Google Ads now lets eligible advertisers tell Google AI which channels should get first access to constrained budget. High Priority channels are funded before Low Priority channels; a Low Priority allocation percentage can reserve a best-effort share of the campaign’s average daily budget for secondary inventory. These controls began rolling out on October 14, 2026, but availability depends on campaign type and account rollout status.

What channel prioritization changes

Historically, many Google Ads campaigns let automated systems distribute spend across the networks included in a campaign. The new controls add a preference layer: you can identify channels that matter most to the campaign and place them in High Priority, then classify other eligible inventory as Low Priority.

Google Director of Product Management Tal Akabas described the change as a move away from “all-or-nothing channel targeting.” The controls are rolling out across Search, Shopping, Performance Max and Demand Gen, although the available channel choices and allocation features differ by campaign type.

This is not a promise that every dollar will be spent on one network. Google still evaluates eligible auctions, conversion signals, bid targets, traffic volume and campaign settings. Priority matters most when budget or bidding constraints prevent every eligible channel from receiving all the spend it could use.

How priority and budget allocation work

High Priority gets first access

When several channels compete for a constrained budget, Google attempts to fund High Priority channels first. Low Priority channels can receive remaining spend when they have eligible traffic and can meet the campaign’s bidding requirements.

Priority is a preference in the delivery system, not a manual auction bid and not a guaranteed daily reservation. If High Priority inventory cannot consume the available budget, Low Priority inventory may receive more of the day’s spend.

Low Priority can have an allocation percentage

An allocation percentage applies to the campaign’s average daily budget, rather than to the amount the campaign actually spends. Google describes it as a best-effort daily limit. The setting can therefore guide how much budget a Low Priority channel receives without functioning as an accounting-grade cap.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For example, Google Ads Help uses this calculation: 5% of a $1,000 average daily budget equals $50 per day. That $50 figure is an explanatory example from Google in 2026, not a performance benchmark or a promise that exactly $50 will be spent every day.

Daily delivery can occasionally exceed the configured amount. An unused amount does not carry forward to a later day, and an amount overspent on one day does not create a formal credit or debit that is settled later through this setting.

Zero percent excludes the channel

When a Low Priority allocation is set to 0%, Google says it will not spend on that channel. This is the strongest exclusion available within the allocation control, but it only applies where the campaign type and account rollout support the setting.

Shared budgets have an important restriction: the campaigns in the shared budget must be the same campaign type for channel-priority settings to apply. If a shared budget mixes campaign types, do not assume one priority rule will govern all of them.

Which channels each campaign type can distinguish

Campaign type Channel or surface distinctions described by Google Allocation-percentage support Control implication
Search Google Search, Search partners and the Google Display Network Supported where the account has the feature You can separate core Search traffic from partner and Display inventory when those controls are available.
Shopping Google Search and Search partners Supported where the account has the feature Search-partner exposure can be treated as secondary to Google Search.
Performance Max Google channels as a group; Search partners and the Display Network where supported Feature availability varies by supported channel treatment Control is broader than selecting an individual Performance Max placement. Google continues to optimize across eligible inventory.
Demand Gen Google surfaces including Search, YouTube, Maps, Gmail and Discover Budget allocation percentages are not supported Priority grouping may be available, but the percentage-based Low Priority allocation is not.

Google’s Ads API documentation identifies Search, Display, Performance Max, Demand Gen and Shopping as campaign types and treats budget and network distribution as campaign-level settings. The web interface and API may expose different labels or availability while the rollout is in progress.

How bidding strategies change the result

Target CPA, Target ROAS and Target CPC when budget-limited

With Target CPA, Target ROAS or Target CPC, a budget-limited campaign funds High Priority channels first within the campaign’s target constraints. Low Priority channels can use remaining budget when they have traffic that can meet the target.

This does not mean the High Priority channel will always spend its full nominal share. A channel can be prioritized yet underspend because there are too few eligible auctions, because bids cannot clear the market at the target, or because conversion and value signals limit delivery.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When the campaign is not budget-limited

If the campaign is not constrained by its budget, priority generally does not change distribution. Google can already access the eligible inventory it needs, so the ordering preference has less work to do. A Low Priority allocation percentage still applies when configured, however.

Maximize Conversions and Maximize Conversion Value

For Maximize Conversions and Maximize Conversion Value, Google uses High Priority channels first, then can move remaining budget to Low Priority channels when eligible traffic or the configured settings prevent full High Priority delivery.

Because these strategies optimize toward conversion outcomes, the eventual mix depends on reliable conversion tracking and enough recent signal for the system to evaluate opportunities. A priority setting cannot compensate for missing, delayed or incorrectly valued conversions.

What the controls can and cannot guarantee

  • They can: put selected eligible channels ahead of others when budget is constrained.
  • They can: assign a best-effort percentage of average daily budget to supported Low Priority inventory.
  • They can: set a supported Low Priority channel to 0% so Google will not spend on it.
  • They cannot: guarantee a fixed percentage split every day.
  • They cannot: force delivery when there is insufficient eligible traffic or when bids and targets prevent an auction win.
  • They cannot: make Demand Gen use percentage allocations, because Google does not support that control for Demand Gen.
  • They cannot: override campaign-type restrictions or an account that has not received the rollout.

A practical setup workflow

  1. Define the business objective. Decide whether the campaign is meant to capture existing demand, sell products, generate conversions across Google inventory or prospect audiences. Record the conversion action and, where relevant, the value that should guide bidding.
  2. Choose a campaign type with the required inventory. Search, Shopping, Performance Max and Demand Gen expose different surfaces and different levels of channel control. Do not select a campaign type solely because it offers a desired priority label.
  3. Check feature availability. Open the campaign or shared-budget settings and verify that channel-priority controls are actually present. Rollout status varies by account and campaign type, so documentation or screenshots from another account are not proof that your account has the same controls.
  4. Set account defaults only for genuinely common rules. An account-level preference is efficient when the same ordering makes sense across eligible campaigns. If brand Search, non-brand Search, product campaigns and prospecting campaigns need different treatment, avoid imposing one account-wide rule.
  5. Use a campaign or same-type shared-budget override when objectives differ. A campaign-level setting is the clearest choice when one campaign must protect a specific channel. A shared-budget rule is appropriate only when the grouped campaigns are the same type and should compete under the same policy.
  6. Place must-have inventory in High Priority. Select the channels that should receive first access to constrained spend. Keep the list tied to the conversion objective rather than labeling every channel High Priority.
  7. Classify secondary inventory as Low Priority. Use this for channels you want to test or retain without allowing them to displace the primary source of demand.
  8. Choose an allocation percentage only when a supported test needs one. Calculate the percentage against average daily budget. For a $1,000 average daily budget, 5% is $50 per day; it is not 5% of whatever the campaign happens to spend that day.
  9. Use 0% for a supported channel you want excluded. Confirm that the channel is actually eligible for the setting and that no separate campaign is still targeting the same inventory.
  10. Watch delivery and outcomes after changes. Compare spend, impressions, clicks, conversions and conversion value by the reporting dimensions available in the account. Allow enough time for bidding systems to react, and investigate tracking before changing priorities again.

Examples of budget behavior

Search campaign with partner testing

Suppose a Search campaign has a $1,000 average daily budget. Google Search is High Priority, Search partners are Low Priority, and the partner allocation is 5%. The configured reference amount is $50 per day because 5% is calculated from $1,000. If partner traffic cannot meet the bid target, it may receive less or nothing. If delivery exceeds the best-effort amount on a particular day, the setting does not automatically claw the money back later.

Shopping campaign with no partner spend

A Shopping campaign can distinguish Google Search from Search partners. If Search partners are Low Priority with a 0% allocation and the setting is available in the account, Google says it will not spend on that channel. Google Search remains subject to auction eligibility, product approval, bids and the campaign’s budget.

Performance Max under a constrained budget

Performance Max can prioritize Google channels as a group, with Search-partner and Display treatment where supported. It does not turn into a manually segmented Search, YouTube or Shopping campaign simply because a priority rule is applied. Google still optimizes across the eligible inventory represented by the campaign.

Demand Gen without percentage allocation

Demand Gen groups surfaces such as YouTube, Maps, Gmail, Discover and Search as Google channels. Because percentage budget allocation is not supported for Demand Gen, a marketer cannot use the 5%-of-average-daily-budget method to reserve a precise share for one of those surfaces through this feature.

How to decide between account, shared-budget and campaign settings

Use this level Best fit Risk to check
Account The same channel ordering is appropriate for nearly every eligible campaign. A broad default can unintentionally change delivery for campaigns with different brand, product or prospecting objectives.
Same-type shared budget Several campaigns of one campaign type should follow one budget and priority policy. Mixed campaign types do not satisfy the same-type requirement for these settings.
Campaign One campaign has a distinct objective, target, audience or channel requirement. More settings must be maintained as campaigns are added or restructured.

Reporting, measurement and troubleshooting

Do not infer a guaranteed split from a percentage

A 10% allocation is a policy input based on average daily budget, not proof that exactly 10% of actual spend will appear in a report. Check both the configured setting and the realized spend, then account for best-effort delivery and occasional overage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate channel policy from campaign eligibility

If a Low Priority channel receives no impressions, possible explanations include a 0% allocation, insufficient eligible traffic, a bid target that cannot win, policy or inventory restrictions, or a rollout limitation. Priority alone does not identify which condition applies.

Verify inherited settings

When an account default appears to have no effect, inspect whether a campaign-level or shared-budget override is taking precedence. Conversely, a campaign may appear to have an unexpected rule because it inherited the account default.

Check conversion tracking before judging Smart Bidding

Target CPA, Target ROAS, Maximize Conversions and Maximize Conversion Value all rely on conversion signals to decide which eligible opportunities are valuable. Validate that the intended conversion action is recording correctly and that values are consistent before concluding that channel prioritization caused weak performance.

Use the API carefully

Google’s Ads API documentation identifies budget and network distribution as campaign-level settings. If you automate changes, confirm the field and enum support for the campaign type and account version you use. Do not assume that a setting visible in the interface is available identically through every API resource.

Choosing priorities for common objectives

Protecting high-intent demand

For a campaign whose primary job is capturing existing searches, place the inventory that directly represents that demand in High Priority. Treat partner or broader network inventory as Low Priority only when you still want its incremental reach and can measure its value.

Testing incremental reach

Use Low Priority for secondary inventory when the purpose is controlled exploration rather than guaranteed scale. An allocation percentage provides a budget reference for the test, while reports determine whether the resulting conversions or value justify expanding it.

Managing product-led campaigns

Shopping can separate Google Search from Search partners, but product eligibility, feed quality and conversion value remain fundamental. A priority rule cannot fix disapproved products, incomplete attributes or a target that is incompatible with available traffic.

Using broad automated inventory

Performance Max is designed to optimize across Google channels. Prioritization can express which group should receive first access when constrained, but it does not provide a universal fixed split among Search, YouTube, Shopping or other surfaces. Demand Gen similarly requires a decision about surface groups rather than a percentage allocation for each one.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why there is no universal “right” percentage

Google has not published an independent performance benchmark or a universal recommended channel percentage for these controls. The appropriate allocation depends on the campaign’s objective, conversion economics, available traffic, bidding target, tracking quality and tolerance for secondary inventory.

A percentage that is sensible for one account can be too restrictive for another because the same average daily budget may encounter very different auction volume. Treat the setting as a policy for distributing constrained opportunity, then validate it against incremental conversions and value rather than copying a standard number.

Bottom line

Channel prioritization gives advertisers a practical middle ground between unrestricted automation and an all-or-nothing network choice. Put essential inventory in High Priority, use a supported Low Priority percentage when you need a controlled secondary test, and remember that the percentage is based on average daily budget and remains best effort. Confirm rollout availability, campaign-type restrictions and conversion tracking before promising a specific channel split.
