Google’s Universal Commerce Protocol (UCP) lets compatible shopping agents and merchant systems exchange product, cart, checkout, payment, and order information. For eligible merchants, it can either keep checkout on a Google surface or transfer a prepared cart to the merchant’s site. Access is selective, onboarding is still rolling out, and Google’s published pages do not provide a UCP fee schedule.
What UCP is and what it changes for a merchant
UCP is an open protocol for connecting agent-led commerce with a merchant’s existing systems. The protocol can carry a shopper from product discovery through cart creation, payment, order updates, cancellations, and fulfillment tracking. Google describes two practical experiences for merchants using its Merchant Center integration: native checkout on a Google surface, or cart transfer to the merchant’s website.
Those experiences are not interchangeable. Native checkout requires the merchant to expose checkout, payment, and order capabilities for Google’s integration and to pass Google’s review. Cart transfer leaves the final checkout on the merchant’s site and has a narrower validation path. In both cases, Google’s help material says the merchant remains the seller of record.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
UCP itself is not an automatic listing or checkout entitlement. A merchant can implement the protocol and still need selection, account approval, product eligibility, technical validation, and Google review before a production experience is enabled.

Google’s current UCP checkout FAQ says its product eligibility information applies to eligible products in the United States, Canada, and Australia and to participating merchants and partners. The separate Merchant Center integration hub is being rolled out gradually in the United States, with Australia and Canada described as following the next year on that help page. Regional scope therefore does not mean that every merchant in those countries can use native checkout today. Check the live Google pages immediately before planning a launch.
Google’s UCP-powered checkout FAQ and its integration-hub onboarding page are the authoritative places to verify current access and geography.
Who can use Google’s UCP checkout?
Account and listing requirements
For native checkout, Google’s preparation guidance expects all of the following:
Recommended Free Tools
- A Merchant Center account in good standing.
- Products approved for free listings.
- Accurate product eligibility and identifier data.
- Configured returns information.
- Configured customer-support information.
- At least one customer-support contact method: a website, an email address, or a phone number.
- The product-level
native_commerce(checkout_eligibility)attribute set totruefor every product you intend to opt in.
If that attribute is missing or set to false, the product is not eligible for the native checkout experience, even if the rest of the account is ready. The detailed preparation requirements are documented in Google’s Merchant Center account preparation guide.
Products Google identifies as ineligible
Google’s examples of products that cannot use the described native checkout path include:
| Product or offer type | Eligibility treatment in Google’s guidance |
|---|---|
| Subscriptions | Ineligible example |
| Installment models | Ineligible example |
| Personalized goods | Ineligible example |
| Used or refurbished products | Ineligible example |
| Final-sale items | Ineligible example |
These are documented examples, not a replacement for the complete Merchant Center policy review. If your catalog mixes eligible and restricted products, treat checkout eligibility at the product level rather than assuming that approval of one item applies to the whole catalog.
What “select merchants” means
Google states that checkout is currently available only to select merchants. Selection is separate from technical readiness: implementing endpoints, publishing a profile, and passing your own tests does not guarantee an invitation or production approval. Google can also change supported countries, capabilities, and review criteria as the rollout progresses.

Native checkout versus cart transfer
The most important decision is where the shopper finishes payment. Use the following distinction before choosing an implementation plan.
| Characteristic | Native checkout | Cart transfer |
|---|---|---|
| Where checkout finishes | On a Google surface | On the merchant’s website |
| Merchant role | Merchant remains seller of record | Merchant completes the sale on its own site and remains seller of record |
| Core technical work | Checkout-session creation, checkout updates, completion, payment handling, order lifecycle events, and a public UCP profile | Cart API implementation so a shopper can move the cart to the merchant site |
| Google Pay handling | Required for the documented Google native flow; Wallet-stored payment and shipping data can be used | Payment is handled by the merchant’s normal website checkout |
| Validation burden | Full technical implementation and Google review | Streamlined validation checklist in Google’s integration guide |
| Product-feed exception | Native checkout preparation still requires the applicable Merchant Center and product conditions | For the stated cart-transfer validation checklist, Google says full product-feed setup, product warnings, and customer-support information are not required |
The cart-transfer exception applies to that validation route only. It does not waive native-checkout requirements, general Merchant Center policies, or obligations that apply to the merchant’s own website.
When cart transfer is the practical first step
Cart transfer is useful when your site already has a reliable checkout and you want Google-originated shoppers to arrive with products and quantities selected. It avoids exposing a second payment and order stack to Google, but the customer must leave the Google surface to finish the purchase. Identity linking through OAuth 2.0 is an optional extension, not a prerequisite for the basic cart-transfer flow.
When native checkout is justified
Native checkout is the more integrated option when reducing checkout handoffs is a priority and your team can operate the required APIs, payment controls, webhooks, security documentation, and ongoing order reconciliation. It adds implementation and review work because Google needs a dependable representation of your real-time checkout state.
How to prepare your Merchant Center account
- Confirm account standing. Resolve Merchant Center policy issues, suspensions, disapprovals, or feed errors before applying. Native checkout preparation assumes the account is in good standing.
- Check free-listing approval. Verify that the products you plan to expose are approved for free listings, not merely uploaded or awaiting review.
- Complete product identifiers and eligibility data. Supply the identifiers and attributes Google uses to determine whether an item can participate.
- Set returns and support details. Publish your returns information and add at least one support channel: website, email, or phone.
- Remove or separate restricted offers. Keep subscriptions, installment models, personalized goods, used or refurbished products, and final-sale items out of the native-checkout assortment unless Google’s current policy explicitly changes their treatment.
- Opt products in explicitly. Set
native_commerce(checkout_eligibility)totrueonly for products your business can fulfill and support through the integrated flow.
Use Google’s account-preparation documentation as the checklist for data and policy work; do not infer native eligibility from ordinary Shopping visibility alone.
Google’s onboarding sequence
Google describes a staged process rather than an instant self-service switch:
- Complete the technical implementation. Build and test the selected UCP capabilities, endpoints, profile, payment path, and order events.
- Submit the UCP interest form. This expresses interest; it is not an approval.
- Wait for selection. Google currently limits access to selected merchants and partners.
- Open the Merchant Center onboarding experience when invited. The integration hub is rolling out gradually, so its availability can depend on account and region.
- Use the sandbox and production validation tools. Select supported capabilities, publish your profile, validate the integration, and address errors.
- Undergo Google review. Production access follows review and any additional requirements Google applies to your account or capability set.
The workflow is described in Google’s Merchant Center integration guide and the broader UCP implementation overview. Because the hub and country rollout are changing, confirm the live onboarding labels rather than relying on screenshots or older instructions.

Technical work required for native checkout
Three checkout REST endpoints
Google’s implementation guidance calls for three core REST operations:
- Create a checkout session: accept the cart and shopper context and return a session that represents the current checkout state.
- Update the checkout session: recalculate values when quantities, shipping address, delivery method, taxes, discounts, or other inputs change.
- Complete the checkout: authorize or capture the approved payment path, create the order, and return the final order state.
Your update operation must be authoritative. A price, shipping option, or availability value shown to a shopper should be recalculated by your systems rather than trusted from a client request.
Order lifecycle webhooks
After completion, Google’s flow needs order events for changes such as order updates, cancellations, and fulfillment tracking. Design webhook handling to be idempotent: the same event may be retried, and processing it twice must not create a second cancellation, shipment, refund, or inventory adjustment. Keep an internal event log so support staff can reconcile Google’s status with the order in your commerce platform.
The public UCP profile
Publish a public JSON technical profile on your domain at:
/.well-known/ucp
The profile declares the capabilities you support, payment methods, endpoint locations, and public signing keys. Keep it reachable over HTTPS, return valid JSON, and update it whenever an endpoint, capability, or key changes. A profile that advertises a capability your production service cannot complete will fail validation or create customer-facing errors.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Service-provider proposals
If a service provider is involved, its implementation also needs to receive and approve Merchant Center service proposals. Google describes two mechanisms: a redirect callback or a push-notification mechanism. Decide who owns proposal approval, how approvals are recorded, and what happens when a proposal expires or is rejected.
Detailed provider requirements appear in Google’s checkout service-provider setup guide.

Cart-transfer implementation
For the cart-transfer path, implement the Cart API so Google’s surface can send a shopper’s selected items and quantities to your site. Your website then loads that cart and runs its normal checkout, tax, shipping, payment, fraud, and order-confirmation processes.
Test mismatches explicitly: an item may sell out between cart creation and arrival, a price may change, or a shipping destination may be unsupported. Your site should show the corrected state and let the shopper amend the cart rather than silently substituting a product. OAuth 2.0 identity linking is optional and can connect a shopper’s Google context with an existing merchant account when both sides support it.

How checkout and payment work
Native checkout on Google surfaces
When the native experience is enabled, the shopper completes the purchase on a Google surface while your business remains responsible for the sale. Google’s help wording is explicit: “You will remain the seller of record.” That means your business continues to own product fulfillment, customer service, returns, taxes, and the commercial relationship required by applicable law and your agreements.
Google Pay and Wallet data
The documented flow lets shoppers use Google Pay with payment and shipping information saved in Google Wallet. The FAQ says the feature currently uses standard Funding Primary Account Numbers (FPANs) stored in Wallet and notes that additional payment forms may become available later. FPAN availability is therefore a current implementation detail, not a promise that every future payment instrument will work.
You do not need to place a Google Pay API button on your own checkout surface for this Google-native experience. You do need a Google Pay & Wallet Console account. If you process payments directly without a payment service provider, Google’s help guidance says additional encryption and PCI documentation setup is required.
Operational responsibilities
- Recalculate totals and shipping whenever checkout inputs change.
- Return clear failure states for declined, expired, or unsupported payment attempts.
- Prevent duplicate order creation when completion requests or webhooks are retried.
- Keep inventory and fulfillment systems synchronized with the order state sent through UCP.
- Provide support and returns handling through the contacts configured in Merchant Center.
Are there UCP fees?
Google’s official pages reviewed for this FAQ do not publish a UCP participation fee, commission, processing rate, or fixed fee schedule. That absence is not evidence that participation is free. Costs can depend on the current Merchant Center program terms, your payment processor, your commerce platform, implementation work, security review, and any service-provider agreement.

- 【Reduce Safety Risks】Cable tray under desk keeps all plugs away from your kids, no more worry about tripping. Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.
Before committing engineering resources, ask Google or the applicable program contact for the current commercial terms, then check your payment processor and platform agreements for transaction, tokenization, dispute, or cross-border charges. Do not advertise “zero-fee UCP” unless a current written term specifically supports that claim.
Common failure points and practical fixes
The integration hub is missing
The hub is being rolled out gradually. Confirm that your country, account, and invitation status are supported; do not treat a missing menu as a technical API failure. Use the current onboarding page and wait for selection if Google has not enabled access.
A product is visible but cannot opt in
Check free-listing approval, account standing, identifiers, returns and support settings, the product restrictions listed above, and the exact value of native_commerce(checkout_eligibility). Eligibility is not inferred solely from a product appearing in Merchant Center.

Payment setup blocks completion
Verify the Google Pay & Wallet Console account, supported payment configuration, encryption requirements, and PCI documentation. If your business uses a payment service provider, confirm that the provider supports the exact UCP flow you selected rather than assuming ordinary Google Pay support is sufficient.
Orders become duplicated or stranded
Make checkout completion and webhook consumers idempotent, store the external order identifier, and reconcile pending sessions against your order database. Build a manual support procedure for an order that is paid but lacks a fulfillment record or that receives a cancellation after shipment.
Pre-launch checklist
- Account is in good standing and target products are approved for free listings.
- Returns, support contact, product identifiers, and eligibility data are complete.
- Restricted product types are excluded from the native assortment.
- The chosen path—native checkout or cart transfer—is documented for product, engineering, support, and finance teams.
- Native checkout endpoints create, update, and complete sessions correctly.
- Order-update, cancellation, and fulfillment webhooks are authenticated, retried safely, and idempotent.
/.well-known/ucpserves valid public JSON with current capabilities, payment methods, endpoints, and signing keys.- Google Pay & Wallet Console access and any required encryption or PCI documentation are ready.
- Sandbox tests cover price, tax, shipping, inventory, discount, payment-failure, retry, cancellation, and fulfillment scenarios.
- The interest form, selection process, Merchant Center validation, and Google review are complete before production promotion.
- Commercial terms have been checked with Google, your processor, and any implementation provider.
Bottom line for merchants
UCP is a connection standard, not a guaranteed Google checkout entitlement. Native checkout is selective and technically demanding: prepare Merchant Center and product data, implement the checkout and order interfaces, publish the UCP profile, configure payment requirements, validate in the available tools, and pass Google’s review. Cart transfer is a lighter alternative that sends the cart to your existing website. Google says you remain the seller of record, and its current materials do not state a UCP fee schedule. Confirm access, geography, payment support, and terms immediately before launch because those details are still changing.
