Former Haryana chief minister and Leader of the Opposition Bhupinder Singh Hooda has urged Haryana’s chief minister to raise the Sutlej-Yamuna Link (SYL) issue during visits to Punjab. Hooda also alleged that Haryana is receiving less water from the Bhakra Beas Management Board (BBMB) than it received earlier; the report presents this as his claim, not an independently verified finding.

What Hooda said about the SYL issue

Hindustan Times reported on October 3, 2026, that Hooda criticised Haryana’s chief minister for visiting Punjab without raising Haryana’s water rights. Hooda’s call, reflected in the report’s headline, was for the chief minister to bring up the unresolved SYL canal issue there.

The report quoted Hooda as saying: “There is no representative from Haryana in the BBMB’s irrigation department. As a result, Haryana is not even getting the share of water it used to receive earlier, let alone SYL water.” This is a quotation attributed to Hooda by Hindustan Times; the report does not independently verify the staffing or water-delivery claims.

What the report does—and does not—establish

The report records Hooda’s political criticism and his allegations about BBMB representation and Haryana’s water share. It does not establish current legal decisions on SYL, official allocations, the amount of water actually delivered to Haryana, or the merits of either state’s position. Those questions require current court and government records, not this account of Hooda’s remarks.
