Meta has reorganized its AI teams repeatedly, recruited heavily for a new superintelligence effort and, according to 2025 reporting, paused hiring while it planned the unit’s structure. Those developments explain why critics say the company is scrambling to catch up. They do not, on their own, prove that Meta has lost its AI lead: the “squandered its edge” claim is an attributed judgment, and the available figures do not establish a comparative ranking of Meta’s models or products.
Since the original 2025 analysis, Meta has forecast a much larger 2026 capital-spending budget and reiterated its support for open-source AI. Those are signs of the scale and stated direction of its bet—not proof that it has closed a capability gap or made the strategy pay off.
What does “squandered its edge” mean?
The phrase is a criticism, not a measured finding. In IT Pro’s August 2025 analysis, Steve Wilson, Exabeam’s chief AI and product officer, argued that Meta had failed to turn its AI investment and early prominence with Llama into meaningful business wins. He also said Meta had not connected Llama to its core platforms and revenue streams, and that its open-source credibility had been eclipsed by alternatives such as DeepSeek. Those are Wilson’s assessments as quoted by IT Pro, not results of a like-for-like comparison published in the article.
The evidence supports a narrower conclusion: Meta made several reported organizational changes, spent heavily on infrastructure and talent, and faced questions about how effectively it was translating those resources into products and revenue. To establish that it had definitively lost ground would require comparable evidence on model capability, user adoption, monetization and other competitors. The available material does not supply that dataset.

Why did Meta’s AI organization look unsettled?
The changes reported in 2025 came in stages. They suggest Meta was trying to clarify ownership and accelerate its AI work, but organizational churn alone cannot show whether the strategy was succeeding or failing.
May 2025: separate teams for products and foundational work
Axios reported that Meta split AI work between an AI products team and an AGI Foundations unit, while its Fundamental AI Research group (FAIR) remained separate. The products team covered Meta AI, AI Studio and AI features across Facebook, Instagram and WhatsApp. AGI Foundations covered Llama and work on reasoning, multimedia and voice. Chief Product Officer Chris Cox said the structure aimed to give each organization more ownership while making dependencies explicit. Axios reported the reorganization and Cox’s rationale.
June 2025: Superintelligence Labs
IT Pro reported that Meta formed Superintelligence Labs in June, led by Nat Friedman and Alexandr Wang. The move added a new umbrella for the company’s superintelligence effort after the May division of product and foundational work.
August 2025: reported hiring pause and four-part plan
IT Pro reported that the Wall Street Journal had described a hiring pause after more than 50 people joined the effort. It also said The Information had described a plan for four subdivisions: infrastructure, products, FAIR and a then-unnamed lab. A Meta spokesperson, quoted by Reuters, characterized the pause as “some basic organizational planning” to create a structure for the new superintelligence efforts. These are reported developments and company attribution, not a public confirmation of every detail of the proposed structure.
How large is Meta’s AI investment?
Meta’s capital-expenditure forecasts show the scale of its planned infrastructure spending, but a forecast is not realized spending—and spending does not by itself measure model quality or commercial return.

| Forecast | What Meta said | How to read it |
|---|---|---|
| 2025: $66–72 billion | Meta’s Q2 2025 results forecast full-year capital expenditure, including principal payments on finance leases, in this range. The company said infrastructure costs and technical compensation were expected to be leading sources of expense growth in 2026. Meta’s Q2 2025 results | A full-year forecast issued in 2025, not a report of final spending. |
| 2026: $115–135 billion | Meta’s Q4 and full-year 2025 results forecast capital expenditure, including principal payments on finance leases, at this level. The company said the increase would support Superintelligence Labs and its core business, and forecast 2026 operating income above 2025. Meta’s Q4 and full-year 2025 results | A forecast, not actual 2026 spending or a guarantee of operating performance. |
Meta’s Q2 release gave a $66–72 billion range for 2025. IT Pro’s analysis quoted a $64–72 billion figure; the company’s results release is the primary source for its outlook.
Is Meta falling behind in AI?
The developments make that a fair question, but they do not settle it. Wilson’s critique focuses on the gap between Meta’s investment and business outcomes, while the reported reorganizations raise questions about execution and continuity. Neither establishes a model ranking or proves that competitors have a durable lead.
A sound comparison would use dated, comparable evidence across several dimensions:
- Model capability: independent evaluations using comparable tasks and test conditions.
- Product adoption and distribution: whether people use the models and AI features, and how widely they are available.
- Monetization: evidence that AI products or services contribute to business results.
- Talent and organization: recruitment, retention, decision-making and whether reorganizations improve delivery.
- Infrastructure: spending alongside the capacity and products it enables, rather than spending figures alone.
- Release and safety policy: what models are released, on what terms, and how stated safeguards work in practice.
The figures and statements discussed here do not provide a like-for-like competitor dataset on those measures. It would therefore be too strong to call Meta either the clear AI leader or a company that has definitively lost its position.

Meta has continued to present broad distribution as a strategic advantage. In its February 2025 Frontier AI Framework statement, the company argued that open-source AI could broaden access and enable independent scrutiny. It also described threat modeling and risk thresholds for certain cyber, chemical and biological risks. Those are Meta’s policy arguments and descriptions of its framework, not independent evidence that every model release is safe or that open models have delivered commercial success. In August 2026, Mark Zuckerberg said Meta remained supportive of open-source AI and planned to resume releasing some open-source models soon. The statement also described a focus on personal superintelligence and independent board oversight of model-release safety criteria. These are Meta’s stated plans; they do not establish the license for each future model or confirm that a release has taken place. Meta’s August 2026 statement.
The through-line is a bet on distribution: Meta’s public case is that making AI broadly available can strengthen its position, while the company now emphasizes personal AI agents and superintelligence as well. Whether that approach can generate competitive models and products remains an outcome to assess, not a result demonstrated by the announcements.
What should readers take from the strategy debate?
Meta’s story is a tension between substantial resources and uncertain execution. The 2025 reports explain why repeated restructuring and a reported pause in hiring fueled the impression of a company trying to reset its AI effort. Its later spending forecast underscores how large that effort has become, while its public statements show that it still intends to distribute some models openly.
The decisive questions are not whether Meta has changed its org chart or announced a larger budget, but whether those choices yield capable models, useful products and business results. The cited developments show the scale and direction of the bet; they do not yet prove that Meta has regained an edge—or that it has irretrievably squandered one.
