For an Indian e-commerce seller, GST compliance depends on what you sell, where and how you sell it, whether a marketplace is facilitating the sale, and whether you qualify for a specific registration exception. A low turnover alone does not settle the question. Confirm registration first, issue the appropriate invoice or bill of supply, reconcile platform transactions, and file the returns that apply to your registration and filing frequency.
Do e-commerce sellers need GST registration?
Not every seller can safely use the ordinary turnover threshold as the answer. CBIC’s Sectoral FAQs describe compulsory registration for suppliers selling through an e-commerce operator (ECO) that is required to collect tax at source under section 52 of the CGST Act. The FAQs also describe general registration requirements for operators. However, the FAQs do not resolve all later notification-based exceptions for certain unregistered suppliers of goods. Their answer should not be treated as proof that no exceptions exist today.
Equally, turnover below a general threshold does not by itself prove that a marketplace seller is exempt. Before deciding, check the current notification and the seller’s specific facts; where the exception is unclear, get advice from a GST practitioner.
Check these facts before applying a threshold
- What you supply: Identify whether you sell goods or services and whether the supply is taxable or exempt.
- How the sale is made: Determine whether the site is your own storefront or an ECO facilitating sales by other suppliers, and whether the platform collects customer consideration.
- Where the supply is made: Check whether the relevant supplies are intra-state or inter-state.
- Why you believe registration is not required: If relying on an exception, verify its current notification conditions rather than assuming it applies because turnover is low.
Marketplace and own-site sales are not identical

These are descriptions of the statutory framework in CBIC’s Sectoral FAQs. Check current law and notifications before applying them to present-day transactions. Marketplace TCS does not replace the seller’s own invoicing, tax, or return responsibilities.

How to start a registration application
The GST registration rules direct applicants to submit the application electronically through the GST Common Portal. In Part A of Form REG-01, the applicant declares PAN, mobile number, email address, and the State or Union Territory. Complete the application using current portal instructions and accurate business details; the proper route to registration depends on the seller’s circumstances.
What invoice should you issue, and what records should you reconcile?
CBIC’s Sectoral FAQs state that a registered person supplying taxable goods or services generally issues a tax invoice. A composition taxpayer or a supplier of exempt supplies uses a bill of supply. Check the applicable requirements for your registration type and supply rather than treating every marketplace order as the same kind of document.

The GST Portal’s GSTR-1 guidance covers reporting outward supplies, including invoice information, recipient and consumer supplies, credit and debit notes, and ECO-related supplies. Its online workflow calls for invoice details such as number, date, invoice value, and supply details. Reconcile the underlying records before reporting them.

- Match marketplace orders and storefront sales with the invoices issued.
- Account for cancellations, refunds, returns, and any credit or debit notes.
- Compare fulfillment or shipping records with the sales being reported.
- Reconcile marketplace settlement and TCS statements with the seller’s own sales records.
This reconciliation is a practical way to reduce mismatches between sales activity and return reporting; it is not a requirement to use a particular accounting product or workflow.

Which GST returns do sellers file, and when?
For applicable normal and casual registered taxpayers, GSTR-1 is the monthly or quarterly statement of outward supplies. The GST Portal guide says it must be filed even when there was no business activity in the tax period, subject to taxpayer category and applicable law. GSTR-1 is not a substitute for other returns or tax-payment obligations that apply to the seller.

The portal guide states that taxpayers with preceding-year turnover up to ₹5 crore, or newly registered taxpayers expecting aggregate turnover up to ₹5 crore, may opt for quarterly GSTR-1 and GSTR-3B, subject to conditions. Under the QRMP approach described in portal guidance, returns are filed quarterly while tax is paid monthly through challans. Confirm eligibility and the filing option shown for the account instead of assuming that every small seller qualifies.

These are ordinary GSTR-1 deadlines, not a guarantee of the deadline for a particular tax period. Check the live GST Portal calendar and applicable notifications. GSTR-3B deadlines and the complete monthly-payment procedure are not specified here; verify them for the seller’s category and period rather than relying on a fixed date.

The GST Portal creation guide says that, from the August 2024 tax period, qualifying inter-state B2C invoices above ₹1 lakh are reported as B2C Large; lower-value inter-state and intra-state consumer supplies are handled in consolidated B2C reporting. It also notes that from the May 2025 tax period, the HSN summary has separate B2B and B2C tabs. Use the portal instructions for the specific tax period because reporting tables and thresholds can change.

Does marketplace TCS cover the seller’s GST reporting?
No. CBIC’s FAQ describes TCS as a collection mechanism for an ECO required to collect under section 52, based on the net value of taxable supplies through the operator after accounting for taxable supplies returned during that month. The GST Portal’s GSTR-1 guidance includes ECO-related reporting in the seller’s outward-supply statement. A marketplace’s collection or settlement statement is therefore one record to reconcile, not a replacement for the seller’s own reporting and tax obligations.
For a self-hosted site selling only the owner’s products, CBIC states: “In cases where someone is selling their own products through a website, there is no requirement to collect tax at source as per the provisions of this Section.” That statement concerns section 52 TCS; it does not decide whether GST is due on the seller’s sales.
Does an e-commerce seller need to issue e-invoices?
E-invoicing is a separate question from marketplace onboarding. The Invoice Registration Portal’s mandate guidance states that the B2B e-invoice threshold was lowered to aggregate annual turnover of ₹5 crore with effect from 1 August 2023, subject to the mandate’s scope and exemptions. Check the seller’s own turnover, transaction types, business category, exemptions, and any current reporting time limit to determine applicability.
The portal also says an ECO can generate e-invoices on a seller’s behalf. That platform capability does not by itself establish whether the seller is in scope or discharge every seller responsibility. Confirm the current mandate and make sure any required e-invoice process covers the seller’s relevant transactions.
A practical compliance sequence
- Classify the business: Identify goods or services, taxable or exempt supplies, sales channels, and intra-state or inter-state activity.
- Resolve registration: Assess the general rule and any applicable current notification exception, especially if selling through an ECO. Do not rely on low turnover alone.
- Set up registration if required: Use the GST Common Portal and Part A of REG-01 with the required PAN, mobile, email, and State or Union Territory declarations.
- Issue the correct document: Use a tax invoice or bill of supply as appropriate to the seller’s status and supply.
- Reconcile before filing: Match invoices to orders, returns, cancellations, credits or debits, fulfillment records, and marketplace statements.
- File for the applicable period: Follow the account’s permitted monthly or quarterly option, current portal instructions, and live due dates.
- Check e-invoice scope separately: Apply the current mandate to the seller’s own turnover and transaction categories, not merely to the marketplace’s features.
CBIC’s Sectoral FAQs provide a useful explanation of the general framework, but registration exceptions and return procedures can change. For a decision that turns on a specific notification, transaction, or State or Union Territory, verify the current official rule or seek GST advice.
