Secure file uploads require multiple controls working together: accept only needed formats, validate both filenames and file content, authorize each operation, store files away from public execution paths, and limit how files are processed and served. No single check—including a MIME-type check, file signature check, or malware scan—makes an upload safe.

What can go wrong when an app accepts files?

A file upload is an entry point for untrusted data. A malicious or simply unexpected file can target a parser, consume storage or processing capacity, overwrite another file if names collide, or carry active content that harms people who later view it. The risk continues after receipt: extraction, conversion, preview generation, and downloads all process or expose that data.

OWASP’s maintained File Upload Cheat Sheet recommends defense in depth rather than relying on one validation step. The controls below should be chosen for the formats the application genuinely needs and the processing it can safely support.

How should you validate uploaded files?

Start with a narrow business allowlist

Permit only the file types the feature requires. Reject everything else by default instead of trying to enumerate every dangerous format. Validate the filename after decoding it, and account for case variations, double extensions, and null-byte tricks. Avoid weak, improvised regular expressions as the sole test; use format-aware parsing and well-understood validation logic.

Treat the filename and Content-Type as untrusted

The request’s Content-Type comes from the uploader and can be spoofed. It may be useful as a quick consistency check, but it is not proof of what the file contains. Likewise, an allowed extension does not establish that the bytes match the claimed format.

Use suitable content checks for the formats you accept. File-signature or magic-byte checks can help identify a format, but they are only one layer: a matching signature does not prove that a file is harmless or safe for every parser. For complex formats, validate with appropriate format-aware libraries and keep those libraries securely configured and up to date.

Apply limits before and during processing

Set maximum upload size, filename length, and—where relevant—number of files or uploads per user. Choose limits based on the application’s business requirements, storage capacity, and processing capacity; there is no universal safe size that fits every application.

Archives need a separate expanded-size limit. A small compressed upload can expand into a much larger volume of files or data. Use safe extraction methods, constrain total extracted size and file counts, and reject paths that could write outside the intended extraction directory. Consider limits on download requests as well when needed to protect availability.

Who may upload, retrieve, or change a file?

Require identification or authentication when the feature needs it, then authorize each action individually. A user who can upload a file should not automatically gain access to every other user’s files or the right to replace them. Check authorization for upload, retrieval, modification, and deletion according to the application’s access model.

Protect browser-based upload endpoints against cross-site request forgery (CSRF), just as you would other state-changing actions. Generate an unpredictable application-side storage name rather than using the original filename as a path or identifier. Retain the original name only when the product needs it, handle it as untrusted display data, and restrict its length and permitted characters.

Where should uploaded files be stored?

Choose storage that separates untrusted content from application code and limits who can reach it. The preferred arrangement depends on whether files must be public, private, or available only to authorized users.

Separate host for uploaded content Preferred by OWASP because it separates uploads from the application host and its execution context. Keep retrieval rules appropriate to the file’s audience; do not assume a separate host makes private content public-safe. Useful when the application can serve or link to content independently from its main application host.
Outside the webroot Prevents a direct public web path from being the default route to stored files. Use an application-controlled retrieval path that checks the requester’s authorization. Practical when files need controlled access rather than direct public URLs.

Apply least privilege to both filesystem and application identities: the upload component should not have broader read, write, or execute rights than it needs. Avoid using an original filename as a filesystem path, and ensure the application cannot be tricked into overwriting unrelated files.

How should files be scanned and served?

Use scanning as an additional control

Antivirus or sandbox scanning can be useful where available, and content disarm and reconstruction may be appropriate for supported document types. Neither scanning nor document transformation is a guarantee that a file is safe. Continue to enforce authorization, storage isolation, type restrictions, and resource limits.

Consider privacy before sending uploads to an external scanning service. Files may contain confidential, personal, or regulated information, and a public scanning service can expose data or create information-gathering risks. Use a scanning arrangement consistent with the data you accept and the promises you make to users.

Control how retrieval works

For private files, route retrieval through the application or another access-controlled mechanism that verifies the requester’s permission for that specific file. For intentionally public files, keep their storage and serving behavior separate from executable application content. Set response behavior appropriate to the format and avoid treating user-supplied metadata as trusted headers or paths.

Implementation checklist

  • Define a narrow allowlist based on the feature’s actual business need.
  • Decode and validate names carefully; impose length and character limits, and generate storage names in the application.
  • Use the request MIME type only as a weak sanity check; validate content with format-aware checks, treating signatures as one layer.
  • Enforce authentication where appropriate, per-file authorization, and CSRF protection for browser-based upload actions.
  • Set upload, count, filename, and processing limits; include expanded archive size and safe extraction rules.
  • Store uploads on a separate host or outside the webroot when practical. If neither is possible, use strict permissions and controlled serving.
  • Apply least privilege, keep processing libraries current and securely configured, and consider scanning or content disarm with privacy implications in mind.
  • Limit retrieval or download activity when needed to protect application availability.
