A hacker reportedly claimed to have data linked to 19 million French mobile and internet customers, but that figure is not a confirmed count of victims. France Titres, the government agency behind the ants.gouv.fr portal, said in an April 21 update that 11.7 million personal accounts could be affected; it described that number as preliminary while investigations continued.
What happened at France Titres?
France Titres, formerly known as ANTS, detected a security incident affecting the ants.gouv.fr portal on April 15, 2026. The agency said the incident could involve information associated with personal and professional accounts. Its initial notice, published April 20, said technical investigations were underway to determine the incident’s origin and scope.
The reported 19 million figure came from a hacker’s claim about a database advertised for sale, as reported by TechCrunch on April 22. It is not an agency-verified count of distinct customers or accounts.
How the 19 million claim differs from France Titres’ estimate
| Figure | Source and date | What it describes | Certainty |
|---|---|---|---|
| 19 million | Hacker’s claim, reported by TechCrunch on April 22, 2026 | Records in a database allegedly advertised for sale; not verified distinct customers or accounts | Unverified claim |
| 11.7 million | France Titres update published April 22, giving the agency’s position as at April 21, 2026 | Personal accounts that could be affected | Preliminary agency estimate; investigations ongoing |
The figures should not be treated as two equivalent measurements: they come from different sources, refer to different units, and carry different levels of certainty. France Titres’ April 21 update did not confirm the hacker’s 19 million figure.

Were uploaded documents, biometric data, or portal access affected?
France Titres said administrative attachments submitted during procedures were not involved. In its April 21 update, the agency also said investigations at that stage excluded disclosure of attachments and biometric data. It said the disclosed personal data did not enable unauthorized access to a portal account.
What should affected or concerned users do?
France Titres’ initial notice, published April 20, said: “No action is required from users.” It also advised users to be alert to unusual or suspicious texts, calls, and emails appearing to come from France Titres (ANTS). In its April 21 update, the agency additionally recommended changing the portal password the next time users logged in.

France Titres said it notified France’s data-protection authority, the CNIL, reported the incident to the Paris prosecutor, and brought it to ANSSI’s attention. The agency described technical investigations as ongoing. Its April 2026 updates do not establish a final affected-account count, the full technical cause, or a final investigative conclusion.
