Short answer: High 5 Casino’s Sweepstakes Official Rules updated June 26, 2026, do not list Illinois as a restricted state, but that is the company’s stated eligibility position—not approval from Illinois regulators. The Illinois Gaming Board (IGB) says unlicensed online games awarding money or other things of value violate state law, and a February 2026 industry report identified High 5 as a recipient of an enforcement notice. No reviewed court ruling resolves whether High 5’s Illinois offering is legal.
What does High 5 say about Illinois?
High 5 Entertainment, LLC identifies itself as the company behind the High 5 Casino website and related apps. Its Terms of Use, updated June 26, 2026, describe the service as not offering “real money gambling.” That is the operator’s contractual characterization, not a determination by an Illinois regulator.
The company’s Sweepstakes Official Rules, version 43.0, also dated June 26, 2026, list states excluded from Sweeps Play; Illinois is not on that list. The rules set a minimum age of 21 and state: “NO PURCHASE OR PAYMENT OF ANY KIND IS NECESSARY TO ENTER OR WIN.” These provisions describe the operator’s sweepstakes terms. They do not establish that Illinois has licensed or approved the service.
What is the Illinois Gaming Board’s position?
The IGB takes a different approach to the legal question. In a February 2026 announcement coordinated with the Illinois Attorney General’s Office, the agency said it had issued more than 60 cease-and-desist letters to entities it alleged were operating illegal online casino and sweepstakes platforms. The letters demanded that recipients block Illinois residents or stop offering prizes; the agencies said failure to comply could expose operators to civil or criminal penalties.
#1 Best Overall
- Made of high quality transparent acrylic with glossy, polished finish. White pips are highly visible.
- Dimensions are 19*19*19mm and are accurate to .0001.
- Professional serialized as a set of 5 to prevent tampering.
- Grade AAA, these 19mm dice meet or exceed all exacting casino dice specifications for precision
- 5pcs red dices per set, wrapped in giftable golden foil.
The IGB’s stated legal position is that Illinois permits gambling through specified licensed categories and prohibits internet sites that allow gambling. The central difference is therefore not simply what a platform calls its coins or games: the operator describes its service under its own sweepstakes terms, while the regulator focuses on whether online games award money or other things of value without a required license.
Did Illinois send High 5 a cease-and-desist letter?
A trade-industry report published February 6, 2026, named High 5 among operators that received an enforcement notice. The IGB’s announcement describes the recipient group and the agency’s enforcement rationale, but its release does not name High 5 in the text. The specific attribution to High 5 comes from that contemporaneous trade report.

Has a court decided whether High 5 is legal in Illinois?
No reviewed ruling settles that question. In Collins v. High 5 Entertainment, LLC, an Illinois resident alleged, among other claims, violations of the Illinois Loss Recovery Act and the Consumer Fraud Act. On May 22, 2026, the U.S. District Court for the Northern District of Illinois ordered the dispute to arbitration and stayed the case. That procedural order did not decide the merits of the allegations or determine whether High 5’s Illinois offering is lawful.
Can you access High 5 Casino from Illinois?
High 5’s help information says the platform uses device location and blocks play in restricted states. Its listed Sweeps Play restrictions omit Illinois, but an account’s access can still depend on the live location check and the operator’s current rules. Availability at a particular moment—or being able to open the site—is not evidence of regulatory approval. Do not try to bypass location controls.

How should Illinois residents interpret the competing positions?
| Question | What the source establishes | What it does not establish |
|---|---|---|
| Does High 5 list Illinois as restricted? | The operator’s June 26, 2026 Sweepstakes Official Rules do not list Illinois among excluded states. | That Illinois has approved or licensed High 5. |
| What does the IGB say about online casino and sweepstakes platforms? | The IGB says unlicensed online games awarding money or other things of value violate Illinois law and announced more than 60 enforcement letters in February 2026. | A final court ruling on High 5’s specific legal status. |
| What did the federal court decide in the Collins case? | On May 22, 2026, it ordered arbitration and stayed the case. | The merits of the claims or the legality of High 5 in Illinois. |
For gambling options, the IGB identifies regulated categories including licensed riverboat or land-based casinos, racetracks with organizational gaming licenses, sportsbooks licensed under the Sports Wagering Act, and licensed video gaming locations. A platform’s presence online or its own description of its products is not a substitute for checking the relevant license and product authorization.
