The Senate Leadership Fund (SLF), a leading Senate Republican-aligned super PAC, has paused further planned advertising in North Carolina and begun an advertising push in Kansas, according to reports published October 2, 2026. The shift redirects planned outside support from Republican Michael Whatley toward Republican Sen. Roger Marshall. It is a reported change in ad strategy—not proof that Republicans have formally abandoned Whatley or that the North Carolina race is over.

What changed in the Senate Leadership Fund’s ad plans?

SLF had booked substantial advertising in North Carolina for the contest between Whatley and former Democratic governor Roy Cooper. The Associated Press reported that the group had spent about $32 million in the state and had planned another $18 million in advertising reservations for the next month. That $18 million was scheduled ad inventory, not money already spent; the AP reported that further North Carolina spending was being put on hold.

At the same time, SLF booked advertising supporting Marshall in Kansas, where he faces Democratic nominee Adam Hamilton. Semafor described the Kansas push as “plowing seven figures” into the race. The precise reservation total differs between reports, so the figures should be read as separate snapshots rather than combined.

These amounts describe reported spending or ad reservations, not final campaign expenditures. Reservations can change, and the reports do not establish that every booked ad had run.

Why did SLF redirect resources to Kansas?

Semafor quoted an unnamed person familiar with SLF’s plans saying: “SLF’s job is to maintain the majority and this move reflects the most effective and efficient use of resources to do exactly that.” That is the attributed explanation available for the decision; SLF did not provide an on-record explanation in the cited reporting.

The shift puts added attention on a Kansas contest that was not being treated as an automatic Republican hold in these reports. The Associated Press said Donald Trump carried Kansas by nearly 16 percentage points in the last presidential election, and reported that the last Democratic Senate victory there was in 1932. Those historical advantages do not settle the current Senate race. Semafor noted that Republicans held 53 Senate seats at the time of its October 2 report and could lose as many as three while retaining their majority, framing the move as a resource-allocation decision on a defensive map.

The AP characterized SLF’s pullback as reflecting diminished confidence in Whatley’s chances and a more defensive map. That is the outlet’s analysis, not a disclosed SLF admission or proof of what its internal polling shows. The available reporting does not establish a more specific motive.

Does this mean Republicans are giving up on Whatley?

No. The reported action concerns SLF’s future ad reservations in North Carolina; it does not show that every Republican group, the party, or Whatley’s own campaign has stopped spending or campaigning there. The AP reported that SLF had already spent about $32 million in the state, and the pause does not erase that earlier support.

Whatley campaign spokesman DJ Griffin told the AP: “We feel confident we have the resources to highlight Career Politician Roy Cooper’s 40 Years of Failures and win in November.” That is the campaign’s characterization, not an independently established description of Cooper or a disclosure of the campaign’s available budget.

Democrats portrayed the Kansas reservations as a sign of Republican concern. Lauren French, a Senate Majority PAC spokesperson, told the AP: “Republicans are scrambling because they know” Hamilton can win. That is the opposing party’s characterization, not confirmation of SLF’s internal assessment.

What the shift signals—and what it does not

  • It signals: SLF is prioritizing planned outside advertising for Marshall in Kansas over additional reservations for Whatley in North Carolina, as reported October 2.
  • It does not establish: that SLF or Republicans have formally abandoned the North Carolina race, that Whatley lacks other resources, or that either contest is decided.
  • It leaves uncertain: the final Kansas reservation total. The AP reported nearly $8.2 million for the next month; CBS News reported $9.8 million reserved as of Friday. The reports do not explain the difference, which may reflect different snapshots or definitions.

Because reservations and campaign plans can change, these figures capture the reporting available on October 2, 2026; they are not a statement of later bookings or final spending.
