A manual action is an explicit Google enforcement notice; an algorithmic ranking drop is a change you observe in Search performance without a reported enforcement decision. Google shows a manual action in the Manual Actions report after a human reviewer determines that pages violate its spam policies. A fall in impressions, clicks, or average position, by itself, does not prove that a manual action exists. Start with the report, then investigate technical, indexing, seasonal, competitive, content, link, search-feature, and ranking-system explanations if no action is listed.
The distinction in one view
Site owners often call any unexplained loss of Google traffic an “algorithmic penalty.” That phrase is informal and can lead to the wrong response. The measurable event is a performance decline; the diagnosis depends on evidence in Search Console and on the pattern in your data.
| Axis | Manual action | Ranking drop without a reported manual action |
|---|---|---|
| Evidence | A specific issue appears in the Manual Actions report and may also generate a Search Console message. | A decline appears in Performance data. The decline alone is not evidence that Google issued a manual action. |
| Cause | A human reviewer determined that pages violate Google’s spam policies. | Possible causes include crawling or indexing problems, a site move, seasonal demand, stronger competing results, stale or less useful content, link changes, lost search features, or ranking and reporting-system changes. |
| Scope | The report identifies affected page patterns; Google says some or all of a site may be affected. | The change may be limited to particular queries, pages, countries, devices, or a wider portion of the site. |
| Search result effect | Pages may rank lower or be omitted from results, usually without a visual warning to searchers. | Visibility changes according to the underlying technical, content, competitive, demand, or ranking-system cause. |
| First response | Read the issue details, correct the violation across affected pages, ensure Google can access them, and request a review. | Segment the decline and diagnose its cause. Do not submit a manual-action reconsideration request unless an action is actually reported. |
Google’s official documentation describes a manual action as a human-reviewed policy finding, not as a synonym for every ranking change. See the Manual actions report documentation and Google’s traffic-drop troubleshooting guide for the underlying definitions.
What a manual action means
It is a reportable enforcement state
A manual action exists when a Google human reviewer determines that pages on a site do not comply with Google’s spam policies. The finding is recorded in Search Console, where the report describes the issue and the patterns of pages that were affected. This gives you an explicit condition to remediate rather than requiring you to infer a penalty from a chart.

The scope is not automatically the whole domain. Google says the affected area can be a set of pages matching a pattern or a broader portion of the site. Read the listed examples and pattern description carefully before deciding which URLs need work.
Visibility can fall without a warning in the results
Google says some or all of a site may not be shown in Search results after a manual action. Most reported issues result in lower rankings or omission rather than a message displayed to people who search. A visitor therefore cannot confirm or rule out a manual action by looking at a search result page.
The report supplies the issue to fix
Open the Manual Actions report for the correct Search Console property and inspect the issue description, affected page examples, and linked policy guidance. Treat the examples as evidence of a broader pattern, not as a list that permits you to repair only those URLs. If the same practice appears elsewhere, those pages can remain at risk until the underlying violation is corrected.
Security Issues are a separate check
Security Issues are not the same report as Manual actions. If the symptoms suggest hacking, malware, phishing, or another security compromise, inspect the Security Issues report as well as Manual actions. A clean Manual Actions report does not certify that a site has no security problem.
What an algorithmic ranking drop means
It describes an outcome, not a Google notice
“Algorithmic ranking drop” is commonly used for a loss of impressions, clicks, or position that has no corresponding manual-action notice. Google’s traffic guidance treats those metrics as symptoms with multiple possible explanations. Unless the Manual Actions report identifies an issue, describe the event as a performance decline rather than declaring that Google imposed a penalty.

The pattern tells you where to investigate
A site-wide fall is different from a change concentrated in one country, device, query group, or page type. Search Console Performance lets you compare those dimensions. For example, a mobile-only decline points you toward mobile rendering, page experience, or mobile search-result competition; a single directory losing impressions suggests a narrower indexing, content, or intent problem. These are diagnostic directions, not automatic conclusions.
Google lists several non-enforcement causes
Google’s troubleshooting guide identifies possibilities that can look like a penalty in a chart:
- You may be viewing the wrong Search Console property, such as an HTTP property while the site now serves HTTPS.
- Google may not yet have crawled or recrawled changed pages.
- A domain, URL, or site move may have interrupted signals or redirected traffic incorrectly.
- Search demand may be seasonal or may have changed for reasons unrelated to your site.
- Competitors may have become more relevant or improved their results.
- Content may be stale, less useful for the query, or no longer aligned with searcher intent.
- URLs may be blocked, inaccessible, excluded by directives, or selected differently for canonicalization.
- A page may have lost a search-appearance feature that previously generated extra visibility.
- Links pointing to your pages may have changed.
- Google may have changed a ranking system or a reporting system.
The same list can contain several simultaneous causes. A ranking-system change, for instance, may expose weaknesses in content usefulness while a separate migration leaves some URLs unindexed.
A diagnostic sequence that separates enforcement from other causes
Use this order so that you do not spend time rewriting content or filing a reconsideration request before checking whether Google has actually reported an action.
- Confirm the property and URL variant. In Search Console, select the property that represents the live site and verify the protocol, hostname, and any URL-prefix scope. An HTTP-versus-HTTPS mismatch can make legitimate traffic appear to have vanished from the property you are viewing. If both variants are relevant during a migration, inspect each one and the domain property, when available.
- Open the Manual Actions report. In the selected property, open the Manual Actions report under the Security & Manual Actions area. Record every issue, its status, the affected pattern, and the date shown by Search Console. Also read any Search Console messages related to the issue.
- Check Security Issues when appropriate. If users report redirects, warnings, injected pages, or other signs of compromise, inspect Security Issues separately. Resolve a security problem through that workflow; do not treat a clean manual-action screen as a security clearance.
- Compare the loss by query, page, country, and device. In Performance, compare a period before the decline with the affected period. Export or inspect queries, pages, countries, and devices. Determine whether the change is broad, limited to a page group, or concentrated in a search demand segment.
- Inspect representative URLs. Use URL Inspection on pages that lost visibility. Check whether the inspected URL is indexed, which canonical Google selected, and whether crawling or access problems are reported. Pair this with the Page Indexing report to find patterns rather than relying on one URL.
- Check crawl and indexing controls. Look for robots.txt blocks,
noindexdirectives, authentication barriers, server errors, and canonical declarations that point elsewhere. A URL that Google cannot fetch or is instructed not to index cannot recover through content changes alone. - Build a timeline. Mark deployments, template changes, redirects, domain or protocol moves, deletions, changes to internal links, major content edits, link losses, and the beginning of the traffic decline. Compare the dates with demand seasonality and with Google Search Central announcements. A date match is a clue, not proof of causation.
- Choose the response branch. If a manual action is present, follow the remediation and review process. If none is present, continue with the specific technical, content, competitive, demand, link, search-feature, or ranking-system investigation indicated by the pattern.
Google’s guidance on traffic declines and missing pages provides the supporting checks for this workflow: traffic-drop troubleshooting and missing-page troubleshooting.

What to do when a manual action is reported
1. Read the issue and policy guidance
Start with the exact violation named in the report and follow its linked policy documentation. Identify the practice that created the pattern: for example, pages using the same disallowed tactic, not merely the sample URLs displayed in the report.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →2. Correct the pattern across all affected pages
Remove or repair the violating implementation throughout the affected set. A partial fix can leave the same policy problem available on other URLs. Review templates, generated pages, redirects, structured data, user-generated areas, and other shared systems when the report describes a site-wide or pattern-based issue.
3. Make the corrected pages reviewable
Google specifically cautions that pages needing review must be accessible to its systems. Do not leave the corrected URLs behind a login barrier, blocked by robots.txt, or marked with a noindex directive when Google needs to verify the fix. Confirm that the server responds reliably and that the canonical setup does not hide the repaired version.
4. Submit a reconsideration request
Use the request-review control in the Manual Actions report only after the remediation is complete. A useful request explains:
- what caused the violation;
- which systems, templates, or page groups were changed;
- how you checked the fix across the affected pages;
- how Google can access the corrected URLs; and
- what safeguards will prevent the problem from returning.
Google says it will provide progress messages and revoke the action if it determines that the site no longer violates the relevant policies. A request is a review of the reported issue, not a request for a general ranking boost.

5. Set expectations about recovery
There is no universal recovery date stated in the cited guidance. Review time, subsequent crawling, indexing, and ranking changes can occur on different schedules. Google’s missing-page help notes that crawling and indexing take time, and its traffic-drop guidance says validation and reindexing of indexing fixes can take a week or two in the relevant technical situations. Those conditional timelines are not a promise that rankings will return, and they should not be presented as a standard manual-action recovery deadline.

When the decline is concentrated in a few URLs
Inspect those URLs with URL Inspection and compare them with pages that retained visibility. Look for indexing status, crawl errors, access restrictions, canonical selection, accidental noindex, robots.txt rules, broken redirects, removed content, and template changes. Use Page Indexing to determine whether the issue affects a pattern of URLs.
When impressions fall but indexed pages look healthy
Review queries and countries first. A demand or competitor shift can reduce impressions even when your pages remain indexed. Compare the affected queries with the pages’ current titles, headings, and content to determine whether the pages still answer the same intent. Check whether a previously displayed search appearance feature is no longer present.
When impressions remain but clicks fall
Separate a result-visibility problem from a click-through problem. Examine average position, query mix, device, and country. A change in the queries producing impressions can alter clicks without a comparable indexing failure. Search-result layout and lost appearance features can also change how much traffic a given impression produces.

When average position falls broadly
Check the timing against confirmed Google ranking-system or reporting changes, but do not treat correlation as proof. Then examine content usefulness and freshness, competitors, links, and technical accessibility. If only one topic cluster falls, compare that cluster’s content and internal linking with areas that remained stable; if every section falls, prioritize property configuration, migrations, crawlability, and site-wide changes.

When the decline follows a migration
Verify that the correct property is being monitored, redirects resolve to the intended destinations, canonical tags use the new URLs, internal links were updated, and important URLs remain crawlable and indexable. Inspect old and new representative URLs. Google’s missing-page guidance is relevant when pages disappear after a move, but it does not guarantee that every signal or ranking will transfer immediately.
Technical checks that commonly explain a “penalty” diagnosis
Property and protocol mismatch
Search Console data belongs to a property definition. If reporting is opened for an old HTTP URL-prefix property while the site now operates on HTTPS, the apparent loss may be a measurement mismatch. Confirm the exact host and protocol before comparing periods.
Crawlability and access
Robots.txt rules can prevent crawling; authentication can prevent Google from fetching a page; server failures can make a previously available URL unreliable. Check the live URL and the indexing reports rather than inferring access from a browser session that may be authenticated.
Indexing directives and canonical selection
A noindex directive intentionally excludes a URL. A canonical declaration can cause Google to select another URL as the representative version. These controls may be correct, but an accidental change in a shared template can remove many pages at once.
Delayed recrawling
After a change, Google may not have recrawled every URL. A recent fix therefore cannot be judged solely by the first day or two of data. Confirm that the corrected pages are accessible and monitor their indexing status while Google processes the changes.
Search appearance changes
Rich-result eligibility or another search appearance can contribute to impressions and clicks. If that appearance is lost, traffic can fall even when the page remains indexed. Compare the search-appearance dimension and the affected query groups before assuming a content penalty.
Common mistakes to avoid
- Calling every decline a penalty: a chart records an outcome; only the Manual Actions report establishes that particular enforcement state.
- Submitting reconsideration without an action: the review process is tied to a reported manual action. Use diagnostic work instead when the report is empty.
- Fixing only the examples: examples illustrate the reported pattern. Audit all affected templates and URLs.
- Blocking repaired pages: robots.txt, login requirements, or
noindexcan prevent Google from verifying a fix. - Changing everything at once: simultaneous rewrites, migrations, redirects, and template edits erase the timeline needed to identify the cause.
- Using one metric as a verdict: impressions, clicks, and average position answer different questions. Segment them by query, page, country, and device.
- Treating an announcement date as proof: an algorithm or reporting change may coincide with a decline, but the site’s own pattern and technical checks still matter.
- Promising a recovery date: review, recrawling, indexing, and ranking changes do not have one guaranteed schedule.
A practical decision checklist
- Is the Search Console property the live protocol and hostname?
- Does the Manual Actions report list an issue?
- Does Security Issues show a separate problem?
- Is the decline site-wide or limited by query, page, country, or device?
- Are affected URLs indexed, crawlable, accessible, and canonically correct?
- Did a migration, redirect, deployment, content deletion, or internal-link change precede the decline?
- Could seasonality, competitors, stale content, lost links, or a missing search appearance explain the pattern?
- Does the timing align with a Google ranking or reporting announcement, and is that alignment supported by the page-level evidence?
The result of this checklist should be a documented diagnosis: either a reported manual action with a defined remediation and review request, or a performance decline assigned to the technical, demand, competitive, content, link, search-feature, or ranking-system evidence that best fits the data.
