Three people were arrested in Hisar on October 3, 2026, in a case alleging forged medical and first-aid certificates were used to obtain or renew driving licences, Hindustan Times reported. Police had registered the case against six people; the arrests do not establish guilt.
Who was arrested, and what is alleged?
Hindustan Times named the three arrested people as Manmohan, Sunil Bansal and Vimal Kumar. The report said police recovered from one accused a stamp allegedly used to prepare fake medical certificates. The case was registered against six people, a separate figure from the three arrests reported on October 3. The report does not establish the identities or status of the other people named in the case. Hindustan Times, October 3, 2026
What document checks led to the case?
Medical certificates for renewals
According to Hindustan Times reports, investigators examined medical certificates attached to three driving-licence renewal applications. The certificates were sent to Civil Hospital, Hisar, for verification, and hospital officials reportedly said they had no corresponding records. This is a reported verification finding, not a court-tested conclusion. Hindustan Times, October 3, 2026; Hindustan Times, August 17, 2026

An earlier report said the CM Flying Squad found a discrepancy between a receipt for a first-aid certificate and the related training certificate submitted with one new-licence application. The reports describe different document concerns: the first-aid paperwork related to a new application, while the medical certificates related to renewals. Hindustan Times, August 17, 2026

How did the inquiry begin?
The CM Flying Squad reportedly began checking licence records after receiving information that private typists in Hisar were helping applicants with allegedly forged documents. Civil Lines police registered a case against six people on a complaint by Sunaina, identified in the October report as the CM Flying Hisar range in-charge. The report does not establish that the alleged assistance or document forgery has been proven. Hindustan Times, October 3, 2026
What remains unknown?
The available reporting describes an active investigation, not a conviction or final court finding. The August report said investigators were looking into where the documents were prepared, who else may have been involved, and how many licences might have been issued or renewed using them. The reports cited here do not establish the outcome of those inquiries, the precise statutory sections, court or bail status, or the total number of potentially affected licences.
