Odisha’s Law Minister, Prithviraj Harichandan, put the state’s case for GST registration simplification at the 57th GST Council meeting, where he represented Chief Minister Mohan Charan Majhi. According to an Odisha news report, the state’s position is that the proposed changes would particularly help small businesses and taxpayers in rural and semi-urban areas. The reforms are Council recommendations. The reports available for this article describe proposals, not notified rules or live portal changes, so small businesses should not assume the new process is already in operation.

What Odisha said, and what it did not say

The Odisha government’s position, as reported by a state news outlet, is that clearer guidance, practical tools and tips in the registration process would be especially useful to small businesses outside the big cities. The report paraphrases the government’s view and does not carry a direct quotation from the minister, so treat the benefit as the state’s stated expectation rather than a measured result. No official estimate of the time or money that rural or semi-urban Odisha businesses would save was found in the sources reviewed.

What the 57th GST Council recommended for new registrations

The Press Information Bureau (PIB) account of the 57th meeting lists three recommendations that concern the application itself. Each one targets the same problem: applications that are rejected or returned because they lack correct information, which slows down processing for everyone.

A circular on documents, with FAQs

The Council recommended a comprehensive circular that specifies the documents and information required for GST registration, supported by frequently asked questions. This would give applicants a single reference point for what to upload and give tax officers a common standard to apply.

Changes to FORM GST REG-01

The Council recommended changes to FORM GST REG-01, the registration application form, so that applicants can select the prescribed documents and information that apply to them. The stated aim is clearer expectations on both sides: the applicant knows what is required before filing, and the officer can check against the same list.

Guided navigation on the portal

The third recommendation covers the registration portal’s interface, with drop-down lists, tool tips and contextual guidance at the point where users enter information. The PIB account frames these changes as a way to reduce rejections and information queries and to speed up processing by tax officers.

Amendments to an existing registration

A separate recommendation concerns changes to details on a registration that already exists, not new applications. The Council recommended amending rule 19 so that most amendments to registration particulars would be accepted automatically through the portal. The exception is the principal place of business, which would still need to be handled differently. Anyone updating a business address or other details should check which category their change falls into before assuming it will be processed automatically.

The conditional route for small e-commerce suppliers

The PIB release also describes a proposed simple registration mechanism under rule 14B. It is aimed at certain small suppliers of goods who make e-commerce supplies into a state or union territory where they have no physical presence. The mechanism is conditional. As reported by PIB in 2026, it is tied to a monthly input tax credit limit of ₹2.5 lakh, with stock transfers between distinct persons excluded from that calculation. This is a narrow provision. It does not cover every small business, and it does not remove the obligation to register in other circumstances.

What was already in place

Some of the groundwork predates the 57th meeting. On 17 April 2025, the Central Board of Indirect Taxes and Customs (CBIC) issued Instruction No. 03/2025-GST after receiving complaints that applicants were being asked for documents beyond the prescribed list. The instruction directs field officers to follow the prescribed list and identifies which documents apply in specified cases. That is an administrative instruction to officers, and it is separate from the Council’s later recommendations on the form and portal.

A parliamentary reply published for 12 August 2025 (Rajya Sabha Starred Question No. 247) describes registration as fully online through the common portal. It notes Aadhaar-linked processing timelines and states that an application is deemed approved if the officer does not act within the prescribed time. The same reply lists an annual turnover threshold of ₹40 lakh for registration of suppliers of goods in most states, subject to exceptions. That figure is not a universal cut-off. Whether a business must register depends on whether it supplies goods or services, how turnover is calculated, whether an exemption applies and whether the state in question has its own rules. The Government also reported that the GST Council had allowed eligible unregistered suppliers and composition taxpayers to sell goods within a state through e-commerce operators, subject to conditions. That is an earlier and separate route.

Sales through e-commerce operators by eligible unregistered suppliers and composition taxpayers Earlier GST Council decision, as reported in a 2025 government reply Permitted subject to conditions Eligible unregistered suppliers and composition taxpayers selling goods within a state

The stated goal, and what has not been measured

The PIB account states the purpose of the proposed registration changes in these words: “This will reduce rejections and queries raised in respect of registration applications on account of lack of correct information/details and will expedite processing of registration applications by the tax officers.” That sentence describes the Council’s intent. It is not a measured result, and it is not a statement by the Odisha minister.
