There is no single GST category called “shipping business.” A road transporter, goods transport agency (GTA), courier, freight forwarder and multimodal operator may provide different services, so classify each service before deciding whether registration is required, who pays GST or what documents to issue. Use this checklist to identify the questions to resolve, then verify changeable rules on the live GST Portal and in current notifications.

1. Classify the service you actually supply

A business name, contract label or use of the word “shipping” does not settle GST treatment. Identify what the business undertakes for each service and how the supply is documented. A business that provides more than one type of service may need to assess each separately.

Service type GST question to resolve Practical implication
Goods transport agency (GTA) Does the service qualify as GTA service under the applicable GST definition and rules? GTA-specific transport-document particulars and tax-payment options may apply. Determine the liable person for each supply.
Other road goods transporter Is the supply road transport by a transporter that is neither a GTA nor a courier? CBIC’s sectoral FAQ describes an exemption for this category under the notification it cites. Check current notifications and the exact service before relying on that guidance.
Courier Is the service supplied as a courier service rather than as GTA or other road transport? Courier services are treated separately in CBIC’s sectoral guidance; assess the current provisions applicable to the supply.
Freight forwarder or multimodal operator What service does the business contract to supply, and is it acting as a principal or arranging transport? The trade description alone does not establish the GST category. Review the agreement, invoice and actual service, including any separate transport or handling components.

2. Work through the registration questions

Registration depends on the business’s facts and current law, not on a single threshold that applies to every shipping business. The sectoral CBIC FAQ includes historical threshold figures and transport-specific guidance; do not treat those figures as a current, complete registration test. Check current legislation, notifications and the GST Portal for the taxpayer’s circumstances.

  • Identify the applicant: Establish the legal entity and its PAN, and list each State or Union territory where a place of business or taxable activity raises a registration question. SEZ units and developers have separate registration treatment.
  • Assess the relevant facts: Work out aggregate turnover, the nature and location of supplies, State footprint, inter-State activity, GTA classification, reverse-charge liabilities and any compulsory-registration trigger or statutory exception.
  • Check whether supplies are under reverse charge: CBIC’s FAQ says registration is not compulsory where a transporter’s entire supplied services are covered by reverse charge. This is historical guidance, not a blanket exemption for every transporter; verify the exact service and current provisions.
  • Prepare the application information: The GST Portal registration guide lists details and sections covering constitution of business, promoters or partners, authorised signatory, principal and additional places of business, goods and services, State-specific information, and Aadhaar authentication. The application requires PAN, mobile number, email and State/UT information.
  • Record the liability date: The GST Portal guide describes a 30-day application window for a normal taxpayer: where an application is made within that window, registration is effective from the date liability arose; for a late application, the liability date remains, but registration is effective from the grant date. Confirm that this timing rule applies to the applicant and current procedure.

Can an unregistered transporter carry goods for a registered dealer?

Transporter registration status alone does not answer this. CBIC’s sectoral FAQ addresses an unregistered transporter carrying goods for a registered dealer, but its threshold framing is legacy guidance. Determine whether the transporter’s own services require registration under current rules, whether the service is a GTA or another category, and which party must meet any applicable GST or e-way bill obligation. A recipient should not assume that using an unregistered carrier removes its own compliance responsibilities.

3. Decide how GST is paid on GTA services

For each GTA supply, identify the person liable to pay GST before invoicing. Published CBIC material describes recipient-paid reverse charge as well as an option for a GTA to pay under forward charge. The notification material reviewed ties the option framework to 2022; confirm current rates, eligibility, declaration requirements and election timing before setting up billing.

Payment route What to establish Operational check
Recipient-paid reverse charge Whether the supply and recipient fall within the current reverse-charge provisions. Record the liable recipient and provide the information needed for the recipient’s compliance. Do not assume every GTA supply is automatically under reverse charge.
GTA-paid forward charge Whether the GTA is eligible to use the current option and has met the applicable declaration and election conditions. Confirm the applicable rate and election timing from current CBIC notifications before charging GST.

4. Check invoices and GTA transport documents

A GTA consignment note or other applicable transport document needs particulars beyond a generic shipment description. CBIC’s invoice-rule material lists these GTA particulars:

5. Decide who handles the e-way bill before dispatch

The general e-way bill rule concerns registered persons causing movement of goods where the consignment value exceeds ₹50,000, subject to the rule’s terms, exceptions and amendments. This is not a rule that every shipment above ₹50,000 invariably requires a bill. Check whether the particular movement qualifies, whether an exception applies and whether any current State-specific notification affects it.

  2. Assign the entry responsibility: Establish whether the supplier or recipient has generated the e-way bill. If neither has done so and the goods are handed to a transporter, the transporter may have to generate it using the Part A information supplied by the registered person.
  3. Carry the required documents: Keep the invoice, bill of supply or delivery challan, as applicable, and the e-way bill number or copy available with the person in charge of the conveyance.
  4. Handle a conveyance change: If goods are transferred from one conveyance to another during transit, the transporter must generate a new e-way bill before the transfer and further movement, as stated in the CBIC E-way Bill Rules.
  5. Handle a consolidated load: Where multiple consignments travel in one conveyance, the transporter generates a consolidated e-way bill using the individual e-way bill numbers.

The rules provide for optional generation below ₹50,000 and contain other conditions and exceptions. Check current provisions rather than applying the general threshold without qualification.

A person in the business of transporting goods must also maintain records of goods transported, delivered or stored in transit, including records for each branch. Keep the supporting documents together so a consignment can be traced from dispatch through delivery or any transit storage. Preserve records for the statutory period applicable to the taxpayer; check the current Act and rules for the period rather than assuming one duration applies to every record or case.

8. Pre-dispatch and periodic compliance checklist

Before taking on a service or customer

  • Classify the service as GTA, other road transport, courier or another supply based on what is actually provided.
  • Review the customer contract, invoice format and transport document against that classification.
  • Resolve who is liable for GST on GTA supplies and whether a forward-charge option is available and properly elected.
  • Check registration liability against current rules, the business’s turnover and State footprint, and any applicable compulsory-registration trigger or exception.

Before each goods movement

  • Check the e-way bill rule, consignment value and any applicable exception or State-specific notification.
  • Agree who will generate the e-way bill and provide the transporter with the required Part A information where applicable.
  • Check that the invoice or delivery challan and transport document match the consignment and that required documents or e-way bill details are available with the person in charge.
  • Update the e-way bill when the applicable conveyance-change or consolidated-load procedure requires it.

During each reporting cycle

  • Reconcile dispatches, invoices, reverse-charge transactions and e-invoice data with GSTR-1 information.
  • Review notices and current filing tasks on the GST Portal.
  • Maintain transport, delivery and in-transit storage records for each branch and retain supporting documents for the applicable statutory period.
