There is no single turnover figure that determines every small business’s GST obligations in India. Registration and ongoing compliance depend on aggregate turnover, the kind and location of supplies, the sales channel, and whether a compulsory-registration rule or notified exception applies. Use the guide below to identify what to check, then confirm the current rule for your circumstances with the official GST and CBIC materials.
Do small businesses need GST registration?
It depends on more than annual sales. The registration analysis can turn on aggregate turnover, whether you supply goods or services, whether supplies are taxable or exempt, where the supplies take place, and whether a compulsory-registration category applies. The CGST Act contains compulsory-registration provisions as well as authority for notified exemptions, so neither “small business” nor “below a familiar threshold” settles every case. CBIC’s sectoral FAQ includes a question framed around a trader with turnover below ₹20 lakh selling through e-commerce websites. Treat that as wording from an FAQ, not as a universal current threshold or a conclusion for every seller. The applicability of turnover thresholds and exceptions can depend on current amendments, notifications, state and supply facts; check the applicable current rule rather than reusing an older FAQ figure. The CBIC FAQs are useful background, but threshold answers should be read with current law and notifications.
Facts to gather before deciding
- Turnover: establish the aggregate turnover relevant to the registration rules, rather than looking only at one store, platform, or product line.
- Supply: identify whether you sell goods, services, or both, and whether the supplies are taxable or exempt.
- Location: map where the business is registered and where supplies are made, including whether sales are intra-state or inter-state.
- Sales channel: distinguish direct sales through your own site or social channels from sales through an e-commerce operator, and determine the operator’s role.
- Special rules: check whether a compulsory-registration category or a specific notified exception applies to your situation.
These factors are decision points, not a substitute for applying the current law to an individual business.

Does selling through a marketplace require GST registration?
Not automatically in every case, but marketplace selling can change the registration analysis. Section 24 of the CGST Act addresses suppliers using an e-commerce operator that is required to collect tax at source (TCS). The Act also permits notified exemptions, so the operator’s role and the applicable notification matter. CBIC’s sectoral FAQs discuss the general framework; the Act and current notifications should guide the decision.
Before relying on an exemption, verify the current notification and its conditions for your supply, turnover, marketplace arrangement, and any applicable enrollment requirements. Official materials available at the cited pages do not establish a single blanket rule that all small marketplace sellers must register or that all below-threshold sellers are exempt. If your marketplace account asks for a GSTIN or another identifier, treat that as a platform requirement to clarify with the platform—not, by itself, a complete legal determination.

Does one GST registration cover sales in every state?
Do not assume so. CBIC’s registration guidance asks for state or Union Territory details, and the CGST Act describes a state-specific registration structure. A business selling across state borders should check which registrations its circumstances require and how the place and nature of each supply affect its obligations. Start with the CBIC registration rules and CGST Act text; a single registration should not be presumed to cover every state or transaction.
What returns does a registered seller file?
For regular taxpayers within its scope, the GST Portal says GSTR-1 is an electronic statement of outward supplies. It also says a nil GSTR-1 is required for a period with no business activity. The portal guidance excludes composition taxpayers and specified categories from that GSTR-1 requirement. Read the GST Portal GSTR-1 guidance to confirm how it applies to your taxpayer category.

Return forms and filing frequency depend on the taxpayer’s category and current portal rules. Do not infer a monthly or quarterly filing schedule solely from being a small business, or assume that having no sales means there is no filing obligation. Check the portal’s current instructions for the return and period that apply to your registration.
What invoice should a small business or online seller issue?
The correct document depends on the seller’s GST status and the transaction. CBIC distinguishes a tax invoice from a bill of supply: bills of supply apply in certain cases, including for composition taxpayers and exempt supplies. A single invoice template is therefore not appropriate for every seller.

CBIC’s invoice rules list particulars that may be required, including supplier and recipient details where applicable, a consecutive invoice number and date, description of goods or services, taxable value, tax rate and tax amount, and the supplier’s signature or digital signature. Check the CBIC invoice rules for the current requirements and the document applicable to your supply. The CBIC sectoral FAQs provide additional context for sellers.

If I register under the composition scheme, can I opt out later?
Composition is a separate GST scheme, and it affects which compliance requirements apply; for example, composition taxpayers are excluded from the GSTR-1 requirement described in the GST Portal’s guidance. Whether and how you can leave the scheme depends on the current rules and your circumstances. Check the current CBIC guidance and applicable provisions before switching, and confirm the resulting return and invoice requirements rather than continuing to use a regular-taxpayer process by default. The CBIC FAQs include this question, but any answer should be checked against current rules.

How to handle a no-activity tax period
If you are registered and had no business activity in a period, do not assume that you can skip every return. The GST Portal specifically requires a nil GSTR-1 for an in-scope regular taxpayer with no business activity. First confirm whether GSTR-1 applies to your category; composition taxpayers and specified categories are excluded from that requirement. Then follow the current portal instructions for any other returns applicable to your registration. See the GSTR-1 guidance.
Where to verify registration and complete the online process
GST registration and return processes use the GST Portal. The portal’s registration manual for a normal taxpayer explains the online application workflow. Before submitting an application, make sure you have resolved which state or Union Territory registration is relevant and whether your business falls under the normal or another applicable category. If the answer turns on multiple states, mixed supplies, marketplace sales, or an uncertain exception, a GST practitioner can help apply the current law to the facts; verify the practitioner’s credentials and engagement terms.
