry, organizations authorized under the relevant scheme could use it to record certificate lifecycle events and consult a shared history. The design could include issuing a certificate for an eligible quantity, splitting it into smaller quantities, transferring ownership, and cancelling or retiring it when its permitted use is complete.

The ledger’s role would be to record who entered or changed a transaction and when. Meter operators would still supply metering evidence; auditors and certification schemes would still assess relevant evidence; and regulators or designated issuers would still determine which roles and instruments have authority. Agreement among ledger participants cannot make an inaccurate input true, establish that an auditor’s statement is sound, or confer statutory recognition.

Biomethan Register Austria describes a registry using structured plant information, energy amounts based on grid metering, feedstock and sustainability information, and transfer data. It also describes operator checks, audits and recognized sustainability proof. These are useful design requirements for a Fabric-based proposal, but they are not evidence that the Austrian registry—or another biomethane registry—uses Fabric.

How a Fabric-based certificate workflow could work

A credible design would connect the ledger to a registry’s existing evidence, governance and legal processes. The following sequence describes a proposed workflow, not a verified Fabric deployment:

  1. Authorize participants. Register organizations, plants, auditors and other roles according to the applicable scheme. Define who may submit evidence, validate it, issue certificates, transfer them and retire them.
  2. Establish plant records. Record plant-specific master data with an accountable source and an audit history, so later certificate entries can be associated with the correct facility.
  3. Import production and injection quantities. Use the relevant metering or balancing process as the source for quantities. Preserve the measurement units and time periods, along with the responsible provider and evidence reference.
  4. Associate sustainability attributes. Record feedstock, process, sustainability and greenhouse-gas attributes with the applicable scheme and the evidence used to verify each claim. The ledger should point to accountable evidence; a ledger entry alone is not verification.
  5. Issue against eligible volume. Give each certificate a unique identity and ensure the quantity issued does not exceed the verified eligible production. This control depends on reliable quantity data and rules enforced by the recognized issuer.
  6. Split or transfer with lineage. Allow partial transfers or splits only under scheme rules, retaining a connection to the original issuance and preventing the same quantity or attribute from being represented twice.
  7. Retire or cancel for the defined use. Record the terminal event and its purpose so the same environmental attribute cannot be claimed again through that registry’s process.
  8. Reconcile across registries where needed. Map data definitions and transfer procedures to the receiving registry, and reconcile records under the relevant cross-border arrangements and legal rules.

Biomethan Register Austria documents metering values supplied by grid operators for injection and withdrawal, as well as certificate issuance, splitting, transfer and cancellation. It also describes interfaces with other Austrian bodies and the German Biogas Register. ERGaR’s harmonized cross-border transfer scheme connects participating registries; producers and traders access it through their own registries rather than joining ERGaR’s scheme directly. These examples show why cross-registry compatibility requires more than putting records on compatible software.

How to assess a ledger design against a conventional registry

The comparison below is about design responsibilities, not a measured performance advantage for either approach. The documented Austrian and ERGaR arrangements provide examples of registry operations; the Fabric column describes questions a proposed implementation must answer.

Evaluation area Conventional registry baseline Questions for a permissioned-ledger design
Governance and authority A registry operates under defined scheme roles; Austrian materials distinguish registry certificates from statutory guarantees of origin. Who may join, validate or issue entries, and how do those permissions map to the scheme’s recognized authorities?
Evidence quality Metering, audits, operator checks and sustainability proof support registry attributes in the Austrian example. How are source systems and evidence references connected to entries, and who is accountable for checking them?
Lifecycle and duplicate claims Issuance, splitting, transfers and cancellation are documented registry operations. How does the design enforce quantity limits, preserve lineage and prevent re-use after cancellation or retirement?
Privacy and commercial access Access is governed by the registry and its participating processes. Which participants can see which plant, transaction and commercial data, and how are access rules governed?
Interoperability and legal status Austria describes interfaces with other bodies; ERGaR provides a harmonized process for participating registries. Can records be reconciled under shared definitions and transfer rules, and does the target jurisdiction recognize the instrument?
Resilience, corrections and accountability Registry procedures and responsible organizations govern operations and evidence. How are errors corrected, incidents handled and responsibility assigned without obscuring the original history?

A distributed record may help participants coordinate lifecycle events, but it also introduces governance decisions about access, corrections, operational continuity and accountability. The appropriate comparison is therefore not “blockchain versus no blockchain” in the abstract; it is whether a proposed design meets the same registry obligations and integrates with the evidence and institutions that make certificates usable.

Why legal recognition depends on jurisdiction

Certificate terminology and authority differ by market. In Austria, Biomethan Register Austria states that its AGCS biomethane certificates are not statutory guarantees of origin under the cited Austrian law; E-Control issues those guarantees. A technically sound ledger entry does not change that division of authority.

Brazil illustrates another jurisdiction-specific model. ANP’s 2026 materials describe accreditation of origin certifiers and CGOB issuers under Resolution ANP 996/2026. A registry intended for that market would need to reflect those authorized roles and applicable rules rather than assume a single global certificate model.

For cross-border use, the relevant questions include whether the registries recognize each other’s data and transfers, whether the issuing roles are accepted, and what claims a certificate supports in the destination jurisdiction. ERGaR’s transfer scheme provides a harmonized process for participating registries, but participation and reconciliation still operate through those registries and their rules.

What ISO/AWI 6087-1 means for registry design

ISO lists ISO/AWI 6087-1, “Sustainable and traceable biogas — Part 1: Requirements for biomethane certification registry schemes,” as under development, with a working group draft prepared. It is a work item, not a published final standard. The planned series also covers sustainability performance, traceability systems, certification schemes and sustainability management systems.

For a registry designer, the practical implication is to avoid presenting a Fabric implementation as compliant with a final ISO 6087-1 standard. Requirements may evolve as the work progresses. Scheme rules and applicable law remain the basis for current authority and operation.

What a trustworthy implementation would need

  • Verifiable inputs: named, accountable sources for metering and other operational data, plus audit procedures for sustainability and emissions claims.
  • Controlled issuance: a recognized issuing role, eligibility rules and a check that certificates do not exceed verified quantities.
  • Complete lifecycle controls: unique identifiers, traceable splits and transfers, and cancellation or retirement rules that prevent duplicate claims.
  • Defined governance: clear participant permissions, data-access policies, correction procedures and responsibility for errors or disputes.
  • Interoperability by agreement: compatible definitions and reconciliation processes accepted by the registries involved, rather than an assumption that software compatibility alone enables transfers.
  • Jurisdiction-specific recognition: confirmation that the issuing authority and certificate type support the intended claim in the relevant market.

These requirements apply whether the registry uses a conventional database or a permissioned ledger. Fabric is a candidate for recording shared lifecycle events only if it fits those operational and institutional requirements; its use would not itself certify biomethane, validate sustainability evidence or prove physical delivery.
