A properly selected cold-climate heat pump can heat a New England home through winter, but it is not automatically the best choice for every house. Compare its low-temperature capacity and operating cost with a furnace sized for your home. Where a heat pump cannot cover the coldest conditions economically or reliably, a dual-fuel system can pair it with a furnace.

Can a heat pump keep a New England home warm in winter?

Yes—if it is designed for the home’s heating load and local winter conditions. Unlike a furnace, which generates heat by burning fuel or using electricity, a heat pump moves heat from outdoors into the home. Its heating capacity and efficiency change as outdoor temperatures fall, so the system’s performance at a mild temperature does not tell you how it will perform in a cold snap.

“Cold-climate” is most useful when backed by a low-temperature performance qualification, rather than used only as a marketing label. ENERGY STAR’s current criteria for specified air-source heat-pump product categories require a coefficient of performance (COP) of at least 1.75 at 5°F and at least 70% of the unit’s 47°F heating capacity at 5°F. These are product test benchmarks, not a guarantee that a particular unit can meet every home’s full heating demand at 5°F or at a colder local design temperature. ENERGY STAR says its certification requires “third-party verified performance for low temperatures, testing ASHPs down to 5°F.” That provides a useful screening point when comparing models, but it does not replace checking capacity at the temperatures relevant to your home. ENERGY STAR’s air-source heat-pump guidance recommends working with a contractor to select equipment and plan for backup in colder conditions.

Heat pump vs. furnace: the practical differences

Question Cold-climate heat pump Furnace
How does it heat? Moves heat from outdoors into the home; it does not create heat by combustion. Generates heat, commonly by burning fuel. Efficiency is often expressed as annual fuel utilization efficiency (AFUE).
What matters in cold weather? Model-specific heating capacity and efficiency at low outdoor temperatures, plus the home’s heat loss. Whether the installed furnace has sufficient output for the home’s heating load and a suitable fuel supply.
What determines operating cost? Electricity rates, outdoor conditions, equipment performance, controls, and any backup heat used. Delivered fuel price, furnace efficiency, and the home’s heating demand.
What should you compare? Low-temperature COP and capacity for the model under consideration. AFUE and the furnace’s rated output. DOE explains residential furnace efficiency and purchasing considerations in its furnace guidance.

COP and AFUE are different kinds of measures. COP describes how much heat a heat pump delivers relative to the energy it uses under specified conditions; AFUE describes how efficiently a furnace converts fuel into heat over a season. Comparing the numbers directly as though they were the same rating can mislead. A fair running-cost estimate needs the actual model’s performance, local electricity and fuel prices, and expected system use.

Which system is likely to cost less to run?

There is no reliable region-wide winner based on the available figures here. A heat pump’s cost advantage depends on the local electricity tariff, delivered fuel price, winter temperatures, the selected model’s low-temperature efficiency, and how much backup heat it uses. No verified, current New England rate comparison establishes annual household savings for heat pumps versus furnaces, so a general savings figure should not be treated as a promise for your home.

Ask contractors to estimate seasonal costs using your actual utility rates and fuel type, and to state the performance assumptions behind the estimate. For a heat pump, request data at low outdoor temperatures rather than relying only on a rating measured in milder conditions.

Would a dual-fuel system make more sense?

It may. In a dual-fuel setup, a heat pump handles much of the heating in milder weather and a furnace takes over when temperatures fall below a chosen point. The U.S. Department of Energy describes this arrangement as one way to combine a heat pump with a furnace. DOE’s heat-pump systems guidance outlines the approach.

The right switchover temperature is specific to the equipment, home, and energy prices; it should not be assumed to be the same for every New England household. Ask whether the proposed design uses an existing furnace, electric resistance backup, or another heat source, and how the controls decide when backup takes over.

How to choose for your home

  1. Get a heating-load calculation. Ask a qualified contractor to calculate the home’s heating demand, using a recognized method such as Manual J, rather than selecting equipment by floor area alone. ENERGY STAR points homeowners to Manual J sizing and contractor advice in its clean heating and cooling guidance.
  2. Compare capacity at cold temperatures. For each heat-pump model, review its certified low-temperature performance and its heating capacity at your area’s winter design temperature. ENERGY STAR’s 5°F criteria are a useful reference, not a substitute for that home-specific comparison.
  3. Review the whole installed system. Ask for an estimate that accounts for the chosen ducted or ductless configuration, the condition and suitability of existing distribution, electrical work, and any backup heat. The available information does not establish one universal installed price for New England homes.
  4. Compare operating-cost assumptions. Use your electricity tariff and delivered fuel price, and ask contractors to show how weather, backup use, and model performance affect the estimate.
  5. Confirm comfort and control details. Ask how heat will reach every room, what happens during the coldest weather, and—if the system is dual-fuel—how the switchover point is selected.

What field measurements can—and cannot—tell you

A 2024 Massachusetts state-hosted technical note, “Evaluation of Results from Field Testing of Cold-Climate Air-to-Air Heat Pumps”, summarizes selected field studies. The note reports a 20%–30% gap between field efficiency and manufacturer ratings in the evidence it reviewed, and says homeowners’ use of heat pumps during colder weather affected annual results. That is a finding from the note’s selected evidence, not a universal statistic for all current systems. It is a reason to ask for model-specific performance and realistic usage assumptions—not proof that every heat pump will miss its rating.

When each option may fit better

A cold-climate heat pump may be a strong fit when

  • The selected model’s cold-weather capacity matches the home’s calculated heat loss.
  • Its estimated running cost compares favorably with the home’s fuel alternative at local rates.
  • The installation can distribute heat effectively throughout the rooms that need it.

A furnace may be a stronger fit when

  • The home’s cold-weather load, distribution system, or equipment options make a heat-pump-only design unsuitable.
  • Local electricity and fuel prices favor furnace operation in the household’s circumstances.
  • The homeowner prefers to retain an existing furnace as the primary or backup heat source.

Dual fuel may be a useful compromise when

  • A heat pump can cover much of the season, but a furnace is preferred for the coldest conditions.
  • The home already has a suitable furnace and the proposed controls can coordinate both systems.
  • The owner wants the contractor to optimize the switchover around equipment performance and local energy costs.
