AI Max and Performance Max are not two versions of the same campaign. AI Max is an optimization suite you turn on inside an existing Google Search campaign. Performance Max is a separate, keywordless campaign type. Choose AI Max when you want to preserve a Search workflow while adding automated matching, copy and landing-page options. Choose Performance Max when you want campaign-level automation that can use signals from your website, feeds and other campaign inputs across Google inventory.
Neither option is guaranteed to win. The practical choice depends on how much control you need over queries, ads and landing pages; whether your conversion tracking supports Smart Bidding; and whether you can run a clean test against a business target such as conversions, conversion value, cost per acquisition (CPA) or return on ad spend (ROAS).
The fundamental difference
Google’s AI Max documentation answers the most common misconception directly: “No, AI Max is not a new campaign type.” It is a collection of settings enabled in a Search campaign. Your campaign keeps the Search structure, while selected AI features expand matching and automate parts of ad creation and landing-page selection.
Performance Max is a distinct campaign type. Its keywordless targeting uses signals from the campaign, your website or product and business feeds to find queries and customers. It can use search themes, URL exclusions, page feeds, negative keywords and brand exclusions to guide or restrict that automation.

That distinction affects setup, reporting and the kind of control you retain. AI Max is an extension of a workflow many Search advertisers already understand. Performance Max asks you to manage a broader, campaign-level system in which Google decides where and when eligible ads can appear.
AI Max for Search campaigns: what it changes
Automated search-term matching
AI Max combines broad-match, asset-based and landing-page-based technology to identify searches that may be relevant to your offer. This can extend reach beyond the terms explicitly represented by your keywords, ad assets or existing targeting.
Because matching can be expanded, search-term reporting becomes essential. Review the actual queries, the keyword or expansion category associated with them, and the resulting conversions before deciding whether the additional reach is valuable.
Text customization
Text customization can generate or adapt responsive search ad text for a user’s intent. The feature is part of the AI Max setup and is also required for Final URL expansion to function effectively. Generated text should be checked for accurate claims, correct offers, appropriate tone and compliance with your internal approval process.
Final URL expansion
Final URL expansion can select a page on your site that Google considers more relevant to the query and may generate a dynamic headline for that destination. This can help when a single supplied URL is less useful than a deeper product, service or location page.
The trade-off is control. If expansion selects a different URL, pinned responsive-search-ad assets may not be respected because the pinned text may not fit the user’s intent or the selected page. Advertisers that depend on pinned headlines or descriptions should review this behavior before enabling expansion.

Brand, location and URL controls
AI Max provides controls for brand settings, locations of interest, URL inclusions and URL exclusions. These boundaries are important when only certain pages, brands or geographic signals should qualify. If URL inclusions and Final URL expansion are both enabled, Google may use the included URLs as well as other URLs it considers likely to perform; an inclusion list is therefore not necessarily a complete allow-list.

Reporting
Google documents reporting at the search-term, keyword, asset and landing-page levels. Reports distinguish traffic associated with broad-match expansion and keywordless matches, helping you identify which form of automation generated an impression or conversion.
Performance Max: how its keywordless model works
Signals instead of a conventional keyword list
Performance Max does not require you to build a conventional keyword-targeting structure. Google uses signals from your campaign, site or feeds to find queries and customers. Those signals can include the creative assets, conversion goals, audience information and business data you provide.
Keywordless does not mean control-free. You can shape the system with search themes, negative keywords, brand exclusions, URL exclusions and page feeds. These controls guide eligibility and relevance, but they do not turn Performance Max into a traditional Search campaign with deterministic keyword-to-ad mapping.
Final URL expansion and page selection
Performance Max also supports Final URL expansion. Google describes it as using site-wide signals to select a landing page based on the query and intent, and as part of keywordless targeting. URL rules and exclusions can keep traffic away from non-commercial, informational or otherwise unwanted pages.

Choose AI Max when Search control still matters
AI Max is a logical candidate if your account is organized around Search campaigns and you want to extend reach without abandoning that operating model. It is especially suitable when you can regularly inspect queries, generated assets and selected landing pages.
- You need Search-campaign reporting and organization for keywords, ads and landing pages.
- You want automated matching but still want URL, brand and location settings close to the Search campaign.
- Your site has several relevant destinations and you are willing to review where expansion sends visitors.
- You have conversion-based Smart Bidding and enough conversion data to evaluate incremental traffic.
- You can approve or reject generated text and investigate queries that do not match your offer.
AI Max is less suitable when every impression must map to a tightly controlled keyword, URL and pinned message, or when your tracking template cannot handle dynamically selected pages.
Choose Performance Max when campaign-level automation fits your operation
Performance Max is a candidate when you are prepared to provide strong campaign, site or feed signals and let Google’s keywordless system find eligible queries and customers. It can fit advertisers who value reach and automated allocation more than a Search-only workflow.
- You can define a clear conversion goal and trust Smart Bidding to optimize toward it.
- Your website or feeds contain reliable product, service or business information.
- You can set search themes, negative keywords, brand exclusions and URL exclusions to establish boundaries.
- You are prepared to evaluate the campaign at the business-outcome level rather than expecting one-to-one keyword control.
- Your team can audit landing pages and creative assets that automation may combine.
Performance Max is a poor fit when the site lacks usable conversion tracking, feed data or landing pages, or when legal and operational requirements demand a fixed destination for every ad.
Prerequisites before enabling either approach
Conversion tracking
Google’s AI Max setup guidance says search-term matching, Final URL expansion and text customization require conversion-based Smart Bidding strategies to function effectively. Verify that primary conversions represent real business value, that duplicate or low-quality actions are excluded, and that attribution and revenue values are consistent before changing campaign settings.
Tracking templates
Check that any account, campaign or ad-level tracking template works with dynamically selected landing pages. Google specifically warns that an incompatible template can produce broken expanded landing pages when AI Max Final URL expansion is enabled. Test a representative URL with your analytics and redirect stack before rollout.

Landing-page inventory
List pages that are commercially useful and pages that must never receive paid traffic. Review canonical URLs, forms, inventory or availability messages, regional restrictions and mobile behavior. Use URL exclusions or rules for pages that should not be selected.

Creative governance
Document prohibited claims, required disclaimers, approved terminology and offer dates. This is particularly important when text customization or dynamic headlines can adapt copy to a query and destination.
How to enable and configure AI Max
- Open an existing Search campaign. AI Max is enabled from the settings of a Search campaign; it is not created as a separate campaign type.
- Confirm conversion-based Smart Bidding. Use a conversion-focused bidding strategy and verify that the conversion actions and values are trustworthy.
- Open the AI Max settings. Select the features your workflow can support rather than enabling every automation without review.
- Configure search-term matching. Decide whether the expanded matching aligns with your offer, geography and exclusions.
- Review text customization. Check generated or adapted assets for factual accuracy, policy compliance and consistency with the destination page.
- Set URL inclusions and exclusions. Include useful destinations and exclude non-commercial, restricted or technically incompatible pages. Remember that inclusions may be used alongside other URLs when Final URL expansion is active.
- Check brand and location settings. Confirm that locations of interest and brand behavior match your targeting policy.
- Test tracking. Click through representative expanded URLs in a controlled review, checking redirects, parameters, analytics and conversion events.
- Launch through an experiment where possible. Keep a control share with AI Max off and a treatment share with it on, then review the results before applying the setting more broadly.
How to evaluate AI Max without fooling yourself
Use the AI Max experiment structure Google documents: a control share runs without AI Max and a treatment share runs with it enabled. Keep budgets, bidding objectives, conversion definitions and major creative changes stable enough that the difference can be interpreted. Do not declare a winner from a short-term change in clicks or impressions.
Evaluate the outcomes that matter to your business:
- Conversions or conversion value, not traffic volume alone.
- CPA or ROAS against the target used by Smart Bidding.
- Incremental qualified demand, including lead quality or downstream revenue where available.
- Search terms and keyword categories that generated the result.
- Assets and landing pages associated with conversions and wasted spend.
- Search-query relevance, geographic quality and compliance with exclusions.
Google reports a result of “14% more conversions or conversion value at a similar CPA/ROAS” from its internal 2025 data for non-Retail advertisers. That is a Google-reported, qualified aggregate result, not an independently verified guarantee for an individual account. Use your own controlled comparison to determine whether the feature improves your economics.
How to evaluate Performance Max
Judge Performance Max against the goal and constraints you set for the campaign. Confirm that conversions are being recorded correctly, then inspect where spend and outcomes are coming from using the reporting available in the account. Check whether the campaign is reaching commercially useful pages and whether search themes, negative keywords, brand exclusions and URL exclusions are doing the intended job.

Because Performance Max is keywordless, avoid treating the absence of a familiar keyword report as proof that targeting is uncontrolled. Instead, evaluate the quality of the signals and boundaries you supplied, the landing pages selected, and the value of the resulting conversions.
What happens when both campaigns may match a query?
Eligibility is not a promise that both campaigns will show for every query. Google’s AI Max FAQ says that, when both are eligible, the campaign with the highest Ad Rank serves. Do not assume that Performance Max automatically overrides Search, or that AI Max always takes precedence. Actual eligibility and Ad Rank determine the outcome.
Common failure modes and fixes
Expanded traffic is irrelevant
Inspect search-term reporting and identify whether the issue comes from broad-match expansion, asset-based matching or landing-page-based matching. Tighten campaign themes, exclusions, locations or URL rules, and improve the conversion signals rather than judging the feature from aggregate clicks.

The ad lands on the wrong page
Review the landing-page report and exclude pages that are informational, unavailable, restricted or technically incompatible. Check canonicalization, redirects and tracking parameters. If a specific destination is mandatory, reconsider whether Final URL expansion fits that ad group or campaign.
Pinned copy is not appearing
When AI Max selects a more relevant URL, Google says pinned responsive-search-ad assets may not be respected because they may not match the selected intent. Remove unnecessary reliance on pins, or keep expansion off where fixed messaging is a non-negotiable requirement.
Conversions fall after automation is enabled
First verify tracking, attribution, consent handling and revenue values. Then compare control and treatment traffic, search terms, assets and landing pages. Do not infer causality from a daily fluctuation or from a change made at the same time as budget, offer, site or bidding changes.
Final URL expansion breaks measurement
Test the existing tracking template against dynamically selected URLs. Repair encoding, redirects or parameter handling before expanding traffic. A template that works only for one fixed URL can fail when Google appends or substitutes a destination.
A practical decision framework
- Start with control requirements. If fixed keywords, destinations or pinned messages are mandatory, favor the option and configuration that preserves those constraints, and avoid expansion features that conflict with them.
- Check signal quality. If conversion tracking, values, feeds or site content are incomplete, fix those foundations before adding automation.
- Choose the operating model. Select AI Max for an enhanced Search workflow; select Performance Max for a campaign-level keywordless workflow.
- Define boundaries. Set brand, location, negative-keyword, search-theme and URL controls appropriate to the campaign.
- Set the measurement rule in advance. Decide whether success means more qualified conversions, higher conversion value, a lower CPA, a higher ROAS or a combination.
- Test before scaling. Use an AI Max experiment where available and compare Performance Max with your own historical or concurrent business benchmarks. Scale only after the selected landing pages, generated assets and conversion data pass review.
Bottom line
Use AI Max when you want to keep a Search campaign’s structure and reporting while adding automated matching, text customization and landing-page selection. Use Performance Max when you want Google’s keywordless, campaign-level automation to use signals from your campaign, website or feeds. The better choice is the one whose controls, conversion signals and reporting let you reach your business goal while still detecting irrelevant queries, unsuitable pages and unacceptable copy.
