Google will expand YouTube Masthead eligibility on October 21, 2026, allowing online gambling advertisers that hold Google certification under its Gambling and games policy to buy the prominent homepage placement. The change does not create a blanket right to advertise: licensing, country approval, age controls, responsible-gambling disclosures and ongoing certification remain mandatory.

What Google is changing

Google posted its “Updates to YouTube Masthead Ad Requirements (October 2026)” notice on October 7, 2026. It says Masthead advertisements will be permitted for online gambling advertisers certified under the Gambling and games policy, except advertisers of online-gambling-promoting content that are not subject to mandatory state or national gambling-registration requirements. The update takes effect October 21, 2026.

YouTube Masthead ads appear at the top of the YouTube homepage. Before this update, Masthead rules prohibited assets depicting or referring to gambling-related content, including offline gambling, online gambling, online non-casino games and social casino games. The prior exceptions covered qualifying sports-betting assets and daily-fantasy-sports assets targeting Canada and the United States. The October policy expands the format beyond those exceptions for eligible online gambling advertisers.

Who can qualify

Licensed operators

Online casinos, bookmakers, bingo and slots services, lotteries, sports-betting operators and other qualifying gambling services may apply where Google permits that category. The advertiser must hold a valid local licence, authorization or registration for every country it targets and provide evidence during Google’s application process.

Affiliates and aggregators

Google’s Gambling and games policy also recognizes certain gambling-promoting sites, such as information or comparison services, in countries where that category is allowed. These sites must not offer gambling themselves or link to gambling services they own. Any promoted gambling service must have the required local authorization or licence.

The Masthead notice specifically excludes gambling-promoting advertisers that are not subject to mandatory state or national gambling-registration requirements. An affiliate should therefore establish both whether its category is allowed in the target country and whether local law requires it to register before treating the Masthead option as available.

Requirements that remain in force

  • Google certification: The advertiser must be certified for online gambling in each applicable country.
  • Local authorization: A current licence, authorization or registration is required for every targeted region. If the relationship between the advertising company, gambling operator and domain is unclear, Google can require documents identifying each entity.
  • Approved geography: Online gambling and gambling-promoting content may run only in countries where Google allows the category and where the country-specific certification criteria are met.
  • Responsible-gambling information: The landing page must display the required responsible-gambling information.
  • Age and audience controls: Campaigns must comply with legal-age rules and must not target minors.
  • Continuing validity: The advertiser must maintain its licence while certified and notify Google if the licence expires, is suspended or is terminated.
  • Policy compliance: Every ad and destination must comply with the broader Gambling and games policy as well as applicable legal, jurisdictional and age restrictions.

How certification works

  1. Confirm the category and country. Check that the product or promotional site is an allowed gambling category in the intended country. Google has not published a country list specifically for this Masthead update; country-level rules still control eligibility.
  2. Gather licence evidence. Prepare the local licence, authorization or registration for each target country. Documentation should show the legal entity operating the gambling service and the domain promoted.
  3. Document relationships. If an agency, affiliate, parent company and gambling operator are different entities, provide records explaining the advertising entity, gambling entity and associated domain.
  4. Apply separately for each country. Google’s online gambling application process requires a separate application for every country targeted. Multi-country campaigns therefore require multiple country certifications.
  5. Keep the account type consistent. An account cannot simultaneously hold online-gambling and social-casino certifications. Material changes to the business, product, licence or destination can require recertification.
  6. Build compliant creative and landing pages. Include responsible-gambling information, enforce legal-age restrictions and ensure the destination matches the certified service and geography before submitting Masthead assets.

Eligibility at a glance

Criterion Licensed online gambling operator Affiliate or aggregator
Can the business offer gambling? Yes, where the service and country are allowed and properly licensed. No. The site must provide information or comparisons rather than its own gambling service.
Local authorization Required for every targeted country. Promoted operators must hold the required local authorization; the affiliate’s own registration obligations also matter.
Google certification Required for each applicable country. Required where Google’s country rules allow the promotional category.
Ownership links The certified entity and destination must be documented. The site must not link to gambling services it owns, and unclear relationships may require additional evidence.
Masthead availability from October 21, 2026 Available only after certification and compliance checks. Potentially available only when the affiliate category is allowed and it is not excluded as non-registered gambling-promoting content.

What the update does not establish

The announcement does not publish a universal country list or remove country-specific product restrictions. Certification in one market does not authorize targeting another, and approval for a search, display or other YouTube placement does not automatically transfer to Masthead. Each surface has its own requirements.

The change also does not waive gambling law. An advertiser remains responsible for local licensing, registration, geolocation, age-gating and any required disclosures. Google can suspend certification if an authorization is lost or if the advertiser fails to recertify after a material change.

Practical preparation before October 21

  • Inventory every country and map each one to a current licence or authorization.
  • Separate operator, agency, affiliate and domain ownership records so the advertiser-licensee relationship is easy to verify.
  • Audit landing pages for responsible-gambling information and remove any minor-directed messaging or targeting.
  • Check whether the account already carries a social-casino certification, since Google does not allow both certification types simultaneously.
  • Plan country-by-country applications rather than assuming one approval covers a regional campaign.
  • Create a renewal and incident process that alerts Google promptly if a licence expires, is suspended or is terminated.

For campaign teams, the commercial opportunity is access to YouTube’s highest-visibility homepage placement. The operational reality is a country-specific compliance program: certification, evidence, audience safeguards and continuing licence validity determine whether an advertiser can actually run the format.
