For new projects in 2026, the federal residential energy tax credits described here are no longer available: the IRS says §25C does not cover property placed in service after December 31, 2025, and §25D does not cover expenditures made after that date. Some state-, territory-, or Tribal-administered Home Energy Rebates may still be available, but eligibility, funding, and deadlines depend on the local program. If you completed qualifying work in 2025, you may still be able to claim a credit on your 2025 federal return.

Which incentives may apply to your project?

Start with when the work was completed and where you live. For new work in 2026 or later, check local rebate programs; the federal credits discussed below ended for qualifying new work after December 31, 2025. For eligible work completed in 2025, the former federal credits may still matter when filing that tax year’s return.

Project timing Potential incentive What to check
Qualifying property placed in service or expenditures made during 2025 Potential §25C home improvement credit or §25D residential clean energy credit Exact property, installation or expenditure date, efficiency and other IRS requirements, applicable limits, and Form 5695 instructions for the return year.
New project in 2026 or later Possibly a state-, territory-, or Tribal-administered Home Energy Rebate Whether the local program is accepting applications, has funds remaining, covers the project and product, and requires an approved contractor or pre-approval.

The timing rules differ: IRS Publication 530 (2025) says §25C is unavailable for property placed in service after December 31, 2025, while §25D is unavailable for expenditures made after that date. The IRS Form 5695 instructions also address these cutoffs. Do not treat a credit that applied to past work as an incentive for a project started now.

Which upgrades qualified for the 2025 home improvement credit?

The IRS’s 2025 energy-efficient home improvement credit FAQ described the following potential §25C categories. These limits applied to qualifying 2025 work; they are not current incentives for new 2026 projects. Product standards, installation rules, category limits, and an overall annual limit could affect the amount.

2025 upgrade category Published limit or rule Important qualification
Exterior doors 30% of costs, up to $250 per door and $500 total Applicable ENERGY STAR requirements and other IRS conditions applied.
Exterior windows and skylights 30% of costs, up to $600 Windows and skylights had to meet the applicable ENERGY STAR Most Efficient criteria.
Insulation and air-sealing materials or systems 30% of costs, up to $1,200 Applicable prescriptive criteria applied. Insulation and air-sealing materials were among the exceptions to the qualified-manufacturer PIN rule described below.
Certain central air conditioners, furnaces, hot-water boilers, and natural-gas, propane, or oil water heaters Generally subject to a $600 per-item cap Technical requirements and other applicable limits applied.
Qualifying electric or natural-gas heat pumps, heat-pump water heaters, and certain biomass stoves or boilers Not subject to the $600 per-item cap described for the preceding category Other applicable annual limits and technical requirements still applied; the FAQ’s category treatment did not mean the full cost was automatically credited.
Qualifying electrical panelboards, sub-panelboards, branch circuits, or feeders Potentially eligible when installed with qualifying property The electrical work had to enable the installation and use of that qualifying property.
Qualifying home energy audit 30% of cost, up to $150 The audit had to satisfy the IRS requirements described below.

The IRS FAQ, updated January 17, 2025, gives these category limits. They are not additive promises: individual items sit within relevant category and annual limits, and the credit depends on the taxpayer’s eligible costs and circumstances.

What made an energy audit eligible?

For the 2025 credit, the audit had to involve an inspection and written report for a U.S. dwelling the taxpayer owned or used as a principal residence. The report needed to identify significant, cost-effective improvements and estimate energy or cost savings, and a qualified auditor had to conduct and prepare it under applicable requirements. An informal walk-through or an online checklist alone did not establish eligibility.

What records mattered for 2025 claims?

The IRS generally required a qualified manufacturer PIN for specified property placed in service on or after January 1, 2025, reported on the return. Exceptions included insulation or air-sealing materials and enabling property; some 2025 property also had special QM-code treatment. Keep itemized invoices, installation dates, product and manufacturer information, and audit records where relevant, then check the precise Form 5695 instructions for the property and tax year.

What did the residential clean energy credit cover?

For eligible expenditures made by December 31, 2025, §25D covered certain residential solar, wind, geothermal, solar water-heating, fuel-cell, and battery-storage expenditures, subject to the applicable requirements. It is relevant now only to eligible past expenditures and their tax-return treatment; it is not a federal credit for new expenditures made in 2026 or later.

Which home energy rebates may still be available?

The U.S. Department of Energy describes two Home Energy Rebates programs. Its program page advertises maximums of up to $8,000 for HOMES and up to $14,000 for HEEHR. Those are program-level advertised maximums, not guaranteed payments to a household. The DOE says participating state, territory, or Tribal administrators determine local program details and eligibility.

Program General focus DOE-advertised maximum
HOMES (Home Owner Managing Energy Savings) Eligible whole-home energy-saving projects, with rebate amounts based on modeled energy savings. Examples include insulation, air sealing, heating and cooling equipment, water heaters, appliances, duct sealing, and lighting. Up to $8,000
HEEHR (High-Efficiency Electric Home Rebate) Selected efficient electric appliances and building or enabling upgrades, including insulation, air sealing, ventilation, wiring and load-service-center upgrades, electric heating and cooling, and efficient electric appliances. Up to $14,000

The DOE’s national program description does not establish whether a particular local program is open, has funds remaining, covers a specific product, or accepts a particular contractor. Before committing to a purchase or starting work, use the DOE Home Energy Rebates status information and contact the relevant state, territory, or Tribal energy office or local administrator. DOE homeowner guidance also points households to energy assessments that can help prioritize upgrades.

How to check eligibility before buying or starting work

  1. Identify the timing. If the work is new, determine whether you are checking a local rebate for 2026 or later. If the work was completed in 2025, keep the relevant installation or expenditure date for a possible tax-return claim.
  2. Check local rebate terms. Find the program administrator through the DOE Home Energy Rebates status information or your state, territory, or Tribal energy office. Confirm application status, remaining funds, eligible products and households, contractor rules, deadlines, and whether approval is needed before purchase or installation.
  3. Match a 2025 federal claim to the exact IRS category. Review the IRS FAQ and Form 5695 instructions for that tax year. Verify the product’s technical requirements, the installation or expenditure date, applicable limits, and any manufacturer identification or code requirement.
  4. Keep project records. Retain itemized receipts, invoices, installation dates, product specifications, manufacturer information, and any audit report or rebate approval. These records help you confirm which rules apply and support a return or local application.
  5. Compare the project with the household’s needs. Consider expected energy savings, total cost, income and residence eligibility, and whether an energy assessment should come before equipment selection. Do not assume a rebate or credit makes a particular upgrade cost-effective.

Are weatherstripping and other small air-sealing purchases eligible?

Weatherstripping for doors and windows is a practical air-sealing product, but buying a retail product by itself does not establish eligibility for a credit or rebate. For a 2025 §25C claim, the material or system had to meet applicable IRS criteria and the work had to satisfy the tax-year rules. For a current rebate, the local administrator decides whether that product, project, and installation qualify. Check those terms before counting a purchase toward an incentive.

How do the credits affect a tax return?

The IRS describes §25C as a nonrefundable personal tax credit: it can reduce tax liability but does not generate a refund beyond that liability. Unused §25C credit cannot be carried forward. §25D had separate carryforward treatment; the Form 5695 instructions allow unused residential clean energy credit to be carried forward. Do not apply one credit’s carryforward rule to the other.

A rebate or incentive label also does not determine its federal tax treatment. The IRS notes that some state or utility incentives called rebates may not qualify as rebates under federal tax law. Review the applicable IRS instructions or consult a qualified tax professional about a 2025 return and a particular incentive.

What if you need help with the project?

The federal Weatherization Assistance Program operates through state and local agencies to help low-income households reduce energy costs and improve home safety and comfort. Eligibility and application details vary; check official local program information rather than assuming assistance is available everywhere. For rebates, use the relevant program administrator’s approved contractor and product information where required.
