Haryana DGP Ajay Singhal has directed officers to identify property allegedly bought with illegal drug proceeds and pursue attachment in accordance with law, according to a Press Trust of India report carried by Hindustan Times. Demolition proceedings were also mentioned, but only where legally warranted; the report does not establish that any property has been ordered demolished.
What the DGP directed
Singhal chaired a high-level review meeting at Police Headquarters in Panchkula on Friday, October 2, 2026. The Hindustan Times report, citing PTI, says he called on officers to identify assets acquired by drug traffickers through illegal proceeds, take steps to attach them in accordance with law, and initiate demolition proceedings wherever legally warranted. He framed the effort as targeting trafficking networks and their financial sources, as well as making arrests. The account is based on news coverage; an original written directive or police statement was not available in that reporting.
The meeting also addressed NDPS Act investigations, commercial-quantity cases, organized trafficking syndicates, the Anti-Narcotics Task Force (ANTF), K-9 squads, public awareness and intelligence networks. The report said ANTF functioning would be reviewed and district performance assessed. Other agenda topics included organized crime and extortion, criminal recruitment and communications, jail-linked networks, CCTV coordination, crimes against women, missing children and public demonstrations.
What the NDPS Act process allows
The Department of Revenue, Ministry of Finance, Government of India, says Chapter VA of the NDPS Act provides for forfeiture of illegally acquired property in specified circumstances. The provisions cover defined classes of people connected with qualifying drug offences, as well as certain relatives, associates and holders of property previously held by such people, subject to the law’s conditions and exceptions. They do not mean that every person accused of any drug offence automatically loses property.

The Department’s summary of section 68E states: “Every officer empowered under section 53 and every officer in-charge of a police station shall, on receipt of information, proceed to trace and identify the illegally acquired properties.” The Department page, “Seizure, freezing and forfeiture of property under the NDPS Act,” was last updated September 22, 2026: Department of Revenue.
From identifying an asset to a forfeiture decision
- Trace and identify: Officers empowered under section 53 and police station officers who receive relevant information are to trace and identify suspected illegally acquired property.
- Seize or freeze: An officer may seize property or, if seizure is not possible, order it frozen. The order must be sent to the Competent Authority within 48 hours.
- Seek confirmation: The Competent Authority must confirm the seizure or freezing order within 30 days; otherwise, the order is invalid, according to the Department’s procedural summary.
- Give notice and consider the case: The Authority issues notice, considers the affected person’s reply and other records, and decides whether the property should be forfeited.
- Apply the additional condition for an arrested person: Where the person is only arrested, notice and subsequent forfeiture proceed only after conviction or a preventive-detention order, as described in the Department’s summary.
- Appeal: Appeals lie with the Appellate Tribunal for Forfeited Properties.
This is a summary of the process as presented by the Department of Revenue, not a case-specific legal assessment. The current statutory text and any applicable orders govern individual cases.

Attachment, forfeiture and demolition are not the same thing
The reported direction uses “attachment” for action officers should pursue in accordance with law. The Department’s NDPS summary separately describes tracing, seizure or freezing, review by the Competent Authority, notice and a decision on forfeiture. Those steps should not be treated as interchangeable: identifying an asset does not by itself establish that it will be forfeited.

The news account also mentions demolition only “wherever legally warranted.” It does not specify the legal basis or criteria for demolishing a particular property, nor does it report a demolition order. The available account therefore supports describing demolition as a qualified part of the reported direction, not as an automatic consequence of identifying property or as a measure already carried out.

Earlier Panchkula case provides context, not an outcome of this directive
In a separate report dated March 2, 2026, The Indian Express said police had initiated proceedings under section 68F(1) concerning a motorcycle and a car alleged to have been bought with heroin-trafficking proceeds. The report put their combined approximate value at Rs 7 lakh. That earlier case shows that asset proceedings had been reported in Panchkula before the October meeting; it is not evidence that the new direction has already led to attachments or demolitions.
