For a GST-registered business in India, first choose the right document: a tax invoice is generally used for a taxable supply, while exempt supplies and supplies by a composition-scheme taxpayer generally require a bill of supply. Include the particulars that apply to the transaction, issue the document by the relevant goods-or-services deadline, and check separately whether marketplace rules or e-invoicing requirements affect the sale.
Which GST document should you issue?
| Transaction | Usual document | Key point |
|---|---|---|
| Taxable supply by a registered person | Tax invoice | Show the applicable tax particulars and transaction details required by the invoice rules. |
| Exempt supply | Bill of supply | Do not use the bill of supply to show GST as tax being collected. |
| Supply by a composition-scheme taxpayer | Bill of supply | A composition taxpayer does not issue a tax invoice charging GST in the ordinary way. |
| Qualifying transaction that includes taxable and exempt supplies | Invoice-cum-bill of supply may be permitted | CBIC’s GST invoice rules allow a combined document in the circumstances specified there; confirm that the transaction qualifies. |
These are general document choices, not a decision on whether a particular supply is taxable or exempt. Classification, registration status, recipient, place of supply and applicable exceptions can change the answer. CBIC explains the document distinction in its Tax Invoice, Credit and Debit Notes — GST Invoice Rules and Sectoral FAQs: E-Commerce and GST.
What must a tax invoice contain?
CBIC’s invoice rules prescribe particulars, with some fields conditional on the recipient or transaction and specific alternatives or relief for certain cases. Use this as a working checklist, then confirm which requirements apply to the particular supply.
Supplier and invoice identity
- Supplier’s name, address and GSTIN.
- A consecutive serial number unique for the financial year.
- Date of issue.
Recipient and delivery details
- For a registered recipient: the recipient’s name, address and GSTIN or UIN.
- For an unregistered recipient: recipient and delivery address details, including State and State code, when the taxable supply is at or above ₹50,000.
- Delivery address where it differs from the recipient’s address.
Supply, value and tax
- HSN for goods or the Accounting Code for services, as applicable, and a description of the supply.
- For goods, quantity and unit or unique quantity code.
- Total value of the supply and taxable value after applicable discounts or abatements.
- Applicable tax rate and amount, shown under the relevant tax head or heads.
Transaction-specific particulars
- For an inter-State supply, place of supply and the State name.
- An indication where tax is payable on reverse charge, when applicable.
- Supplier’s signature or digital signature, subject to exceptions permitted by the rules.
Do not treat every item as mandatory in every invoice: recipient status, supply type and rule-specific exceptions matter. The authoritative reference is CBIC’s Tax Invoice, Credit and Debit Notes — GST Invoice Rules.

When must you issue the invoice?
| Supply or circumstance | General timing described in the rules | Qualification |
|---|---|---|
| Goods | Generally on or before removal or delivery | The statutory wording and special cases can affect timing. |
| Taxable services | Generally within 30 days from the date of supply of service | CBIC’s Rule 47 sets the general period. |
| Services by insurers, banking companies, financial institutions, including NBFCs | Up to 45 days | This is a specified exception, not a general extension for all service providers. |
| Continuous supplies, event-linked payments and certain inter-branch or distinct-person supplies | Separate timing rules apply | Check the applicable rule for the supply and payment arrangement. |
CBIC Rule 47 states that an invoice for a taxable supply of services “shall be issued within a period of thirty days from the date of supply of service,” with the rule’s stated exceptions. These are invoice-issuance deadlines; do not confuse them with the separate e-invoice reporting clock described below.
Narrow exception for very small sales
CBIC’s sectoral e-commerce FAQ says a registered person may omit an individual tax invoice for a supply below ₹200 only where the recipient is unregistered and does not request an invoice. The supplier is to issue a consolidated invoice at the end of the day for such supplies. This is a narrow exception with recipient and request conditions; check the current rule and transaction facts before relying on it.

What changes when you sell online or through a marketplace?
“Online seller” can mean a business selling through its own website, a supplier using an electronic commerce operator, a marketplace that collects consideration, or a service for which an operator is treated as liable under a notified provision. Those arrangements do not all receive the same GST treatment.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Own website versus an operator
A direct sale through your own online store and a sale facilitated by an electronic commerce operator are not interchangeable for GST purposes. For marketplace transactions, establish the operator’s legal role, who collects consideration, the type of supply, and the supplier’s registration status. The marketplace contract and portal workflow do not, by themselves, settle the supplier’s statutory invoicing obligation.

Marketplace collection and registration questions
CBIC’s Sectoral FAQs: E-Commerce and GST describes section 52 tax collection at source (TCS) on net taxable supplies by operators required to collect it, with adjustment for returns. It also describes section 9(5) cases in which an operator pays tax on specified services and the supplier’s registration treatment differs from the ordinary section 52 case.
The FAQ is explanatory and may not reflect every later statutory or notification change. Do not assume that every marketplace seller must register regardless of turnover, that every online sale attracts TCS in the same way, or that a platform always issues the supplier’s invoice. Confirm the operator’s legal role, the supply category and current law for the arrangement.

Does your business need to e-invoice?
E-invoicing is a separate applicability test from choosing and issuing the underlying GST document. The GST Invoice Registration Portal (IRP) states that the notified threshold for covered taxpayers is aggregate annual turnover (AATO) of ₹5 crore or more in any financial year since 2017–18, effective 1 August 2023. The change from ₹10 crore to ₹5 crore was made by Notification 10/2023 — Central Tax.
Recommended Free Tools
The threshold is not a rule that every business above ₹5 crore must e-invoice every document: covered categories and exclusions in the notification matter. Check whether your taxpayer category and transaction are covered before treating IRP reporting as mandatory. An e-invoice requirement also does not replace the need to meet the applicable statutory invoice particulars and issuance deadline.

Separate 30-day IRP reporting limit for larger businesses
From 1 April 2025, the IRP says taxpayers with AATO of ₹10 crore or more must report covered invoices, credit notes and debit notes within 30 days of the document’s invoice date. After that period, the portal restricts generation of the Invoice Reference Number (IRN) for the document.
This ₹10 crore reporting restriction is a separate test from the general ₹5 crore e-invoice threshold. It is also separate from the deadline to issue an invoice under the rules—for example, the general 30-day service-invoice period runs from the date of supply of service, not from the IRP reporting rule.
Practical checks before sending an invoice
- Classify the supply and supplier. Establish whether the supply is taxable or exempt and whether the supplier is under the composition scheme.
- Choose the document. Use the applicable tax invoice, bill of supply or permitted invoice-cum-bill of supply.
- Check transaction particulars. Confirm recipient status, supply description, value, tax treatment, place-of-supply details where relevant, reverse-charge status and any rule-specific exceptions.
- Set the issuance deadline. Apply the goods or services timing rule, including any continuous-supply or specified-supplier exception.
- Assess online-sales treatment. For an operator-facilitated sale, determine whether section 52 or a section 9(5) provision applies and verify the operator’s role under current rules.
- Run the e-invoice tests separately. Check the ₹5 crore threshold and applicable exclusions, then check the distinct 30-day reporting restriction if AATO is ₹10 crore or more.
For ambiguous classifications, exemptions, exports, reverse-charge treatment, place-of-supply issues or marketplace arrangements, have a GST practitioner review the specific facts and applicable current provisions.
