Helion began work on the site of its planned Orion fusion power plant in Malaga, Washington, in 2025. That was a site-work milestone—not proof that the plant was built, connected to the grid, or generating commercial electricity. In a June 2026 update, Helion said its assembly and office buildings were complete, earthwork for the generator building had begun, and it was still working toward a grid interconnection agreement. The often-cited 2028 target refers to initial operations and grid connection, not full 50-megawatt output.

What does Helion’s fusion plant groundbreaking mean?

Helion’s July 2025 announcement said work had begun at the Orion site in Malaga, in Chelan County, Washington. The land is leased from Chelan County Public Utility District (PUD). The announcement followed a Mitigated Determination of Non-Significance under Washington’s State Environmental Policy Act, but Helion said additional permitting steps remained before it could construct and operate a commercial plant. Helion’s July 2025 announcement therefore described the start of a development project, not a completed power station.

The distinction matters because site preparation, support buildings, the generator building, licenses, grid connection, initial operation, and sustained electricity delivery are separate milestones. A headline saying a company “breaks ground” does not mean fusion electricity is already flowing to customers.

Where is Helion building Orion, and what has been completed?

Orion is planned for Malaga, Washington, on land Helion leases from Chelan County PUD. In October 2025, Helion said Chelan County had granted a conditional use permit for the next phase, following public notice, a comment period, and a decision by the county hearing examiner. The company said the permit cleared the way for permitting and construction of the fusion generator building, and that construction of support buildings had started in July. In a June 16, 2026 update, Helion reported that assembly and office building construction was complete and earthwork for the generator building had begun in spring 2026. It also said it was working toward a transmission interconnection agreement with Chelan County PUD. Those are company-reported project milestones; they do not establish that Orion has delivered electricity. Helion’s June 2026 update

What permits and licenses does Orion have?

Helion’s June 2026 update said Washington’s Department of Health had issued Orion a Radioactive Materials License and a Radioactive Air Emissions License. The company said the licenses address facilities, trained personnel, and safety programs for fusion operations. They are regulatory milestones, but a license is not the same as finishing construction, connecting to the grid, or proving commercial electricity output.

Helion’s July 2025 announcement had described the environmental-review step, and its October 2025 announcement covered the conditional use permit. The available announcements do not establish that every permit or approval needed for full commercial operation had been obtained.

Will Helion power Microsoft’s data centers by 2028?

Helion’s announcements describe a 2023 power purchase agreement under which Microsoft would receive electricity from Orion by 2028, with Constellation Energy serving as power marketer. Helion’s October 2025 release said delivery was targeted by the end of 2028. These are company-stated contract and schedule claims, not evidence that delivery has occurred. Helion’s October 2025 announcement

A September 28, 2026 Axios report clarifies what the 2028 date means. Axios said Helion had removed an earlier website prediction that Orion would begin producing electricity by 2028. Its then-current wording said the plant would “begin initial operations in 2028,” without defining that phrase. Helion public affairs director Jackie Siebens told Axios the contract required the plant to be connected to the grid and begin operations by the end of 2028, while saying full power would not arrive before 2029 or 2030. Axios reported that it remained unclear whether grid connection in 2028 would also mean supplying electricity; Microsoft declined to comment. Axios’s September 28, 2026 report

So the 2028 goal is best understood as an initial-operations and grid-connection milestone, not a promise of full 50-megawatt output that year. The detailed contract language, including its definition of “begin operations,” is not available in the cited announcements and reporting.

Is Helion’s fusion plant already generating electricity?

No evidence in the cited project updates establishes that Orion is generating or delivering commercial electricity. Helion said its seventh-generation prototype, Polaris, was expected to demonstrate the first electricity produced from fusion; that was a stated objective, not independent confirmation that the demonstration occurred. A prototype objective also does not establish that Orion has achieved commercial output. Helion’s July 2025 announcement

The distinction between electricity generation and net power is also unsettled in the cited reporting. Axios described two academic papers published in 2026 that questioned assumptions behind Helion’s approach, including whether it can overcome system losses. Helion’s position, as reported by Axios, is that it can recover electricity more efficiently than historical estimates suggest. The available sources do not resolve that technical disagreement.

What the milestones do—and do not—show

  • Site work: Helion announced that work began at the Malaga site in 2025. This establishes a project start on the land, not a working plant.
  • Permitting and licenses: The company reported a conditional use permit and two Department of Health licenses. These indicate regulatory progress, not commercial generation.
  • Building work: Helion said assembly and office buildings were complete by June 2026 and generator-building earthwork had started. That is construction progress, not a finished generator.
  • Grid connection and operations: The end-of-2028 goal is described by Helion as connection and beginning operations. The reporting does not establish that this will mean electricity delivery at full capacity.
  • Full output: Axios reported Helion did not expect full power before 2029 or 2030. The 50-megawatt figure is a target associated with the project, not demonstrated output.
