Google’s “eight engineers” figure is a minimum for one specific on-call model—not a universal staffing rule. It assumes a single-site, 24/7 rotation with a primary and secondary responder, week-long shifts, and each engineer on call for one week per month. A team of three cannot meet those assumptions. Google does not prescribe a validated three-person rota; the practical question is whether your incident load, response commitments, backup, and recovery time make your current coverage sustainable.

What Google’s eight-engineer figure assumes

Google’s “Being On-Call” chapter derives a minimum of eight engineers for a single-site, 24/7 rotation with two people on call in week-long shifts, assuming each engineer is on call one week per month. It describes six engineers per team as a reasonable minimum for each side of a dual-site arrangement. These figures describe Google’s operating model and targets, not a universal industry standard.

The staffing logic is tied to workload limits. Google says it strives to reserve at least 50% of SRE time for engineering and allows no more than 25% of the remaining time for on-call work. Its SRE introduction gives a target of no more than two events per 8–12-hour on-call shift on average. The chapter also cites about six hours per incident for root-cause analysis, remediation, and follow-up. These are Google’s practices and rules of thumb, not promises about what a smaller team can sustain.

Why three people cannot reproduce that model

With three engineers, maintaining a primary and secondary around the clock while also preserving the same week-long shifts and one-week-per-month cadence is not possible under the assumptions behind Google’s minimum. A smaller team must change something: the coverage arrangement, the work it accepts, the service commitment, or the staffing available to it.

That does not make every three-person rotation automatically unsafe. It means headcount alone cannot answer whether it is workable. The relevant evidence is how often actionable incidents occur, how much work continues after a shift, what response time the service promises, and whether a second responder can actually help when needed.

Assess the workload before changing the rota

Measure incidents and follow-up

Count actionable incidents over representative periods and record time spent investigating, resolving, and following up after the shift. A page count alone can mislead: noisy or non-actionable alerts inflate it, while substantial ticket work after the shift can make an apparently quiet rotation burdensome. Google’s guidance treats both incident volume and follow-up effort as part of on-call workload.

Check whether alerts need a human response

Review whether each page signals a user-facing problem or a condition that needs immediate intervention. In its operational-overload case study, Google describes auditing noisy alerts, temporarily silencing known alerts with time limits, and tracking the issues for follow-up. Silencing should not become a substitute for fixing an alert or its underlying cause: assign an owner and a deadline for the corrective work.

Compare coverage with the service promise

Write down the availability target and the response time the service actually promises. Google gives examples ranging from five-minute response for highly time-critical services to 30 minutes for less time-sensitive systems. Those are examples, not universal thresholds. If a three-person team cannot reliably meet its own commitment, the mismatch is a staffing or service-design problem—not something a rota label can solve.

Account for recovery and engineering time

Track whether out-of-hours incidents disrupt rest and whether post-shift follow-up consumes the time intended for engineering work. Google’s overload case describes exhaustion, declining productivity, accumulating work, and diminishing trust as operational strain worsened. A sustainable arrangement must account for the work after the page, not just who carries the phone.

Choose coverage based on real backup and coordination

Possible arrangements differ in how they provide coverage, workload, and coordination. A named secondary is useful only if that person is available and has a clear responsibility. Google describes options such as a secondary taking missed pages or handling non-urgent production work; related teams can sometimes provide secondary coverage. Agree in advance who responds, when an escalation happens, and how handoff works.

For multi-site coverage, weigh the additional coordination and communication needs against the coverage benefit. Google notes that multi-site teams have coordination trade-offs. Local employment rules also matter: the Google SRE Prodcast discussion on on-call rotation ideas notes that on-call arrangements must comply with local employment laws.

When the team is already overloaded

Google’s documented overload example involved a team that lost two people while taking on additional and varied work. The team reported exhaustion, declining productivity, accumulating work, and diminishing trust. Its remedies were a combination of alert cleanup and staffing or ownership changes—not simply a different calendar.

  • Audit noisy alerts; use any temporary silencing with time limits and tracked follow-up.
  • Measure how long post-shift ticket work takes, and make that work visible in workload planning.
  • Train additional people and add relief staffing where possible.
  • Return a service to its development team when that is a better fit for ownership.
  • Backfill vacancies and consider remote or partner-team support where it can provide genuine coverage.

This is a case study, not a guaranteed intervention sequence for every organization. Its useful lesson is to address alert quality, lingering work, service ownership, and staffing together.

A practical decision for a three-person team

  1. Document the actual commitment. Record the service target, response-time expectation, and which incidents truly require immediate action.
  2. Measure the work. Track actionable pages, resolution time, post-shift follow-up, and the engineering time displaced by operations.
  3. Define backup. Name who handles missed pages or escalations, and confirm that backup is available and trained.
  4. Reduce avoidable demand. Fix noisy alerts, assign owners to unresolved issues, and revisit whether each service belongs in this team’s rotation.
  5. Set a threshold for change. If the measured load prevents recovery, undermines response commitments, or crowds out planned engineering work, reduce the service commitment, arrange dependable additional coverage, or increase staffing rather than presenting the three-person schedule as equivalent to Google’s model.

The best arrangement depends on incident rate, response urgency, backup capacity, recovery needs, and applicable work rules. Google’s eight-person minimum is a useful warning about the assumptions required for its rotation—not a schedule that a team of three can copy.
