Himachal Pradesh governor Kavinder Gupta called for greater vigilance in tourist and border-connected areas to help protect young people from drug trafficking, according to a Hindustan Times report published October 3, 2026. He made the remarks at the launch of the Sankalp Rath Yatra anti-drug awareness campaign in Kasauli, Solan district, on October 2.
What happened at the campaign launch
Gupta launched the Sankalp Rath Yatra, an anti-drug awareness campaign organised by Uttishtha Bharat Sewa Trust, in Kasauli. The Tribune’s contemporaneous report also covered the launch but spells the organiser’s name “Utishtha Bharat Sewa Trust”; the reporting does not resolve that spelling difference.
Hindustan Times reported Gupta as saying: “There is a need for greater vigilance in tourist and border-connected areas so that drug trafficking does not affect the younger generation and the social identity of the region.” The statement is attributed to him by the newspaper; it is not an independently verified transcript.
What the governor said vigilance should address
Gupta’s reported call links vigilance in tourist and border-connected areas with protecting young people and the region’s social identity. He also referred to the possibility that trafficking may intersect with organised crime and, in some cases, cross-border networks. These are the governor’s reported concerns; the coverage does not provide independent evidence that trafficking is increasing in those areas or details of specific networks.

Why he called for both enforcement and support
The response Gupta described was not limited to policing. He called for firm action against traffickers and organised crime, alongside treatment, rehabilitation and social reintegration for people affected by drug abuse. He characterised drug abuse as a social and health challenge, with public participation needed alongside government action.
What he urged parents and teachers to do
Gupta urged parents and teachers to notice behavioural changes in children, listen patiently and offer support. This was a general appeal for attention and communication, not a diagnostic rule: a change in behaviour by itself does not establish that a child is using drugs.

The two reports establish the campaign’s launch, venue and stated purpose, but do not give a route or schedule, attendance, budget, participation figures or outcome data. They also provide no named statistics on drug prevalence, trafficking, seizures, treatment or campaign reach. The launch therefore documents an awareness effort and the governor’s appeal, not evidence of the campaign’s impact.
