Google Ads Conversion Lift is not open to every account. For a user-based study, Google’s published setup guidance lists at least 1,000 observed conversions, a minimum campaign budget of USD 5,000, and at least one compatible conversion action. Meeting those numbers does not automatically unlock the product: Google says availability is account-specific and advises advertisers to work with their Google account representative.
Geography-based studies use a different design and eligibility path. The method compares advertising regions with regions where ads are withheld, and it requires campaigns that target one country. Use the checklist below to identify the applicable method, prepare the account, and avoid treating an eventual lift estimate as the same thing as an attributed-conversion total.
What Conversion Lift measures
Conversion Lift is an incrementality experiment. Google divides eligible users or geographic areas into a treatment group that can receive ads and a control or holdback group that is intentionally not exposed. The difference in outcomes between those groups estimates conversions caused by the advertising, rather than conversions that would have happened anyway.
For a user-based study, Google defines incremental conversions as treatment conversions minus control conversions. Standard attributed conversions are calculated from your conversion tracking settings and attribution model. Because the two methods answer different questions, an attributed-conversion count and a Conversion Lift estimate should not be added together, substituted for one another, or reported as interchangeable KPIs. The product is controlled and model-based, so a study can return an inconclusive result or no measurable positive lift. Eligibility means that a study can potentially be configured; it is not a promise that the test will achieve statistical certainty or show incremental conversions.
User-based Conversion Lift eligibility
Google’s user-based setup guidance says, “Conversion Lift isn’t available for all Google Ads accounts.” The same page directs advertisers to their account representative for availability and planning. The following are the published account thresholds, not a universal access guarantee.

For the authoritative setup workflow and current account checks, use Google’s user-based Conversion Lift setup page. Google’s help pages do not state a publication year for these thresholds; the figures above reflect the guidance available on October 13, 2026.
Campaign types listed for user-based studies
The user-based guidance lists Display, Search, Video, Demand Gen, App Campaigns, and Performance Max. It specifically excludes iOS app campaigns and Travel Ads in that guidance. Some campaign types can require an eligibility review through a Google representative, so do not assume that a listed type is automatically selectable in every account or configuration.
A campaign can be active in only one lift study at a time. Coordinate overlapping measurement plans before selecting campaigns, especially when an agency manages several tests for the same advertiser.

Data quality before setup
Google recommends implementing enhanced conversions for web and leads and using consent mode. These controls can improve the strength of the data available for measurement and help address privacy-related signal loss. They do not replace the minimum observed-conversion requirement or make an incompatible conversion action eligible.
Geography-based Conversion Lift requirements
Geography-based studies compare regions where advertising runs with regions where advertising is withheld. The approach is separate from the user-based workflow, so do not carry the user-based 1,000-conversion and USD 5,000 statements over as if they were universal geography requirements.
Google’s geography setup guidance lists App, Demand Gen, Discovery, Display, Video, Search, Shopping, and Performance Max campaigns. For the geographic split methodology, campaigns must target one country. A campaign spanning multiple countries does not satisfy that single-country condition without being restructured into country-specific targeting.

Google describes geo-based holdback and go-dark studies as beta on its setup page. Availability and the exact feature status should therefore be confirmed with the account team. See Set up Conversion Lift based on geography for the current campaign and data-source rules.
How to determine whether your account is ready
- Choose the measurement method. Use a user-based design when the account and campaign setup can support user-level treatment and control assignment. Use a geography-based design when a country-level regional split is operationally appropriate and the campaigns can target one country.
- Check access in Google Ads. Open the Conversion Lift or lift-study workflow in the account and note whether the study option, campaign selector, and conversion actions are available. Because access is not universal, contact the Google account representative if the option is missing or a campaign is rejected.
- Audit conversion actions. For a user-based study, count observed conversions rather than conversions that arrive only through supplementary data. Confirm that at least one selected action is compatible and has enough recent activity to support a meaningful comparison.
- Confirm campaign eligibility. Match every selected campaign to the method-specific list. Remove user-based iOS app campaigns and Travel Ads, and split geography-based campaigns so each targets one country.
- Review measurement signals. Verify tagging, enhanced conversions where applicable, consent mode, and any offline-data upload process. Resolve missing or delayed data before the experiment starts.
- Design the holdback and duration with the account team. Study power depends on the holdback percentage, daily budget, selected actions, historical account data, estimated lift, and length. Ask Google to review the proposed configuration instead of assuming the public thresholds are sufficient.
- Launch only after the feasibility check. Record the selected campaigns, conversion actions, dates, geography or user split, and expected conversion lag. This documentation makes later interpretation and troubleshooting possible.
Study power, certainty and duration
A feasible study needs enough conversion activity in both treatment and control groups. Google identifies selected conversion actions, daily budget, study duration, holdback percentage, historical campaign data at the account level, and estimated lift as key inputs to power or feasibility. A high-volume account can still produce an uncertain result if the holdback is too small, the duration is too short, or the chosen action occurs rarely.

What certainty means
Google’s certainty explainer defines certainty as 1 minus the p-value. Google recommends aiming for 90% or greater certainty for the most reliable results. Results from 50% to below 90% can still be useful directionally when the business accepts more uncertainty, but they should not be presented as conclusive proof that advertising caused the measured change. Certainty is not a forecast of a positive result. A well-powered test can estimate zero or negative lift, and no setup threshold guarantees statistical significance. Avoid promising a particular lift percentage before the study has run.
Choosing a study length
Google allows some studies to run for as little as seven days, which can suit quick-purchase categories with short conversion delays. Its general recommendation is more than 14 days, especially when customers take longer to convert. Set the end date to capture the account’s average conversion lag rather than stopping immediately when ads finish.
Google’s certainty guidance identifies up to 56 days as an option for increasing the study size. A longer test can provide more observations, but it also extends the period in which campaigns, budgets, seasonality, and promotions must remain sufficiently stable. Choose the shortest period that captures the relevant lag and supplies the required activity, then ask the representative to validate the design.
Delayed incremental conversions
For eligible Demand Gen-only user-based studies, Google reports delayed incremental conversions by default. These are modeled estimates of conversions expected after the official study end, based on conversion delays observed during the study. Treat them as projections, not as directly observed conversions during the active test window. The measurement-data definitions are in Understand your Conversion Lift based on users measurement data.

Interpreting the result without confusing it with attribution
Start with the study’s incremental estimate, its certainty, and the time window used. Then compare that result with attributed conversions as a separate diagnostic. A campaign can receive many attributed conversions but generate little incremental lift if most conversions would have occurred without the ads. Conversely, a modest attributed total can still produce meaningful incremental impact when the control group converts much less often.
- High certainty with positive lift: evidence supports an incremental effect under the tested conditions.
- High certainty with zero or negative lift: the test provides strong evidence that the campaign did not create a positive incremental outcome during the study period.
- 50%–90% certainty: use the direction and size as directional evidence, and avoid presenting it as a definitive causal result.
- Low certainty or an inconclusive study: treat the estimate as unresolved; consider more conversion volume, a longer duration, or a revised design rather than forcing a yes/no conclusion.
Do not combine a user-based estimate with a geography-based estimate as though they were duplicate reports. They use different assignment units and assumptions, so interpret each within its own study design.

The account meets the thresholds but the study option is missing
Published thresholds do not grant automatic access. Confirm the current account UI and contact the Google account representative. The account may fail an internal eligibility check, the selected campaign may require review, or the feature may not be available in that market or configuration.
The conversion count looks high but the minimum is not met
Reconcile the count to observed conversions used by the study. Conversions with supplementary data do not count toward the user-based 1,000-conversion minimum. Check the selected action, attribution window, date range, and whether recent uploads are still processing.

Check the method-specific campaign list, country targeting, and whether the campaign is already active in another lift study. For user-based studies, remove iOS app campaigns and Travel Ads. For geography-based studies, make the campaign single-country before trying again.

The result has low certainty
Do not relabel a low-certainty estimate as a win. Google’s documented levers are increasing conversion volume, extending the study, using a suitable holdback, and choosing conversion actions with enough activity. Duration can be extended up to 56 days as an option in the certainty guidance, provided the resulting test remains operationally valid.
Conversion lag extends beyond the scheduled end
Review the account’s average lag before launching and allow the study to run long enough to observe or model those conversions. For Demand Gen-only user-based studies, identify delayed incremental conversions as modeled projections when they appear after the official end.
Practical eligibility checklist
- Have you confirmed whether the plan is user-based or geography-based?
- For a user-based study, are there at least 1,000 observed conversions, excluding supplementary-data conversions?
- Does the selected user-based campaign set meet the USD 5,000 minimum campaign-budget guidance?
- Is at least one selected conversion action compatible?
- Are the campaign types allowed for the chosen method?
- For geography-based measurement, does every campaign target one country?
- Is the conversion source supported, including the required tag, Floodlight, Firebase, or aggregated offline data?
- Have enhanced conversions, consent mode, tagging, and offline uploads been checked?
- Is each campaign free to participate, rather than already active in another lift study?
- Does the duration capture conversion lag and provide enough activity for the intended certainty?
- Has the account representative or in-account workflow confirmed access and feasibility?
Frequently Asked Questions
Does meeting 1,000 conversions guarantee access to user-based Conversion Lift?
No. The 1,000 observed-conversion figure is a published setup threshold. Google states that Conversion Lift is not available for all accounts, so access and campaign-level eligibility still require confirmation in the account or from a Google account representative.
