The nearly US$12 million figure was Norway’s proposed penalty, not the final fine. Norway’s Data Protection Authority ultimately fined Grindr NOK 65 million in December 2021. On 21 October 2025, Borgarting Court of Appeal rejected Grindr’s appeal and left that fine in place.

How much was Grindr fined in Norway?

The Norwegian Data Protection Authority (Datatilsynet) first proposed a fine of NOK 100 million, the amount reported at the time as nearly US$12 million. Its final decision in December 2021 set the administrative fine at NOK 65 million. The regulator said it reduced the proposal after considering Grindr’s actual revenue and changes the company made to its consent-management platform. Datatilsynet’s 2021 decision explains the amount and its reasoning.

The later US-dollar conversion should not be confused with the proposed-fine figure: Grindr’s 2024 SEC filing valued NOK 65 million at approximately US$5.716 million using the exchange rate on 14 December 2024. That is a date-specific conversion, not a fixed dollar value. Grindr’s 2024 Form 10-K also records the case’s court history.

Why was Grindr fined in Norway?

The case began after a 2020 complaint by the Norwegian Consumer Council prompted Datatilsynet to investigate information Grindr disclosed to third parties, including advertising partners. Datatilsynet’s account identifies GPS location, some profile details and the fact that a person used Grindr among the information at issue. The regulator’s 2023 annual report summarizes the case.

In its 2021 decision, Datatilsynet found that Grindr lacked a legal basis under GDPR Article 6(1) for disclosing the information to third-party advertisers, and that it had no valid exception under Article 9(1) for disclosing special-category personal data. The Court of Appeal later held that the disclosed information concerned users’ sexual life or sexual orientation and that Grindr did not have valid consent for the disclosures. It found no basis to reduce the fine. The 21 October 2025 judgment sets out the court’s ruling.

Did Grindr appeal the Norway fine?

Grindr challenged the decision through several stages, but each ruling described below left the fine intact.

  1. September 2023: Norway’s Privacy Appeals Board upheld Datatilsynet’s decision in full, according to the regulator’s 2023 annual report.
  2. 1 July 2024: Oslo District Court upheld the decision. Grindr appealed on 13 September 2024, according to its 2024 Form 10-K.
  3. 21 October 2025: Borgarting Court of Appeal rejected Grindr’s appeal, upheld the NOK 65 million fine and ordered the company to pay NOK 550,000 in costs to the state. The judgment’s operative phrase, “Anken forkastes,” means “The appeal is dismissed.” See the court judgment.

A 25 November 2025 report by Digi.no, citing confirmation from the Court of Appeal, said Grindr had not appealed to Norway’s Supreme Court within the four-week deadline. That means the case did not proceed to a Supreme Court merits ruling. Digi.no’s report describes the appeal status.

What the outcome means

The final penalty remained NOK 65 million after the appeals board and two courts reviewed the decision. The case centered on the legal basis for disclosing information that could reveal a person’s use of Grindr and, as the Court of Appeal held, information about sexual life or orientation. The Norwegian Consumer Council reported that the court considered Grindr’s statement that it did not sell users’ personal information to third parties for advertising purposes clearly misleading; that characterization is the Council’s account of the judgment. The Council’s report on the appeal includes that description.
