Pakistan’s Higher Education Commission (HEC) announced a blockchain-based degree attestation project in December 2025, initially estimating it would be ready within six months. HEC later set June 30, 2026 as a target. That date has passed, but the available status reports do not confirm whether the blockchain system became operational. A separate online, paperless degree attestation service launched in May 2026; it is not proof that the blockchain project launched.
What is the current status of HEC’s blockchain degree attestation system?
The latest status established by the cited reports is that the blockchain system was still under development on May 19, 2026. HEC had set June 30, 2026 as its target, but the sources cited here do not confirm whether it met that target or is operating now. Check HEC’s current announcements before relying on the blockchain service for an application or credential check.
HEC announced the project on December 5, 2025, describing an overhaul of degree attestation using blockchain and estimating an operational launch within six months. In a later announcement, HEC named CMPak Limited (Zong) and joint-venture partner Wibbow Technologies and gave June 30, 2026 as the target. The June date was a prospective deadline, not confirmation of launch.
Is HEC degree attestation online now?
Yes. HEC’s separate online, paperless attestation process was reported as launched on May 11, 2026. Applications can be submitted through HEC’s e-services portal, and e-Attestation Certificates can be downloaded and verified online. APP reported that this service processes original degrees rather than photocopies. Applications paid for under the previous mechanism were to continue through that older process until June 30, 2026.

This online service should not be confused with the blockchain project. On May 19, Dawn reported that officials told a Senate committee the blockchain-based system remained under development and that a work order had been awarded. The online service provides a digital application and certificate process; that report does not establish that blockchain credentials were then available.

How was the proposed blockchain process supposed to work?
HEC described two routes, depending on whether a graduate’s institution had fully implemented an ERP system. The proposal did not mean that every graduate would automatically receive an on-chain credential: the automatic integration route applied to a specified group of institutions, while other cases involved applicant submission and university review.
Graduates of the 25 ERP-enabled institutions
Under HEC’s December 2025 description, student information from 25 higher education institutions that had fully implemented ERP would be integrated automatically. Degrees would be added after graduation and accessed through the HEC portal.

Graduates of institutions without ERP
Applicants would submit their degrees and transcripts online. The university would review the documents through a dashboard; after verification, the records would be integrated into the blockchain. HEC’s March 2026 description also outlined university dashboards, university verification, HEC processing and attestation, and shareable digital credentials.
HEC presented online verification, digital records and immediate authentication as intended benefits. Claims such as “instant” or “tamper-proof” describe the project’s aims, not independently verified performance. The sources do not establish how the proposed system will work for every institution or credential-checking organization once operational.

What should applicants do while blockchain availability is unconfirmed?
- Use HEC’s current degree attestation instructions and e-services portal for the online process that has been reported as launched.
- Check that your name, date of birth and degree details match your official documents; HEC’s guidance advises applicants to keep these details consistent.
- Follow the live portal’s current instructions for the documents and process required for your application, rather than assuming the proposed blockchain workflow is available.
- For a planned employer, university or authority check, confirm which certificate or verification method that organization accepts. HEC’s announcement described shareable credentials as a planned feature, but the cited status reports do not confirm current blockchain-based employer or embassy verification.
Who is implementing the project, and what claims are attributed to the vendor?
HEC named CMPak Limited (Zong) and joint-venture partner Wibbow Technologies in connection with implementation. In an APP report carrying Zong’s December 2025 announcement, Zong Executive Director and Country Head of Business Solutions Farooq Raza Khan called the project “a first-of-its-kind project in the industry.” That is a partner’s promotional characterization, not an independent assessment.
The same APP report attributed figures of “over 6 million students and alumni” and “approximately 400,000 students” added each year to Zong. These are vendor-reported figures, not independently verified counts in the HEC project-status reporting cited here.
