There is no universal winner. Gusto is worth considering if you want to run payroll through a self-service platform with published starting prices. Paychex is worth comparing if you want dedicated HR support, a broader service suite, or PEO/HRO options. To find the better fit—and the actual cost—compare the specific Gusto plan with a written Paychex quote for the same headcount, locations, pay frequency, and services.

Gusto and Paychex differ in how they deliver payroll and HR

Gusto presents itself as a self-service payroll and HR platform. Its comparison page says it does not offer PEO or HRO services. Paychex offers a broader set of services, including PEO and HRO options, according to its own comparison material. Those vendor descriptions are useful for understanding the service models, but they are not an independent product ranking.

A self-service platform generally means your business operates the software and remains responsible for its employer decisions and obligations. PEO or HRO arrangements can involve a more outsourced HR relationship; the exact services and responsibilities depend on the agreement. Ask each provider to spell out what its proposed package handles and what remains with your company.

Gusto’s official pricing page lists Simple starting at $49 monthly plus $6 per person monthly; that is a starting price, not a complete estimate for every business. For example, the same page lists Time & Attendance Plus at $6 per person per month after its trial, Priority Support at $30 per month plus $3 per person per month, and a business-compliance service at $85 per month per state on an annual contract. These are add-on examples, not requirements for every customer, and pricing may change.

Paychex’s pricing page asks prospects to request a personalized quote and says a representative can help select a package and pricing structure. Its cost cannot be compared fairly with Gusto’s starting price without matching services and business details. Neither headline figure alone establishes which provider will cost less.

Which businesses should investigate Gusto?

Gusto may suit a small business that wants to manage payroll itself, values a visible starting price, and can select a plan aligned with its locations and HR needs. Gusto’s help article describes Simple for single-state payroll, Plus for multi-state payroll and additional features, and Premium for businesses seeking dedicated support and HR resources. Which businesses should investigate Paychex?

Paychex may be a stronger candidate if you want to explore a broader HR services relationship, dedicated HR support, or PEO/HRO options alongside payroll. Paychex says its certified HR Business Partners average 15 years of experience; that is the company’s own figure, not an independently verified comparison.

Because Paychex quotes packages rather than publishing one universal price, request the proposed services, fees, and terms in writing. Ask what the HR support includes, who provides it, and what response channels and service expectations apply.

How to compare the actual offers

  1. Define your operating profile. Give both providers the same employee count, work locations and states, pay frequency, and expected growth.
  2. List required services. Specify tax filing, benefits administration, time tracking, integrations, reporting, and any outsourced HR or PEO/HRO support you need.
  3. Request comparable totals. For Gusto, price the plan and add-ons that meet those requirements. For Paychex, request a written quote for the same scope. Ask about setup charges, recurring fees, contract terms, and any services billed separately; do not assume generic fees or terms apply to every customer.
  4. Check support and expansion costs. Ask about support channels, hours, response expectations, and the cost of adding employees, states, or higher-tier features. Compare the likely next step for your business, not just today’s package.
  5. Review responsibilities and agreement details. Confirm what the provider handles and what your business must still do, then review the final service agreement before signing.

What to verify before choosing

  • Whether payroll tax filing and related support are included in the quoted package.
  • Whether the plan covers every state in which employees work.
  • Which benefits, integrations, timekeeping, and reporting features are included versus add-ons.
  • What level of human support is available and whether it is included or separately priced.
  • For PEO/HRO offerings, the specific services, responsibilities, and terms in the agreement.
  • The full recurring and one-time cost for your business profile, rather than a starting price alone.
