GST changes that could ease working capital for Goa industries are, so far, mostly recommendations, requests, or stated administrative timelines. None of the documented measures has been shown to release a specific amount of cash for Goa businesses. The clearest current signals are the GST Council’s 8 October 2026 recommendation to speed up refunds and a 1 October 2026 Goa briefing that gave refund-processing timelines.
The headline attributes the working-capital concern to a Laghu Udyog Bharati (LUB) representative. We could not match that attribution to a published statement. The LUB positions that can be documented are a 2026 memorandum to the Goa government and a September 2025 statement by Goa LUB president Pallavi Salgaocar. This article separates those from official policy.
Why GST cash gets stuck in a business
Working-capital pressure under GST usually comes from money the business has paid in tax but cannot yet use or recover. Three mechanisms explain most of the problem reported by manufacturers and other MSMEs.
Accumulated input tax credit (ITC)
Input tax credit is the tax a registered business pays on purchases and can set against its own GST liability. When credit builds up faster than the business can use it, the balance sits idle. Money tied up in unused credit is cash the business cannot spend on wages, raw materials, or machinery.

Inverted duty structures
An inverted duty structure arises when the tax rate on inputs is higher than the tax rate on the finished goods. The business pays more tax on what it buys than it collects on what it sells, so credit accumulates every month. Manufacturers in sectors with this pattern are the most exposed to refund timing.
Refund delays
A refund converts accumulated credit back into cash, but only after a claim is filed, processed, and sanctioned. The gap between filing and payment is the period in which working capital is strained. Refund speed is therefore the most direct lever on this problem.
What the GST Council recommended on 8 October 2026
The Press Information Bureau (PIB) reported that the 57th GST Council meeting, chaired by Union Finance Minister Nirmala Sitharaman, made recommendations in six areas:

The release, titled “GST Council recommends faster refunds to improve working capital for businesses,” explicitly links faster refunds to business working capital. That is the strongest official statement connecting the GST process to the problem in the headline.
A Council recommendation is not the same as a law in force. Whether any of these items applies in Goa depends on a notification that sets its effective date. The release, as reported, does not establish that date for each item.
Refund timelines stated for Goa
A PIB report dated 1 October 2026, covering a Goa outreach programme under the “Bharat Sarkar Aapke Dwaar” initiative, quotes Sumit Kumar, Principal Additional Director General of the Directorate General of Taxpayer Services (DGTS), on refund processing. The figures were stated at the briefing and should be read with their conditions:

- Provisional refunds of up to 90 percent are swiftly sanctioned for eligible taxpayers.
The words “eligible taxpayers” carry the qualification. The statement describes administrative timing. It does not promise that a particular business will receive a refund within seven days, and it does not state what share of Goa’s claims meets the eligibility conditions.

What Goa LUB has asked for
The 2026 memorandum
According to The Goan’s report of 5 March 2026, LUB Goa Pradesh submitted a 20-point memorandum to Chief Minister Pramod Sawant. Its reported measures include SGST reimbursement for new and expanding units, a compliance-support system for small manufacturers covering GST, labour, and pollution filings, a digital single-window clearance system, and market-linkage measures. These are the association’s requests as reported. They are not government policy.

The 2025 grievance request
On 9 September 2025, The Times of India reported that Salgaocar welcomed GST 2.0 and urged awareness workshops and grievance-redress mechanisms at local GST offices. She said:
“GST 2.0 is a positive step that will ease compliance burdens, improve cash flows, and support the growth of small businesses. For Goa’s micro, small, and medium enterprises in food processing, tourism, manufacturing, and traditional sectors, these reforms will be a major relief.”
This is her assessment of expected effects. It is not a measured result, and it is not the statement the headline describes.

National survey context, not Goa data
An Economic Times commentary by M Pandiyan and Sheena Sareen, published 1 July 2025, reports findings from Deloitte’s GST@8 survey. The figures are national and should not be read as Goa estimates:
- 59 percent in the 2022 survey.
- 85 percent in the 2025 survey.
- More than 960 senior executives across eight industries in the 2025 survey.
The commentary says confidence in the GST regime rose between the two survey years, while businesses still reported working capital blocked by unutilised ITC, capital investment, inverted duty structures, and refund complexity. The commentary does not make clear, in the reporting reviewed, exactly what each percentage measures. Check the wording against Deloitte’s own publication before quoting the percentages as a measure of working-capital stress.

How to check whether a measure applies in Goa
- Start with the PIB release for the proposal. Treat a Council recommendation as a proposal until a notification implements it.
- Find the implementing notification. Central GST changes appear in central notifications. State GST (SGST) changes appear in state notifications, which the Department of State Tax Goa lists on its Tax Notifications page.
- Read the commencement clause in the notification text. The date a notification is issued and the date it takes effect can differ, and some provisions apply only from a later date.
- For refunds, check the eligibility conditions in the statute and rules. The processing-time figure from the 1 October 2026 briefing describes administrative practice and does not replace those conditions.
- Confirm the status again before relying on it. The latest official item reviewed for this article is dated 8 October 2026.
What remains unestablished
- No verified figure measures how much working capital has been released for Goa industries.
- The sources reviewed do not show how many Goa businesses have pending refund claims or how many are eligible for provisional refunds.
- The sources do not show whether any LUB memorandum request has been adopted in whole or in part.
- The exact LUB remark in the headline could not be located in a published source.
