Under India’s Central GST framework, an assessment determines tax liability through a statutory route; return scrutiny checks filed returns for discrepancies; an audit examines books and records; and an investigation is an enforcement inquiry. These processes can lead to further action, but receiving a communication does not by itself establish that tax is due.

This guide concerns India’s Central GST framework as reviewed on 7 October 2026. The CGST Act and Rules, corresponding State or Union Territory GST law, the issuing authority and the specific notice all matter. Check the current consolidated law and the communication itself before acting.

How assessment, scrutiny, audit and investigation differ

Assessment A statutory route for determining or finalizing tax liability. “Assessment” is an umbrella term, not the name for every request from a tax officer. The communication depends on the route. Self-assessment follows the return process; other routes may involve an ASMT-series communication or a different statutory order. A liability may be finalized, or the matter may proceed under another applicable provision.
Return scrutiny (section 61) An officer checks filed returns and related particulars against information available to the department. For a discrepancy, the usual sequence is ASMT-10 seeking an explanation, ASMT-11 for the taxpayer’s reply, and ASMT-12 if the explanation or payment is accepted. The matter may close or be taken further under the applicable demand provision; audit or investigation may also follow where needed.
Tax-authority audit (section 65) An examination of records, books, returns and relevant matters such as turnover, exemptions, tax rates, input tax credit (ITC) and refunds. ADT-01 notice, record verification, an opportunity to respond to discrepancies and ADT-02 findings. Findings may lead to separate demand proceedings under section 73, 74 or 74A, as applicable.
Special audit (section 66) A statutory process directing an audit of records by a specified chartered accountant or cost accountant. A direction in ADT-03 and findings in ADT-04. The findings may inform later tax action.
Investigation or enforcement inquiry An inquiry into suspected non-compliance to establish relevant facts. Specific information requests or summons; inspection, search or seizure may be possible only where legal conditions are met. The inquiry may end without further action or progress to a show-cause or demand process, or other lawful action.

The stages are distinct even when a business experiences them in sequence. Scrutiny is not automatically an audit, and an investigation is not the same as a final adjudication of tax due.

What assessment and return scrutiny involve

Self-assessment is the ordinary starting point: a registered person determines liability through the return process. The Act also provides other routes, including provisional assessment and assessments in specified cases. Which route applies depends on the statutory provision and facts; an information request alone does not tell you that a final assessment has been made.

In scrutiny under section 61, the officer examines returns and related particulars. If an ASMT-10 identifies an inconsistency, address each point in the notice and submit the explanation through the prescribed route, ordinarily using ASMT-11. If accepting an issue, make and report any payment as directed. The officer may close the scrutiny through ASMT-12 if satisfied with the explanation or payment. If not, the matter may be taken forward under the applicable provisions.

What a section 65 audit means

An authorized officer may audit a registered person for a period, at the frequency and in the manner prescribed by law. The audit may take place at the business premises or in a tax office. The registered person must be informed at least 15 working days before the audit.

The ordinary completion period is three months from commencement. The Commissioner may extend it by up to a further six months if satisfied that completion within three months is not possible, and must record reasons in writing. For this clock, commencement is when the called-for records are made available or when the audit actually begins at the business premises, whichever is later.

The officer may verify source documents and examine books, returns, turnover, exemptions and deductions, tax rates, ITC availed or used, refunds and other relevant matters. The Rules contemplate communicating discrepancies and considering the taxpayer’s reply before findings are finalized. Within 30 days after the audit concludes, the officer must communicate the findings, the taxpayer’s rights and obligations, and the reasons. Any demand action is a separate proceeding under the applicable provision, not the audit findings themselves.

What an investigation may involve

Section 67 provides inspection powers in specified circumstances. For example, an officer of at least Joint Commissioner rank must have reasons to believe that a taxable person has suppressed a supply or stock transaction, claimed excess ITC, or contravened the Act or Rules to evade tax. The section also provides for search and seizure, and seizure of records, in defined circumstances. These powers are subject to statutory thresholds and authority requirements; an investigation does not automatically authorize an unrestricted search or seizure.

CBIC Instruction No. 01/2023-24-GST (Inv.), dated 30 March 2024, sets administrative directions for CGST field formations handling investigations involving regular taxpayers. It calls for approval before initiating an investigation in the ordinary course, with prior written approval from the zonal Principal Chief Commissioner for certain sensitive categories. It also directs officers to check whether another office is investigating the same subject, make information requests and summons specific, avoid “fishing” inquiries, and ordinarily not request information already available digitally on the GST portal. Summons are to have reasoned approval, including a record of why the requested material is relevant.

The instruction states: “An investigation initiated must reach the earliest conclusion which is not more than one year.” This is a direction to the relevant field formations in that instruction, not a general statutory limitation period for every GST proceeding. Its administrative guidance should not be treated as an exhaustive statement of statutory rights or procedures across all State GST administrations.

What to do when a GST communication arrives

  1. Read the complete communication. Note the issuing authority, GSTIN, tax period, statutory section or rule, form number, issue raised, requested records, response method and deadline. Do not rely only on a portal summary.
  2. Verify and preserve it. Confirm authenticity through the official GST system or the issuing office’s official contact channel. Keep the notice and service details.
  3. Preserve relevant records. For the periods and issues named, gather filed returns, ledgers, invoices, contracts, e-way bills, payment records, ITC support, reconciliations and earlier correspondence. Map each response point to its supporting evidence.
  4. Use the route that matches the notice. For scrutiny, answer each ASMT-10 discrepancy through the prescribed channel. For an audit, prepare the underlying books and records and reconcile reported values, rates, exemptions, ITC and refunds; retain a copy of what you provide and when. For an investigation request, identify the specific inquiry and legal basis stated, and have a live summons reviewed against its provision and facts.
  5. Get case-specific help when exposure is material. There is no single reply deadline for every GST communication. Follow the deadline and response procedure applicable to the particular notice. A qualified GST practitioner or tax lawyer familiar with the relevant authority can help assess significant tax, penalty, search or seizure, or prosecution exposure.

Check the legal framework that applies to your case

The CGST Act and Rules are amended, and the corresponding State or Union Territory GST legislation and administrative practice may also be relevant. The CBIC rules page is an archive-style informational page and warns that its archive tab is for information only. Older commentary may use an outdated demand-provision map: section 65 materials reflect the 2024 insertion of section 74A. Verify the current consolidated legislation, applicable notifications and the exact notice before relying on a procedure or deadline.
