Yes: a disused phone box can become a small community library or book exchange, but documented projects show that libraries are only one option. In Great Budworth, Cheshire, villagers restored a redundant kiosk as a book exchange; elsewhere, old kiosks have become an information point or a public exhibition space. Each conversion depends on the kiosk’s condition, intended use and local support.

How Great Budworth turned a redundant phone box into a book exchange

Great Budworth Parish Council describes villagers restoring a redundant telephone kiosk for use as a book exchange. They used funds raised at Jubilee celebrations and sourced parts from a specialist restoration company. The council’s account does not provide a full bill of materials or a total project cost, so it is an example of community-led reuse, not a cost estimate for other conversions. Other phone-box projects show different possibilities

Maesygwartha: information and emergency support

A 2024 Sustainable Development Fund report describes local volunteers repairing the floor and refurbishing the kiosk shell in Maesygwartha, Wales, using parts and materials from BT’s official supplier. Its interior combines information panels with illustrations of the village and nearby walking trails with a backboard for a defibrillator. The report lists a total project grant of £3,031 from the Sustainable Development Fund in 2024; that is a grant for this project, not a typical conversion cost. Oldland: a book swap maintained over time

A January 2026 account in the Hanham & Longwell Green Voice says Oldland’s phone-box book swap opened in 2018 with parish sponsorship and volunteer work. The community account also recounts repairs after a fire and an award in 2022. These details are reported by the newsletter and should be understood as its account of the project. Belfast: a kiosk used as a compact gallery

The Royal Society of Ulster Architects describes the restoration of a listed K6 kiosk in Belfast as a small public exhibition space. Rather than treating the interior as shelving, the design adds a display structure to support different exhibition modes. What determines whether a kiosk works as a library?

The examples point to three practical considerations: what the community wants the kiosk to do, how much repair or interior work it needs, and who can help deliver and maintain the project. A book exchange needs a usable interior for books; an information point or gallery calls for a different fit-out. The reported projects involve combinations of volunteers, council support, fundraising, grants and specialist-sourced parts rather than one standard conversion model.

Is every phone box library conversion the same?

No. Great Budworth and Oldland are described as book exchanges, while Maesygwartha serves as an information point with a defibrillator mount, and the Belfast kiosk is an exhibition space. The examples establish that disused kiosks can support varied community uses; they do not establish a common cost, a portfolio-wide success rate or which use works best.
