A central bank rate hold leaves its policy rate unchanged at that decision; it does not freeze the interest rates banks charge borrowers or pay savers. What happens to your mortgage, savings account or other loan depends on the product’s contract, market rates, bank pricing and, for variable rates, the benchmark and reset schedule.
What a rate hold does—and does not—mean
A central bank’s policy rate influences other rates rather than directly setting every household rate. The European Central Bank (ECB) explains that official rates affect money-market rates, which then influence bank-set lending and deposit rates. Expectations about future policy decisions can also affect longer-term market rates. The ECB notes that monetary-policy transmission has “long, variable and uncertain time lags.” ECB: The transmission mechanism of monetary policy.
So a hold means the central bank did not change its policy setting at that meeting. Market rates, banks’ funding costs, expectations, competition and lender pricing can still shift. A hold is not a guarantee that retail rates will remain unchanged, and it does not guarantee that they will move.

Fixed-rate mortgages
A fixed-rate mortgage generally keeps its contracted rate and scheduled payment during the fixed period. The rate may become relevant again when that period ends and you take a new offer or refinance; the new rate may differ from your current one. Fixed mortgage pricing can reflect market rates and expectations over the fixed term, as well as the lender’s credit spread, so it can move without a policy-rate change.

The Bank of England reported in November 2023 that over four fifths of UK mortgages were fixed-rate. That dated UK figure illustrates why policy changes may take time to affect household cash flow; it is not a current global estimate. Bank of England, November 2023 Monetary Policy Report.
Variable-rate mortgages
The contract determines whether a variable mortgage follows a policy-linked rate, prime rate, interbank benchmark or the lender’s own variable rate, and when it can reset. If the contract directly links the rate to a policy-related benchmark, a hold may leave that component unchanged at the decision. Other market-related or contractually permitted repricing can still affect what you pay.

The Bank of Israel describes a country-specific example: payments on a prime-linked variable mortgage track can rise or fall as the central bank’s rate changes. That example applies to the Israeli mortgage framework; it should not be assumed to describe mortgages everywhere. Bank of Israel: Understanding mortgage tracks.
What to check on your mortgage
- Whether the rate is fixed or variable, and the date any fixed period ends.
- For a variable rate, the named benchmark or pricing basis and the reset schedule.
- What the agreement says about changes to the rate or payment.
- Any conditions or costs that apply if you refinance.
What happens to savings rates
Banks set savings and term-deposit rates. Policy rates influence those rates, but supply and demand for savings and loans also matter, as do market pricing and bank decisions. A hold therefore does not promise that a variable savings rate will stay put or that it will change. A fixed-term deposit instead follows its agreement for the agreed term. A 2026 Reserve Bank of New Zealand (RBNZ) study of weekly data from ten New Zealand banks found gradual pass-through. In the announcement week, 4 to 11% of a policy change was reflected in retail rates; by 20 to 25 weeks, around 65 to 75% was reflected for most studied products. Mortgage rates moved faster than deposit rates immediately after an official cash rate (OCR) change, while some term-deposit pass-through later caught up. At longer horizons, the study could not reject full one-to-one pass-through for most mortgage and deposit rates. These are study estimates for New Zealand, not a timetable or promise for an individual account or another country. RBNZ: Gradual pass-through of the Official Cash Rate to retail interest rates.
When comparing savings products, check whether the rate is variable or fixed for a term, how long any promotional rate lasts and what the account terms say about later changes.

What happens to personal, auto and other loans
The policy-rate transmission can affect household borrowing costs, but a central bank does not set each lender’s personal-loan, credit-card or auto-loan offer. For an existing loan, the contract governs whether the rate is fixed, variable or benchmark-linked and when it can reset. New offers may change with market rates, expectations, lender pricing and the borrower’s credit risk.

Why the effect can take time
Policy decisions influence retail rates through several steps: official rates affect market rates; market conditions and bank funding feed into lender pricing; then product terms determine when customers see a change. Longer-term rates can also reflect expectations about future policy. As a result, a hold may coincide with retail rates moving in either direction, while a policy change may take time to reach some customers.
The RBNZ estimates above describe gradual pass-through in New Zealand data; the Bank of England’s 2023 fixed-mortgage statistic shows how fixed periods can delay the effect on UK borrowers’ payments. Neither should be treated as a forecast for another country, bank or contract.
Quick Recap
How to assess your own payment or return
- Identify the product and rate type. Find out whether your mortgage or loan is fixed, variable or benchmark-linked; for savings, check whether the account rate is variable or fixed for a term.
- Find the relevant dates and terms. Note the next reset date, fixed-term expiry, promotional-rate end date or deposit maturity, as applicable.
- Read how the rate can change. Look for the benchmark or pricing basis, the lender’s discretion and any notice or reset rules in the agreement.
- Ask the provider about your specific account or loan. A personal payment or return estimate requires your balance, rate, contract terms and jurisdiction; the policy-rate decision alone is not enough.
