The 57th GST Council meeting was scheduled for October 8, 2026, at Bharat Mandapam in New Delhi. Ahead of it, news reports described proposals for faster refunds, simpler registration and returns, and changes to GST administration. Those were reported possibilities, not Council decisions: the formal agenda and meeting outcome were not public in reporting available on October 7.

For shoppers asking about GST on e-commerce delivery charges, the key distinction is between existing rules for a specific service and a broader proposal about uniform tax treatment across platforms. The existing official guidance addresses local delivery supplied through an e-commerce operator; it does not establish a new rule for every checkout line labelled “delivery charge.”

What was on the reported October 8 agenda?

Moneycontrol and BusinessToday reported that the Council could consider process reforms following earlier GST rate rationalisation. Reported topics included refunds, registration, input tax credit, return filing, treatment of services sold through e-commerce platforms, criminal provisions, and a faceless CGST interface. BusinessToday said implementation could be staged through 2027 and that broad rate changes were not expected. Because a formal agenda was not public in the reporting reviewed before the meeting, these remain attributed reports rather than confirmed agenda items or decisions. See Moneycontrol’s report and BusinessToday’s account of the agenda status.

The distinction matters: a Council recommendation is not necessarily an operative rule. A recommendation may require a notification, a change to legislation, or further implementation details before it changes what a business must do or what a customer pays.

What faster GST refunds were being discussed?

Moneycontrol reported a Finance Ministry proposal to acknowledge refund claims within 10 days, with acknowledgement treated as granted if that period passed, and then release 90% of the claimed amount after a risk check. An unnamed source quoted by Moneycontrol on October 6 estimated, “Refunds should take about 17 days.” That is an attributed estimate, not an adopted deadline or guaranteed turnaround. The same report said the CGST Act requires refunds within 60 days. Moneycontrol’s report

BusinessToday separately reported a possible expansion of inverted-duty-structure refunds to accumulated input tax credit from input services and capital goods. Its account said input-service refunds might start in the current financial year and capital-goods refunds from April 2027. These timelines and changes were reported possibilities, not confirmed Council decisions. BusinessToday’s account

How this relates to earlier Council recommendations

The 56th GST Council recommendations had already described risk-based provisional sanction of 90% of certain refund claims. That prior recommendation should not be confused with the October 8 report about a 10-day acknowledgement window and a possible 17-day overall timeframe. The earlier recommendations also proposed a simplified registration route for low-risk applicants. 56th GST Council recommendations

Would GST registration and returns become simpler?

Moneycontrol reported that 61% of GST registrations were being granted automatically within three working days, with a reported objective of raising that share to 100%. It also described possible self-certification for some registration amendments and annual returns for some small businesses supplying only to consumers. These were reported plans, not confirmed changes. Moneycontrol’s report

The recommendations said it could benefit around 96% of new applicants. That is a stated estimate in the recommendations, not a measure of actual uptake. 56th GST Council recommendations

BusinessToday reported another possible option: quarterly tax payments with an annual return for certain businesses with turnover up to ₹5 crore that supply to unregistered persons. This was a reported proposal, not a compliance option businesses should assume is currently available. BusinessToday’s account

What is the GST on e-commerce delivery charges?

The official FAQ on the 56th Council decisions says local delivery services supplied through an e-commerce operator (ECO) are taxable at 18%. Who pays the GST depends on whether the delivery supplier is required to register under section 22(1): if the supplier is not required to register, section 9(5) places the payment responsibility on the ECO; if the supplier is registered, the supplier pays the 18%. This guidance is specific to local delivery services. It does not by itself settle the treatment of every amount a platform calls a delivery charge, nor does it cover every platform fee, freight charge, or bundled supply. The actual supply and applicable rules matter.

What the reported platform proposal does—and does not—establish

Moneycontrol reported a proposal for uniform tax incidence across platforms for identical services, regardless of commercial model. That could affect platform-delivered services, but the report did not define the proposal’s precise scope or state how every consumer-facing delivery charge would be treated. Until an official decision and any necessary implementation details are available, it should not be read as a new blanket delivery-fee rule. Moneycontrol’s report

What was reported about decriminalisation and a faceless CGST interface?

Moneycontrol reported that the Council might discuss rationalising GST offences and a faceless CGST interface, alongside disagreement among some states over reducing tax authorities’ powers. Its story quoted an unnamed senior official: “We are moving towards a trust-based administration. Honest businesses should be able to deal with the GST system. We are looking at rationalised decriminalisation of all provisions,” and, “Because we trust, arrest powers need not be used.” These are anonymous-source remarks reported by Moneycontrol, not official Council statements. Moneycontrol’s report

BusinessToday reported that changing arrest powers would require legislative amendments and parliamentary approval, and that prosecution might be retained for deliberate fraud and serious offences. The Council itself cannot make a legislative amendment operative merely by discussing it. BusinessToday’s account

What businesses and consumers should do now

  • Businesses should continue to follow current GST law and applicable notifications rather than change filing or refund practices based on a reported proposal.
  • For a disputed delivery line, identify the service being supplied and whether the delivery supplier is registered; the official 18% guidance applies specifically to local delivery through an ECO.
  • After the meeting, check the Council’s recommendations and any subsequent notifications or legislative amendments before treating a reported change as operative.
