Women and girls in athletics can face psychological, sexual, and physical harassment or abuse, as well as neglect. It can happen in person or through digital channels, and it is not only an individual misconduct issue: sport organizations shape whether harm is prevented, disclosed, investigated fairly, and followed by meaningful support. The available figures below point to serious concerns, but they do not establish one reliable global prevalence rate.
What harassment and abuse in sport can mean
Terms vary across research and law, so they should not be treated as interchangeable. The International Olympic Committee’s 2016 consensus uses “safe sport” for an athletic environment that is respectful, equitable, and free from non-accidental violence to athletes. It describes sexual harassment as unwanted and unwelcome conduct of a sexual nature, whether verbal, non-verbal, or physical. Sexual abuse involves sexual conduct where consent is coerced or manipulated, or cannot be given. These are the consensus statement’s definitions, not a universal legal test.
The IOC framework also covers psychological and physical harassment or abuse and neglect. Conduct may involve contact or no contact; verbal, non-verbal, or cyber-based behavior; bullying or hazing; or negligent practice. Psychological abuse can be central to or accompany other forms of harm. This broader vocabulary matters: not every harmful act is sexual, and a safeguarding concern does not by itself establish a criminal offense or settle the facts of a specific allegation.

The figures below come from different sources and describe different populations and kinds of harm. They cannot be combined into a single estimate of how often women athletes experience harassment overall.

| Reported finding | Population and scope | Important limitation |
|---|---|---|
| UNESCO reported that 21% of female athletes and 11% of male athletes had experienced a form of sexual abuse as children in sport. | UNESCO’s 2024 article, describing childhood experiences in sport. | The article does not provide enough underlying methodological detail to generalize these figures across countries, sports, ages, or forms of abuse. They are not universal rates for women athletes. |
| UNESCO reported that 7% of women disclose violence they face. | A disclosure figure presented by UNESCO in 2024, not a measure established here for every athlete population. | It should not be read as a sport-specific rate or as applying to all women. UNESCO cites fear of stigmatization, exclusion, and reprisal as barriers to disclosure. |
| Female basketball players received about three times as many abusive messages as male counterparts. | An Associated Press report in 2024 on an NCAA pilot that monitored accounts around selected championship events in six sports during 2023–2024. | This is a finding about monitored accounts and selected events, not all women athletes, all social platforms, or harassment overall. |
The IOC’s 2016 consensus also notes that prevalence estimates vary substantially and that the research base represented only a few countries, with some populations under-studied. Differences in definitions and methods make a single headline rate misleading. The available evidence supports concern and better safeguarding; it does not establish a globally comparable prevalence statistic for harassment of women athletes.
How power and organizational culture affect risk
Sport brings athletes into relationships with coaches, selectors, medical staff, teammates, administrators, and others who may influence training, opportunities, or team membership. The IOC consensus identifies prejudice and power differences as factors shaping risk. It also warns that organizations can enable harm through silence, denial, failure to prevent, or tacit acceptance. This is a reason to examine systems and incentives, not a basis for assuming that every allegation has identical facts or legal status.

Safeguarding therefore reaches beyond whether an organization has a written rule. Athletes need to know where a concern can be raised, who will receive it, what happens next, and how to seek support. If a person with influence over an athlete is also responsible for handling a complaint, trust in the process may be weakened; organizations should plan for neutral intake and resolution rather than leaving conflicts of interest unaddressed.
Why athletes may not report
Disclosure can carry perceived risks, especially where the athlete depends on the team or staff for participation and advancement. UNESCO identifies fear of stigmatization, exclusion, and reprisal among reasons women may not disclose violence. Other practical barriers can include uncertainty about what conduct counts as abuse, not knowing the reporting route, concern about confidentiality, or believing a complaint will not be handled impartially. These are reasons to improve reporting systems, not to place responsibility on athletes to prevent misconduct or prove a case alone.

A safe process should make clear that an athlete may seek support even if they are unsure how to label an experience or are not ready to make a formal complaint. Organizations should explain any limits on confidentiality before collecting sensitive details, and should make reporting options and next steps understandable and accessible.
How sport organizations can respond
The IOC’s 2016 consensus recommends monitored written policies that state athlete rights and welfare priorities, assign responsibility, define prohibited conduct and consequences, and explain complaint handling, reporting, referral, neutral resolution, and routes to support. The 2024 IOC consensus extends the emphasis to whole-system prevention: athlete-centered settings, mutual care, healthy relationships, trauma- and violence-informed practice, diverse perspectives, and measuring whether interventions work.

Build a usable policy and reporting route
- Define violations and consequences clearly, and state who is responsible for receiving, assessing, and resolving concerns.
- Explain how to report, where a report may be referred, how impartial handling is protected, and where the people involved can seek support.
- Make reporting routes and procedures understandable to athletes and revisit them to check that they are actually being followed.
Provide trained people and coordinated support
The IOC recommends designated qualified personnel, education, athlete input, and partnerships with families and caregivers. Depending on the circumstances, coordination may also involve law enforcement, medical care, child protection, counselling, or other support groups. The appropriate route depends on the situation and applicable local requirements; a sport organization’s process should not be presented as a substitute for external help or legal obligations.

UNESCO’s Women and Sports program frames equal opportunity to participate and to take part in supervision and decision-making as a right, and identifies protection from harassment, misconduct, and abuse as an intervention priority. Athlete participation should therefore extend to shaping and assessing safeguarding systems, not just receiving training about them. Organizations should measure whether people can access reporting and support and whether prevention measures are effective, while respecting privacy and avoiding exposure of complainants.

Responding to online abuse without treating it as a separate problem
Cyber-based conduct belongs within safeguarding, not outside it. Abusive messages directed at athletes can affect participation and wellbeing, while online conduct can intersect with power relationships and other forms of harassment. The NCAA pilot finding in the table is a bounded example of online abuse, not proof of how often such abuse occurs throughout women’s sport.
For an athlete who chooses to document online conduct, preserving the message, account name, date, and platform context may help when asking a platform, team, or organization to review it. Avoid sharing sensitive material more widely than necessary. Blocking or muting can reduce exposure, but it should be an athlete’s choice and should not replace an organization’s responsibility to address a safeguarding report. Organizations should explain how digital evidence can be submitted and handled, who can access it, and how the athlete can request support.
What college-athletics guidance covers in the United States
The NCAA’s Sexual and Interpersonal Violence Prevention resources describe prevention as collaboration among campus leadership, athletics departments, student-athletes, and community partners, and cover awareness, prevention, reporting, and response. This is U.S. college-athletics guidance; it does not define legal requirements in other jurisdictions or replace an institution’s applicable reporting obligations.
