The GST Council has recommended exempting storage and warehousing services for agricultural seeds meant for sowing. The recommendation, as reported by Business Standard on October 8, 2026, does not make the sale of seed itself GST-exempt. It concerns the service of holding seed in storage, and it is a recommendation rather than a notified change in the law.
What the recommendation covers
The headline is easy to misread. The proposal targets the storage and warehousing service used for agricultural seed intended for sowing. It does not target the seed as a good. A farmer or dealer buying seed would still be dealing with the GST treatment that applies to seed sales today, and the report does not describe any change to that treatment.
Keeping the two apart matters for anyone asking whether seed is “GST exempt.” The question has two possible meanings, and the reported recommendation answers only one of them:

The reported mechanism: a processing test
According to the report, the existing storage and warehousing exemption for agricultural produce applies only to produce that has undergone the processing ordinarily carried out by a cultivator or producer. The report says that seed meant for sowing is usually graded, treated, and packed before it reaches the farmer. On that basis, the seed fell outside the exemption.

The proposed change would shift the test. Under the reported account, the exemption would rest on what the goods are, not on how far they have been processed. The report attributes this explanation to unnamed officials, so it should be read as their description of the reasoning rather than as published legal text.
The officials also said the meaning of “seed” would be drawn from the seeds law. That point is relevant because the final legal definition of seed for this purpose has not been confirmed in the sources reviewed.

The proposed legal route
The report describes the proposal as an amendment to Entry 24B of Notification No. 12/2017. That is the reported route for the change. The text of any such amendment, and the date it would take effect, were not published in the sources available at the time of writing. A recommendation by the Council is also not the same as a notification: the Council recommends, and the change becomes law only when the government issues the notification.

What is not yet established
- Effective date. No commencement date was found. Do not assume the exemption applies to transactions already completed.
- Final wording. The Entry 24B wording is reported proposal language, not confirmed notified text.
- Price effects. The officials’ rationale says storage costs would no longer enter the price at which seed reaches the cultivator. No figure for the size of any price reduction was reported, so no estimate should be drawn from the report.
- Named source. The rationale is attributed only to unnamed officials, so it is not a named-person statement.
What to do now
- Treat the change as a Council recommendation until a notification appears on the official GST portal or in the Official Gazette.
- If you run a warehouse or cold store for seed, keep current GST invoices and records for storage services. Do not change billing on the basis of the report alone.
- If you are a farmer or seed dealer, check the seed sale GST treatment on your invoices as usual. The report does not change that treatment.
- Watch for the notification that amends Entry 24B of Notification No. 12/2017. Its text will show the operative scope, including the definition of seed and any conditions.
Reading the headline correctly
The Council’s recommendation is a service-side proposal for seed meant for sowing. It addresses the storage and warehousing of such seed, and the reported reason is that the exemption should follow the nature of the goods rather than the degree of processing. Until a notification sets the final wording and effective date, the recommendation should not be described as exempting seed sales, and any business decision should wait for the notified text.
